MEETING MINUTES
MILTON GREENSPACE ADVISORY COMMITTEE
June 13, 2017
6:30 pm
NEW CITY HALL—MILTON ROOM
1. Call to Order at 6:39 p.m.
2. Introduction of Committee Members
Members present: Curtis Mills, Robert Brannon, Steve Wheeler, Colt
Whittall, Robin Fricton, Marc Walley, Robin Gray
Members Absent: None
3. Adoption/Amendment of Agenda
Motion to amend agenda to include an update on the MGAC
consultant: Steve Wheeler
2nd: Robin Gray
Vote: 7-0, motion passed
4. Adoption of Agenda
Motion to approve amended agenda: Robin Gray
2nd: Marc Walley
Vote: 7-0, motion passed
5. Adoption of Minutes
Motion to approve minutes of the June 1, 2017 MGAC committee
meeting: Robert Brannon
2nd: Robin Fricton
Vote: 7-0, motion passed
6. Review and Discussion of proposed sample bylaws for MGAC Committee
Changes to bylaws suggested by Robin Gray to modify language as
follows:
Modification of Article 1 of bylaws:
“The public purpose of the Committee is to make recommendations to
the City Council, appropriate City agencies and staff participate in the
greenspace land selection and acquisition process in conjunction with
City Council and staff, to facilitate the objectives of the Greenspace
Bond goals, to establish policies and procedures to govern the
Committee, and to assist City Council and staff, on an as needed
basis, with the financial oversight of the Greenspace Bond funds in
relation to the land acquisition program.” (additional language added
in red)
Move the entire Section 8, Article 5 of bylaws to the second paragraph
in Article 1 of bylaws.
Addition of Section 2 to Article 2 of bylaws:
“Section 2. The initial term for Committee members shall be randomly
assigned by the City staff, with one-half of the members serving four (4)
year terms, and the remaining members having three (3) year terms.
Following the initial terms, upon reappointment or selection of a new
member to fill an expired term, each member shall thereafter have a
four (4) year term. Upon expiration of a member’s term, the member
may continue to serve until a replacement is chosen. A member may
be appointed to serve an unlimited number of terms.”
Addition of Section 3 to Article 2 of bylaws:
“Section 3. Vacancies shall be filled by the City Council as set forth in
City Ordinance No. 17-04-307.”
Addition of Section 4 to Article 2 of bylaws:
“Section 4. A member may resign from the Committee by submitting a
written notice to the City Council and said resignation shall take effect
on the date of receipt by the City Clerk.”
Modification of Article 5, Section 1 of bylaws:
Section 1. “The Committee shall meet at regular intervals as necessary
to perform the tasks and duties associated with the Committee’s
mission, including recommending actions to of the city staff or Mayor
and City Council .”
7. Submission of amended bylaws to City attorney for legal review:
Motion to submit amended bylaws, as described above, to City
attorney for review: Marc Walley
2nd: Robert Brannon
Vote: 7-0, motion passed
8. Discussion and vote on Committee Positions
Motion to appoint Colt Whittall as Chairman, Robert Brannon as Vice
Chairman and Robin Fricton as Secretary of the MGAC Committee: by
Steve Wheeler
2nd: Marc Walley
Vote: 7-0, motion passed
9. Staff update to Committee regarding status of Consultant for MGAC
Committee
The RFP (Request For Proposal) for a consultant netted one consultant,
the Georgia Conservancy. City is currently in negotiations with them
and the contract will most likely go before Council for a vote at the
June 19, 2017 meeting.
10. Committee requested a revision of the Vacant Land Map to include 5-10
acre vacant parcels.
11. Committee requested a copy of the RFP regarding the Consultant contract
to be sent to them.
12. Public Comment Period – No Public Comments were made
13. Next meeting tentatively set for Monday, June 26, 2017 at 6:30 p.m.
depending on consultants’ availability.
