The Bicycle and Pedestrian Plan Citizen's Advisory Committee Quarterly Meeting commenced Monday,
August 20,2007, at 7:00 p.m.

Meeting commenced with Agenda being distributed to Committee Members.

MEETING CALLED TO ORDER
Brian Maloney called the meeting to order at 7:00 PM.
Congratulated everyone for getting plan approved by City Council.
Asked Abbie Jones to go through the grant update.

DISCUSSION ABOUT GRANT UPDATES
Staff has already submitted for this application.
* Competitive process.
Matching money.
$28 1,000 if they get it for the three areas which include: Near Super Wal-Mart, Super Target, and near
schools and large rural school campuses adjacent to high speed highways.
Crabapple campuses and rural village nodes -Birmingham Crossroads.
m Timeline-when do we need money in hand?
Award grant.
m Budget rules.

State Routes to Schools -$100,000.
Traffic counters for speed center.
Grant written to be proactive in people coming in to do studies.
Proactive traffic devices.
Traffic calming.
Two annual bike-safety pedestrian events.
Week of public safety and enforcement sting operations.
How much of the money actually goes toward funding of the trail?

$100,000 into the trail itself.
$30,000 into the traffic calming program.
Believes a one time grant.
Will continue to look for other funds for trail.
Focus on increasing pedestrian mobility and safety in developing rural areas.
Emphasis of disabIed individuals as well.
Written for Freemmville in Phase I.
DISCUSSION ABOUT SAFE WALK TO SCHOOLS GRANT
Not going to open next month as originally believed.
GDOT will look at the request in the spring.
a Already have plan in place so will get priority.
Maximum finding for that grant?
Have a crossing guard at school?
Schools not have resources.
Cannot use volunteers because of liability issues.
Need to look at signage.
Get public safety people out to look at signs.

m $100,000 she believed, but they are rewriting their grant for the spring.
* Need to finish up report and staff will begin working on grant.
Give more time to complete report and incorporate pictures.
First step in getting Safe Walk to Schools grant is getting principle of school on board.
Schools have a multi module transit facility -buses, cars, people and bikes.
Proposed school locations.
* Goal -if within one mile to walk; two miles to bike.
Program needs to be extremely developed before recommending making these suggestions on walking
and/or biking.
Staff aware of a lot of the problems out there.

+)ISCUSSION ABOUT RECREATIONAL TRAIL GRANT

Application already downloaded.
Hopes to complete soon.
Learned a portion of the statewide money for RTP grants for equestrian facilities.
80%-20% match grant.
m City gets 80% if we come up with 20%.
Good chance of getting this grant.
Included documents in Committee Packets for their review.
Need to encourage people to be part of the Milton trail.
3 different groups of people
P Developers
P Citizens
> Charitable groups and businesses
m City is interested in working with developers in Milton.
Grant would not technically be a gift.
Grants are usually annual.
Currently do not have a greenways trail in flood plains.
Might consider in future for conservation easements.
m Tax incentive.
* Weed a locaI champion who knows plan well.
Not everyone at city hall has seen andlor blessed this yet.
Roswell has a substantial trail network, inchding gravel paths.
TE money is more complicated to get.
DISCUSSION WITH COMMITTEE MEMBERS
m Perhaps provide developers an incentive.
Using volunteers would be effective.
a Could value of donated right-of-way be city's match?
Explore possibility connectivity with development going in.
Trying to stay off of private land.
Staying along the road.
Off the road rather than on the road.
Creating some time of private donation.
Time concerns for people.
Brainstorming with group and city council and staff.
Need meeting planner and fundraiser to help with process.
Possibility North Fulton Chamber of Commerce.
Look at key cities that have done similar projects and who funded those.
* Need to go back 20 GDOT so we how what funding is ahead of time.
m Transportation Enhancement Program is an 80%-20% program -not included in 2008 budget
Cannot apply until 2009 for TE money.

Need for networking.
All levels of participation.
Neighborhood partnering.
Sponsoring events.
What would they want for their participation?
Rally for Milton residents.
Cross country teams.
Horse riding events.
Biking Groups.
JUMBO Group.
* Champions have own network.
Need to promote the need.
Milton Roundup at Birmingham United Methodist?
David Chatham -help out with a challenge gtant.
Jan Jones as contact.
m Tina D' Aversa as contact for ideas?
DISCUSSION ABOUT ACTION ITEMS
* Committee members talk to appointees.
Fundraisers -contact and attend meeting.
Meeting planners.
Looking for a champion to lead the way with this.
September 17th at 7:00 PM Fundraising.
Grant report-application due in October.
City Council discussion -only able to afford the things already started by Fulton County and GDOT.
m Legal mandate requirements.

Staff working coordinating right-of-way ordinance updates with subdivision ordinances to take into
account the Milton trail.
Drafl should be ready by end of this month.
a Reviewed by Community Development Department and Public Works/Community Services Bept.
Move onto a council agenda at some point in near future.
Possibility taking right-of-way ordinance, tree services policies and some additional engineering
standards and merging them all and making a document for engineering construction standards that
defines everyhng in one document.
Do not want a complicated code structure.
Incorporates the Milton Trail.
* Procedure to be followed including a paper trail for liability reasons for use of Boy Scouts, etc.
ACTION OF STAFF -SEPTEMEER 17 MEETING
Be11 Memorial Park was not on map for major destination.
How did report map not get in report that got submitted to City Council?
Phasing I-V of plan missing from report.
* Was in separate PDF document.
Staff gave Dr. Drummond edits for report.
Problem is Dr. Dmmond is no longer involved with this new.
E Abbie has outstanding action items she is obtaining from Dr. Drummond.-Dan Drake is graduate from GA Tech and perhaps can help facilitate getting this
information from Dr. Dmmond.
* Staff can make edits and provide an updated report.
Concern that document presented to Council and approved and was not the completed document.
Bell Memorial Park one of the busiest parks in the City.
Needs to be editing and polished before goes before City Council again.
m Year one the dirt roads, year two go east to west and year three hook into the parks.
w Material appears to be there but graphically not represented.
Map should reflect accurate traffic patterns.
Needs to reflect major destinations (2.6, page 25).

AMENDMENT TO MINUTES OF AUGUST 20,2007
City Staff at a City Council meeting to amend the nominations: Mayor
Lockwood's appointee became Bill Schellhorn and Julie Zahner Bailey's
appointee became David Deutsch.
Julie Zahner Bailey needs to reappoint someone.
Minutes were approved with this amendment.
