HomeMy WebLinkAboutMinutes - PRAB - 12/17/2020PRAB Meeting | December 17, 2020 Page 1 of 4 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, December 17, 2020 Council Chambers, Milton City Hall CALL TO ORDER Meeting was called to order by Mr. Cranmer at 6:33 PM. ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Jason Alberici Phil Cranmer Scott Stachowski Sean-Michael Yonson OTHERS PRESENT Tom McKlveen, Parks and Recreation Manager Thomas Rhodes, Parks and Recreation Program Supervisor Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion to approve the meeting agenda was made by Mr. Cranmer and seconded by Mr. Alberici. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion to approve the November 19, 2020 meeting minutes was made by Mr. Alberici and seconded by Mr. Yonson. The vote passed unanimously. PUBLIC COMMENT None PRAB Meeting | December 17, 2020 Page 2 of 4 COMMITTEE REPORTS • Hopewell Baseball – Esteban Colina o Currently no activity at Bell Memorial Park o Travel teams are currently practicing at Windward Baseball Academy o Select tryouts are taking place • Boys and Girls Lacrosse – Joey Costanzo & Jason Alberici o Registration open for Spring season o Fall season is complete • NAFL Football – Sean-Michael Yonson o Fall season is complete o Surveys have been sent to participants o Discussions for changes and expectations taking place • Halftime Sports Basketball – Phil Cranmer o 500+ kids in Winter program o Minimal reports of positive COVID-19 cases; cancellations and rescheduling of games and team activities o Program continues to succeed with minor setbacks due to leadership and knowable volunteers • Milton Mustangs Swim Team - Dave Shannon o No 2020 Swim Team – No update • Milton Tennis - Dave Shannon (absent, report given by Mr. McKlveen) o Winter season taking place o Teams and courts at Milton Tennis Center remain at capacity o Lessons are taking place on scheduled dates • Arts Programming – Scott Stachowski (absent, report given by Mr. McKlveen) o Dance program steady with classes o One day camps are scheduled during Christmas school break UNFINISHED BUSINESS 1. All-day Rental Rates for Facilities o Question raised after tournament at City Parks o Currently no ordinance for rectangle fields and an all–day rental policy o Surrounding cities have different policies on the matter o Discussion regarding consistency between diamond and rectangle fields No motion was made regarding adding a policy to implement all-day renal rates. Hourly rates will remain in place. 2. Cox Road Field Layout o Idea is to increase versatility of space on the property; gain flexibility not additional field space o Adjustments will allow more kids to use the park o Baseball/ Softball will be able to use the park PRAB Meeting | December 17, 2020 Page 3 of 4 o No recommendations were given on the future use of the small artificial turf field, field 1. A motion to approve turfing and including baseball fields on the Cox Road Athletic full- size larger fields was made by Mr. Cranmer and seconded by Mr. Alberici. The vote passed unanimously. 3. Naming of Cox Road Athletic Complex o Origins of the complex explained in presentation; George Baker developed the land for his amateur soccer team o Board is seeking Community Engagement assistance to name the park o Board recommends we allow the community 60 days for input 4. Possible MOU with City of Alpharetta – Youth Football and Camp Joyful Soles o Challenges have arisen for NAFL to run both youth football leagues out of different cities o Last fall showed an uneven split of tackle and flag football at Bell Memorial Park and Alpharetta’s North Park. Most flag football was at Bell Memorial Park and all of tackle took place at North Park Alpharetta. o Camp Joyful Soles and Camp Happy Hearts will also benefit from a MOU o Alpharetta is receptive to the idea and discussions are taking place between city management o Addition of the two city’s Senior Citizen programs was also mentioned in the discussion. Staff will take this recommendation to Alpharetta. A motion to direct staff to continue to pursue MOU agreement with Alpharetta regarding football, camps and senior programs was made by Mr. Alberici and seconded by Mr. Yonson. The vote passed unanimously. NEW BUSINESS – Moved up before Committee Reports 1. 2021 Meeting Calendar and Start Time A motion to approve the 2021 calendar and meeting times as presented was made by Mr. Alberici and seconded by Mr. Cranmer. The vote passed unanimously. CITY STAFF REPORTS AND COMMUNICATIONS 1. Provider Contracts o 2021 contracts distributed to all thirteen returning programs plus the newly acquired fitness provider o Kickoff meeting for programs will take place via Zoom during February meeting 2. Lightning detection at Bell Memorial Park & Cox Road Athletic Complex o Removing the current system at Bell Park and replacing it with the Earth Networks System PRAB Meeting | December 17, 2020 Page 4 of 4 o Cox Road is also having the same Earth Networks detection installed o Earth Networks Lightning detection system has proven reliable at the Milton City Pool 3. COVID-19 Report for Winter Programming o Five cases from Fall sports o Halftime Sports has reported eight cases thus far; half were positive tests from players and parents in the program 4. Roundabout at Hopewell & Thompson o Started clearing trees and fence the week of 12/14 o Partial trail closing at Bell Memorial Park o Walking trail will be resigned as the construction is complete OTHER BUSINESS None ADJOURNMENT A motion was made to adjourn by Mr. Alberici. The motion was seconded by Mr. Cranmer. The motion was approved by a unanimous vote. The meeting was ended by Mr. Cranmer at 7:53 PM.
