Presentation of advantages and disadvantages of basic bicyclelpedestrian design alternatives. Goals and Obiectives Were Discussed 9 Dr. Bill Drummond > Student looking at Bikepedestrian Plans across the country -Boulder, Colorado -Madison, Wisconsin -Davis, California -Portland, Oregon -Maricopa county, Arizona > Chairman Brian Maloney asked how the plan would be implemented in Milton. Dr. Bill hmmond indicated the transportation Master Plan would incorporate the Master Plan objectives for BikePed priorities. P Committee Member David Deutsch asked about the use for pedestrian facility priorities in Milton -Transportation or recreation? -Limited opportunities 20 go to work on pedestrian systems in Milton area. > Dr. BilI Drummond mentioned compatible visions and the particular context in Milton for pedestrianmike priorities. -Similar to writing a job description . . .fit the job around the candidate. -Take a broader approach. P Dr. Bill Drurnrnond thought gravel roads may be a unique model to promote regionally and perhaps even nationally. P Committee Member Bill Schellhorn agreed to promote the rural character of Milton through these gravel roads. > Committee Member David Deutsch agreed. - Gravel roads are a community resource residents appreciate. - Tour with David Deutsch two weeks ago helped foster the design option opportunity. > Committee Member David Deutsch asked when opportunities may be to program potential trails in Milton. 9 Abbie Jones mentioned the Capital Improvement Plan was going to be heard May 12th for community input at a Mayor and Council session. -Though funds are limited, we can create a "gold-plated map" where the alignments can be promoted with new developments, where these locations become very important in the early planning stages. k Abbie Jones shared the drafi Milton Right-of-way ordinance with the group and referenced language about bike- pedestrian systems for future development. -Mentioned that the ordinance would be heard twice before becoming an ordinance. > Committee Memkr David Deutsch asked about cut-through routes that may be prime parcels knowing they are likely. P Committee Member Bill Schellhorn asked if the plan couId promote the trail locations where the BikelPed Committee could review locations. > Committee Member David Chatham mentioned trails are the number one attraction amenity in the development community -above golf courses. P Abbie Jones mentioned that trails and sidewalks are a staff priority in reviews of new plans. P Committee Member Bill Schellhorn asked if there were opportunities to add new trails on developments being constructed today. > Abbie Jones indicated these pIans are approved LDP plans by Fulton County. Said we can ask them, but the city has no leverage to offer "carrots" to developers. P Abbie Jones showed the Committee the various sections of the RIW ordinance that pertained to Bike/Ped priorities. - She mentioned the importance of ADA complaint trails for people with physical challenges like the area near Bell Park. Dr. Bill Dmrnmond shared the Georgia DOT "Pedestrian and Streetscape Guide" for group discussions. - Shared use path section reference for review by the group - Minimize conflict between trails use by varying modes of nIternative transportation. Bicvcle and Pedestrian Plan Citizens' Advisop Committee Meeting Minutes hlm-ch 27,1007 Chair Brian Maloney mentioned ADA compliance may allow for other funding opportunities. > Abbie Jones mentioned that the plan developed by the group would be conceptual in nature where the detailed engineering/surveys would decide the final location. 9 Committee Member Travis Allen asked about using abandoned rights-of-way, similar to creating rails-to-Trails on decommissioned railroad rights-of-way. 9 Abbie Jones stated opportunities may be available in certain instances for trails to be dedicated for trails though a host of legal issues need to be considered in the process. P Dr. Bill Drurnrnond shared GIS mapping of committee member traitlgreenway locations from Heidi Sowder, Mike Moss, and David Deutsch. -Committee may want to look at stand-alone loops as priorities based on Mike Mass' concept map. Committee Member David Deutsch mentioned his coordination with Mr. Moss and similarities in locations. P Dr.Bill Drummond would like committee members to discuss their trail plan rationale to the group for the next meeting. P Dr. Bill Dmmmond asked the group to use either the large scale GlSlaerial photo maps, the smaller potential routes map (8.5" x 1I"), or verbally describe locations. - Possible look at a comprehensive network for horses. - The thought is to share ideas for trails and see where priorities may be similar and diverse through the mapping exercise. k Dr. Bill Drumrnond is planning to share other bicycle and pedestrian plans from neighboring jurisdictions. B Dr. Bill Drurnrnond asked if there was any new infomation to bring to the group discussions. > Chairman Brian Maloney congratulated Dr. Drummond's resources distributed thus far and said he was pleased with the information shared with the group. P Committee Member David Chatham asked if Staff could provide recommendations for trails on the three state routes in Milton. - Look at design themes like the 4-board fences. - Start to look at low-hanging fruit to use state funds when improving roadway where Milton trail designs could be incorporated. - Trails happen a piece at a time, where rezoning will promote the trails as a condition of approval. -Remember maintenance cost and realistidcost effective designs. > Committee Member David Chatham asked for a process timeline for group activities where we will not have to be reactive to get the plan completed by a May deadline. P Dr. Bill Drummond mentioned that the meeting may last longer for the next meeting that is two weeks from now.
