MARCH 13, 2013 MINUTES [ApPROVED]
Date: March 13, 2013, 6:00 -7:30 pm
Place: Birmingham Fire Station #43,750 Hickory Flat Road, Milton, GA 30004
Attendees: Jack Lindon, Francia Lindon, Kathy Johnson, Teresa Stickels, Julie Pinckney, Cindy
Eade and Lily Pavao.
I. Agenda: It was posted on the City's web site.
II. Approval of Minutes: No minutes were approved.
III. New Business (taken out of the order on the Agenda):
• Keep Georgia Beautiful/MGG Affiliation Steps -Because of Keep North Fulton Beautiful
previously having Milton in their "territory," KGB would like KNFB to support the creation
of a Milton affiliate, which they are reluctant to do. Chris Logerbloom and Jack decided to
submit the application to Keep America Beautiful headquarters and see what happens.
Then the decision on what's done next can be decided by City Council. MGG must
determine whether or not we can fulfill the KAB obligations. We are already covering some
of their activities such as Rivers Alive, Adopt-A-Road and Bring One for the Chipper. When
you are approved by KGB you have to have 6 to 9 committed members, a pre-certification
team, who will go through a I-day training session and commit to 4 to 6 months on 1 to 3
task groups: organizational structure, focus areas survey related to litter prevention, litter
index tasks, and community appearance index. The organization has to be set up according
to their standards and it would cost the city about $3,000 for the training. Jack passed out
information on what's required to MGG members to see who might be interested . KGB
requires yearly reports based on ongoing record keeping. KGB's focused on cleanup
activities and litter control.
There was a discussion on the branding issue. KGB wants their group officially named
"Keep Milton BeautifuL" Jack suggested Milton Grows Green would then become our
slogan. We went through a lot of effort to design and establish the Milton Grows Green
branding. But there might be confusion about how to apply the two slogans.
The question was asked, what are the benefits in joining KGB since we're already doing
most of the things they promote? There used to be a potential for money from the state for
the affiliation but that has dried up since the state has cut back funding for the Department
of Community Affairs. In this economy KGB is struggling to maintain the few people it has
on its staff. So at this time, it's pretty much national brand recognition that we might gain
and there might be some grants available from companies, such as Waste Management, that
rely on the affiliation legitimacy.
There was objection to applying for the affiliation because some major national polluters
serve on the KGB Foundation Board such as the Koch Brothers and GA Power. KGB's focus
is on cleanup, not on preservation. Would KGB have objections about our efforts that might
be at odds with members of their Board such as on Oimate Change? We need to take a look
at the KGB by-laws to see if there are any restrictions on our other activities.
There was a discussion on the advantages of our becoming a 501(c) 3 foundation for fund
raising, and what the organizational structure might be, possibly two separate
organizations. Keep Milton Beautiful would be used when we are doing things KGB
promotes and the 501(c) 3 Milton Grows Green Foundation would be used for fund raising

to support other things like Earth Day or the Green Schools environmental education
program. It is important that we have the blessing of the City. Cindy felt it would be too
confusing to have two separate groups. Cindy also said, Chris doesn't want two
organizations doing essentially the same things. Traditional the KGB affiliate in other cities
is a 501(c) 3 that handles environmental efforts, fundraising and programs for the cities they
serve. In past discussions on forming a 501(c) 3 for Milton Grows Green, Joe Whitley was
mentioned as being a candidate for the foundation board. There was no mention at the time
of KGB.
• Hazardous Waste Collection, May 11 (tentative date) -Name is being changed to
"Household Chemicals and Paint Collection." Use of the words "Hazardous Waste" raises a
red flag to parents. We have to make it clear on a flyer that "chemicals" include yard and
garden chemicals such as weed killers and pesticides. Cindy has contacted EQ and has
suggested piggybacking the Event with another City. There is still a question about whether
we should charge for paint. We would also need to set up an on-line registration for Milton
residents, as this is too expensive to be available to the general public.
• Bulky Trash Amnesty Day, Saturday, March 16, 8 AM to 12 PM -Young Men's Service
League is volunteering 4 people per shift. Cindy and Jack will be there. Kathy is also going to
try to make it too.
• MGG Governing Board -Has met only once. We need to rethink the number of members,
perhaps have only 5 people for this board and whether or not it could serve for the 501(c) 3
Foundation Board of Directors. There was some discussion on who would be good to tap for
this board in the community.
