MEETING MINUTES
CITY OF MILTON PARKS AND RECREATION
ADVISORY BOARD
Thursday, November 19, 2020
Council Chambers, Milton City Hall
ABSENSE OF CHAIR AND VICE-CHAIR
A motion to designate Phil Cranmer as acting chairman for November 19, 2020 Parks
and Recreation Advisory Board Meeting was made by Mr. Costanzo and seconded by
Mr. Alberici. The vote passed unanimously.
CALL TO ORDER
Meeting was called to order by Mr. Cranmer at 6:30 PM.
ROLL CALL
Roll call was taken by Mr. Cranmer.

Tom McKlveen, Program Manager
Thomas Rhodes, Parks and Recreation Specialist
Quorum was announced by Mr. Cranmer.
APPROVAL OF MEETING AGENDA
A motion to approve the meeting agenda was made by Mr. Alberici and seconded by
Mr. Colina. The vote passed unanimously.
APPROVAL OF PAST MINUTES
A motion to approve the September 15, 2020 meeting minutes was made by Mr.
Alberici and seconded by Mr. Colina. The vote passed unanimously.

PUBLIC COMMENT
None
COMMITTEE REPORTS
• Hopewell Baseball – Esteban Colina
o Fall season completed weekend of November 7th
o Currently practicing for Select teams
o Spring season begins in February
• Boys and Girls Lacrosse – Joey Costanzo & Jason Alberici
o Fall season complete mid-November
o Select evaluations taking place for school zoned teams
• NAFL Football – Sean-Michael Yonson
o Flag football season completed weekend of November 7th
o Reported 110 flag football players participated out of Bell Memorial Park
• Halftime Sports Basketball – Phil Cranmer
o Secured two gymnasiums for Winter Season practices
o Program will have three gymnasiums for Winter game schedule;
Crabapple First Baptist, Mill Springs Academy and Redline Athletics
o No change regarding entering Fulton County School gyms. Fulton County
School Board is not allowing outside groups to rent gymnasium space.
• Milton Mustangs Swim Team - Dave Shannon
o No 2020 Swim Team – No update
• Milton Tennis - Dave Shannon (absent, report given by Mr. McKlveen)
o Participation numbers continue to stay at a maximum
o Preparation and team selection for Winter season taking place
• Arts Programming – Scott Stachowski (absent, report given by Mr. McKlveen)
o Dance program is currently offering three classes for Winter Session 1;
Registration for additional classes and camps open in December
o Wellesong Tai Chi continues to offer classes with the city
o Continued discussion with a potential fitness provider, Uniquely Fitt
UNFINISHED BUSINESS

NEW BUSINESS – Moved up before Committee Reports
1. All – Day Rental Rates for Facilities
o Exploring the idea of an All – Day rental rate for rectangle fields at Bell
Memorial Park and Cox Road Athletic Complex
▪ There’s a need to define “all – day”
▪ The board was looking for any unintended consequences
▪ City programs must remain priority

A motion to move further discussion on all – day rental rates to December 17, 2020
meeting was made by Mr. Costanzo and seconded by Mr. Alberici. The vote passed
unanimously.
2. Cox Road Field Layout
o Designs presented to turf the rectangular grass fields at Cox Road Athletic
Complex
o Baseball/Softball infields sewn into turf
o Maximize usage/utilization of existing space
A motion for city staff to continue work on the Cox Road Athletic Field layout was made
by Mr. Alberici and seconded by Mr. Colina. The vote passed unanimously.
3. Naming of Cox Road Athletic Complex
o Board will continue to do research regarding history of land
o Present ideas at next meeting when more board members are in
attendance
4. Possible MOU with City of Alpharetta – Youth Football
o Conversations with City of Alpharetta has been initiated regarding the
waiving of non-resident fees between the City of Milton and the City of
Alpharetta in the football program. The program would operate as one
program utilizing the two city’s parks.
o Conversation is early stages
o Discussion will continue at next meeting when more board members are
in attendance
CITY STAFF REPORTS AND COMMUNICATIONS
1. Providence Park Trails, Restrooms and Pier
o Grants have been extended for restroom, pier and boardwalk
o Completion date potentially September 2021 for restroom
o The trails and pier will be completed by the end of 2021
2. Former Milton Country Club Demolition/ Renovation
o Demolition of cart building is complete; grass growing in vacant space
3. COVID – 19 Reporting
o Three cases reported for all outdoor sports
o No widespread outbreak in any city programs
4. PRAB Member Update
o Longtime advisory board member Dave Shannon has stepped down
o Mayor is seeking new member
5. Wall of Fame
o Successful event hosted on Saturday, November 7th at Bell Memorial Park
o All inductees were represented
6. Lionheart WORKS
o Alpharetta based work program for special needs adults
o City seeking partnership with job placement; possibly with the city directly
or with a city contractor

o Correlates with grant partnership for Milton’s Camp Joyful Soles

ADJOURNMENT
A motion was made to adjourn by Mr. Alberici. The motion was seconded by Mr.
Colina. The motion was approved by a unanimous vote. The meeting was ended by Mr.
Cranmer at 7:35 PM.
