While en route additional information from an on-scene Milton Police Department (MPD) confirmed there was a structure involved in fire reporting fully engulfed in flames". Battalion 4 (B4) asked dispatch for a senior staff notification in order to receive help and coverage from senior staff on backfilling stations and responding to the incident for support roles. B4 and Rescue 42 (R42) arrived simultaneously on scene as first units. R42 gave the initial size up over the radio, then B4 finished the size up assuming command (IC) and announced a 360 walk around as well as predetermining placement of incoming fire apparatus so that firefighting operations could begin in an effort to extinguish the fire. The 360 was competed from left to right. Viewing the home from the street, Front side will be referred to as Alpha (A), Left side will be referred to as Bravo (B), back side will be referred to as Charlie (C), and right side will be referred to as Delta (D). Heavy smoke and fire was noted upon arrival to the AB corner of the home, extending a good ways down the A and B sides of the structure as well as the the roof area. There was a large amount of fire involvement impinging quickly on the other areas of the home including the attic area. The initial mode of fire operations was determined to be "defensive", this was announced over the radio to all units responding or already on scene. From all sides of the home during the 360, hazards and conditions were announced. Utilities were located on the CD corner. Thick, moderate turbulent smoke was found coming from the eaves of the structure at the roofline. There was also some conditions in the home on the main floor and second floor. The order was given to attempt a blitz attack, softening the fire with extinguishment efforts from the exterior before attempting an interior fire attack. An additional preconnected attack line was deployed from E85 and stretched to the front door and crews began the initial interior attack. For accountability of personnel, B4 announced a mobile command on the Alpha side of the structure and kept a visual of fire crews operating. B4 advised an offensive attack through the A side front door would be made to try and cut the fire off from extending into the rest of the home. Due to access and fire conditions reported from interior crews, B 4 decided to go "defensive mode" once again and redirect lines. B4 was updated faced to face from the interior attack officer that he made it to the seat of the fire on the main level with high heat and not much visibility. The attack team was advised to attempt entry again to see if access to the roofline from the second story was possible to cut off the fire. Another quick "offensive mode" attack was made again without success and at this point until complete extinguishment, the mode of operation was "defensive". A 2nd alarm was struck, and Incident command roles were assigned to all units on scene and additional responding units throughout the remainder of the scene. B4 kept the command role as "Incident Commander" (IC) , relocating to the battalion vehicle where equipment and focus could be used to run the fire scene and keep accountability of personnel intact. An "Operations" role was assigned to assist with span of control. This continued until the last units were released from the scene. All unit narratives will outline some of the actions and command assignments that were given. The utilities companies from electrical and gas providers arrived on scene and secured utilities to the structure. 1-800 BOARDUP was called to the scene as well to assist the homeowner with securing the home and taking possession of the structure once firefighting operations and fire investigative operations were completed. From extinguishment of the fire until the following morning, a fire watch" continued every 2 hours to ensure that no hazards or fire were noted. To the best of my knowledge, l have met all applicable Overlay/Form Based Code conditions (Hwy 9/Deerfield, Birmingham, Crabapple, Rural Milton.) Applicant: Date Dear City of Milton Council & Board Members, My name is Leang Heng. My wife Trang and my son Mason moved to Mi€ton 2..% years ago from Cumming, GA. We fell in love with Milton and. purchased a property at 1463513irm1ngham Highway. We li►ied in.a subdivision for many years and wanted a piece -of property that does not have. any HOA restrictions. As we understand the importance of keeping. Milton beautiful, since the day we have moved in, we have clone a number of home improvements, interior, exteriors,. arid. major landscape renovations to give a nice %a.ppeal as people drive. by. We hired a landscape maintenance company that constantly maintain our property.. My son Mason has ASD (Autism Spectrum Disorder) and he has a hard. time registering and understanding people and noises. He does not respond to car horns or people ye [ling at him. He doesn't even respond when we call his name. He's been seeking therapy at Cobblestone Therapy Group 4 times a week to help with his autistic behavior and learning.disorder. After analyzing the situation, we have decided to put up a six feet privacy fence a few weeks after we moved in so that he can run around freely without any distractions. The privacy fence we put up 2.y yrs. ago served many purposes. 1. Keeps thy .so6 from running to the street when he hears a car come by 2. Area where my son can run freely without.distractions 3. Helps minimize traffic noise as cars comes flying through the corners 4: Help prevent vehicles:from losing control and running into the playarea 5. Create some privacy as people can see directly to the swimming pool in the, backyard without. the.fence. On a Winter afternoon in February of 2019, a vehicle slid on frozen ice and last control and slammed into and took out 2 of o.ur Southern Magnolia trees in the area where we put up the privacy fence. Fortunately, no one was hurt. Living on 6irmingham Highway is a bit dangerous and especially the road in front of our home. People come speeding around the corner like they are at a racetrack. 1 stopped by the Milton Police Department priorto purchasing the house to get a record of how many traffic incidents occurred. in front of the house. The report showed that this particular section on Birmingham Highway shows a high in.cident.rate. of speeding tickets. The privacy fence we put up is for preventative measures to stop a bad accident from happening. We value the City of Milton, but most. importa ntly we have to look after the safety of our family. Our decision to put up the fence was pelm arily based on the factor of providing safety for rri.yson whos. behavior is not like a normal 3 yr. old, Please understand our hardship in this. situation. We have hired a landscape company to plant additional Southern Magnolia trees, Leyland cypress and shrubs to block off as much fence visibility from the road. Please see attached photoswith rendering of adding trees and shrubs along the fence. line. Thank you for your time and. understanding: Please feel free to:contact me for any questions or concern. Hi there; f wanted to give the board some insight why we put up that wood fence on aur property and Crabapple Brook. We have. Iived in the neighborhood for eight years. Each year the traffic Street noise has progressively gotten. worse. To the point u it being a constant background noise in our home and even waking us. up even with the use of sound machines in our bedrooms. When the new neighbors bought their home they wanted to remove the existing unsightly chain link fence and was also concerned about the road noise. They did not have as much landscape as I so thought if webat connected to each other that would help alleviate a littlh did a wood fence that e }pit of the problem. We were hoping the wood would act fi sound barrier. Our fence is constructed abut 25 feet from the back of our pool in our yard. it is extremel far ke a Free marnville'and not seen from the road, The pictures that were first sent to us for the violation was our.nei hbors entire fence fine that is obvious from the road. We have heavy landscaping both in front and back of aur fen:e. With it being so close to aur pool and home it is not noticeable. We still !lave our original approved pool fence that: is very close up on. our property line towards the Freemanville side. metal and Our neighborhood NDA approved this fence and agreed with the increasing traffic noise. Out lot are:the only two that have Frontage on freemanville so that is why they allowed us to da it especially since it was replacing a black chain -fink fence on our neighbor's property, l do have recordings. of the street noise throughout different times of the da anyone is 'interested in hearing It. Hopefullywith how landscaped our. fence is and the inability to see it from the road will allow it to stay. We have news from that property, one of the reasons he sold was because of the street noise: we could no longer take how loud it had gotten and in the long run for resale it would not be good. Our buyers are well aware of what happens with the voting. on this fence and they'will be resp They have pfans.to paint it Mack per the HOA request. onsible maintaining It. We are asking the board for this fence to please stay. It is used for a sound barrier due to the unbearable increasing sounds from the street. Please note by the pictures l sent from the Back of FreemanvifJe that if is not seen and one painted black it.wili be camouflaged more into the landscape. We had no idea that we needed a permit for something is that is so close in on our property. Otherwise we would have gone through the proper channels to et it a g fence company did not think we needed approval either because of where. it was on ourproperty,g ppraved. From: Bob and Marshay Robers, owners of 13912 Tree Loft Road, Milton, GA Re: Letter of Appeal — Variance Application for Fence Replacement My wife and .l purchased 13912 Tree loft Road in Novernber 2024 and occupied: shortly.the.reafter. The house needed work done, but the real estate market was hat, so we opted to do the.work ourselves instead of ask ingthe sellers to address the myriad of issues before closing. One of the issues was the condition of the original chain link fence at the rear of the property that was installed many years ago. The fence was in disrepair, as trees had fallen over it on several occasions. We consulted with the. Crabapple Brook HCA regarding replacement. The only conditionwas that it had to be at least 6 feet tali to maintain the neighborhood's security; and painted black. to be. consistent with the neighborhood. During that time, we also noticed the lack of privacy into our back yard. We have small child.re.n and felt uncomfortable with them swim rning in the pool with exposure to Free manville Road. Therefore, we got a quote. from Accurate Fence company for a wooden privacy fence to replace the old broken-down chain link. fence along our western perimeter that €aces. FreernanviIle Road. The fence vias installed in January 2021.but could not be:painted far a period of 8 weeks: We received°a courtesy notice from the city of Milton dated -February 5, 2021 stating that the fence construction required a permit. I was surprised that fence replacement required a permit and even more disappointed that a large reputable. company like Accurate Fence diel not make us aware of the. requirement, We have prepared the accompanying materials to show the.location and views of the fence that has. since been painted. As you can see from the pictures take from across. Freemanville Road, it is important to note -that most of the fence is not visible due to the following, reasons. Height from the road — The. fence is not directly onthe property line but rather sits on the peak of a ridge at the rear of our lot, which ranges fro.rn .12-24 feet above the street level. Distance from the road The fence is positioned on the ridge., so the..distance from the .road ranges. from 25 — 65 feet. Cur land and the adjacent right of way along. the steep slope is heavily wooded, which makes the fence vinuaIly invisible to anyone: driving on Freemanville Road. My wife an.d 1 respectfully request a va ria n ce. that will allow us to keep this replacement fence in place for the safety and security of our home and the: neighborhood: Thank you for your consideration.
