Our group spearheaded by Chris Sedgwick will be conforming to the restriction of the property as described in condition 1(a). We have worked closely with the City Staff and believe we have proposed a use that is compliant with condition 1(a) and will provide the community a service/goods that is desired in the area. `Pure Firebird" is a socially conscious, gourmet concept for responsibly sourced; premium roast coffee as well as doughnuts and gelato with a focus on all natural, local farm ingredients. Our concept would fill a niche in the market for consumers seeking more mature coffee as opposed to `cookie -cutter" chain options as well as a laid-back, rustic atmosphere that embraces the historic past of the property. Additionally, Pure Firebird will offer up a selection of nostalgic goods and merchandise as would be found in a traditional, general store as well as handmade items such as pottery, flower arrangements, art and crafts produced by local artisans. Local newspapers and magazines would be available as well as a community bulletin board all in an effort to provide a daily needs location for people in the surrounding area that well represents the culture Milton has to offer. We are asking to revise with a new site plan that proposes additional parking with a new curb cut on the west portion of Historic zoned Parcel 1 along Thompson Road as well as a reconfiguration of parking on the east portion of the same said parcel. The revision is essential to the usability of the historic building which has been shutriown and inactive for prolonged durations and allows enhancement of the overall functionality of parcels 1 and 2 while allowing zoning boundaries to remain unchanged. Our requests are consistent with the imminent Rim redesigning of Thompson Road moving north for the Hopewell Road at Thompson Road roundabout. The following modifications are being requested; -Revise 2(a) with our new site plan that proposes nineteen 19) additional parking spots along the west portion of Parcel 1, inserts a new curb cut and reconfigures parking space on the east portion to accommodate nine (9) parking spots -Revise 3(a) to eliminate the requirement for a 46 -foot buffer at the easterly end to a 36 buffer on the westerly end along the south line of the Property. The "Little White Church" has been in this location since 1853 and has a rich history in Milton. It seems the two major landmarks in Milton are the "Silos" and the "Little White Church". Ebenezer UMC would like to add an Activities building. It would be to serve the neighborhood as well as congregational use; such as weddings, retreats, funerals, youth activities, and Easter and Christmas Services special events. They would like the Activities building on site; however, they do not want it attached to or adjacent to the existing Church. It would compete with the 'character' of the existing Church. In keeping with the farming/horse farm 'historical character' of this area, they would like the facility to look like an old barn set behind the large 36" oak tree on site. There are three ordinances which Ebenezer UMC would need variances for in order to accomplish this goal: 1) 64-1143(3)b.: To delete the 75' undisturbed buffer and 10' improvement set back adjacent to the north property line and property line labeled N10- 22'-54"E/N89-04'-45"E. 2) 64-1143 g(5)(c): To allow parking in front of a building at the corner of Cox and Arnold Mill Roads 3) 64-1410: To reduce required parking from 222 spaces to 144 spaces (27 existing) 1- The existing ordinance (64-1143(3)b) requires a 75' buffer area between two AG -1 zoned properties. Ebenezer UMC is requesting a variance on the north property line at the back of the Activities Building to delete the need for a buffer area. The use of the property to the north is a golf driving range owned by Georgia Golf Ventures, Inc. Therefore, in looking at the overall site and the restrictions along with wanting to make the 36" oak tree a focal point with the Activities Building along with the site itself, we believe this location and the building placement works well with the City of Milton's overall goals of keeping the specimen trees on site along with softening the hard surfaces of large parking lots. 2- The existing ordinance (64-1143 g(5)(c)) does not allow parking in front of a building. The Church's existing parking is in front of the existing building and with the proposed Activities building, there would be parking in front of the new facility as well. We are asking for the variance given the site use and the design that would keep the new parking lots from being so prominent. The use of landscaping and parking lot materials would be used to soften the impact of the parking lot surfaces. 3- The assembly area is approximately 7,700sf which would require 222 parking spaces per the existing ordinance (64-1410). Ebenezer UMC is requesting a variance to reduce the total parking requirement to 117 new spaces. The new 117 spaces in addition to the existing 27 spaces totals 144 spaces, An additional 25 spaces are available by permission at Porter Academy across Cox Road. This totals 169 spaces, The maximum event totals for Ebenezer's largest event is for their Christmas Eve services, They have two services averaging 110 people at each service. Realistically there -would be only 2-4 annual events that might have the need for the available reduced parking. Because of the use of space, we believe this works with the City of Milton's overall intent and goals of providing less overall parking lot surfaces in certain uses. Additionally, Ebenezer UMC's intent is to use porous, grass pavers or crushed gravel on the southwest parking area in lieu of asphalt. We have worked diligently with the City of Milton's staff to meet the City's development intent and we believe the design of the parking lot with reduced parking in lieu of the required parking in the existing ordinance along with the location of the building on the site, even with the two story on the west side and no buffer on the north side, still fits the intent of the City's development goals. They have acquired up to 6.6 acres of land at this time and would like to build an Activities Building to support the congregational events while allowing neighborhood events as well. The surrounding properties are primarily the Georgia Golf Ventures, Inc. to the north and west beyond one residential homeowner on the west. Across Cox Rd on the south is the Porter Academy and residential housing. To the east across Arnold Mill Road is undeveloped forest land and the owner is unknown. The properties are zoned AG - 1. The latest property bought on the west side has a small spring fed spring which is noted on the site plan. The necessary retention and landscape setbacks are noted on the site plan.
