APPROVAL OF MEETING AGENDA Jim Cregge requested the Board to amend the Meeting Agenda with the addition of item (e) — Soccer Provider Discussion in the New & Unfinished Business section, and with the addition of items (i) Summer Camp Report and 0) Birmingham Parks Maps in the City Staff Reports & Communications section. Motion to approve Meeting Agenda as amended by staff was made by Scott Stachowski and seconded by Dave Duley. The vote was unanimous and motion carried. NEW AND UNFINISHED BUSINESS I. New & Unfinished Business a. Community Involvement — A presentation by Debbie Daviadoff, The Milton Veterans Project. Mrs. Daviadoff made a presentation to PRAB detailing her organization's desire to contribute time and resources to improving Freedom Park with things such as pine straw, shrubs, and other landscaping improvements such as gazebos and/or benches in an effort to further memorialize/recognize veterans. The organization currently provides assistance to the Memorial Day Crosses that volunteers in the City put out each year. Dave Duley suggested putting a sub- committee together to further investigate. Ron Hill volunteered. Scott Stachowski made a motion that a Veterans Memorialization Sub -Committee be formed. Ron Hill seconded the motion. The vote was unanimous and the motion carried. b. Birmingham Park — City Ordinance Change: City Ordinance for Milton Parks (as posted in parks) states that the parks are closed from 12 Midnight until 6AM. This has proved to be problematic for law enforcement as there have been many citations for drinking and other prohibited activities in the parks. Because of the current ordinance, potential troublemakers are legally allowed to be in parks after dark. PRAB discussed the merits of changing ordinance for non -active recreation parks to be closed from dusk to dawn. Dave Duley made a motion that PRAB recommend the policy be amended that non -active recreational parks (those without sports/recreational programming) be closed from dusk to dawn. Ron Hill seconded the motion. The vote was unanimous and the motion carried. David Shannon also suggested that the board members visit Birmingham Park firsthand to see how accessible it is to those who would be troublemakers after dark. c. Discussion of Football Partner Selection Process: Cregge covered three youth football partner options under consideration by the City: 1) AYFA partnership, 2) Tim Lester Football partnership, 3) creation of a City of Milton youth football program. PRAB discussed the various options and Cregge pointed out that PRAB needs to come to a recommendation by the November PRAB meeting to recommend to the Council. All agreed that a sub -committee to investigate these options needed to be formed. Dave Duley volunteered to lead this sub -committee. Ron Hill and Scott Stachowski also volunteered. A motion to form the Football Partner Selection Sub -committee was made by Scott Stachowski and seconded by David. The vote was unanimous and motion carried. The sub -committee will report initial findings at the September meeting. d. Citizen Request to honor Cindy Hollingsworth: Cregge detailed the account of Cindy Hollingsworth to the PRAB. She recently passed away form a brain PRAB August 2014 Minutes aneurysm. She was on the committee to form the City of Milton many years ago and was very involved in the Milton community. Chuck, her husband, has asked the City to consider honoring his wife for her contributions in her memory. He had mentioned she had a love for dogs. Cregge asked PRAB to consider various options to accomplish this request. e. Soccer Provider Discussion: Cregge detailed how W2W wants to be the youth soccer provider for the City, however, W2W wants different financial terms than is customarily set with the other recreational sports providers — namely W2W wants to keep the 50% upcharge for the out -of -city resident fees paid because they claim they have cash flow issues. This was discussed by the PRAB and general sentiment as that all providers must operate under the same terms. Dave Duley made a motion that PRAB make a recommendation to city staff to not accept the W2W proposed terms as written which excludes the non-resident fees as part of the fees due to the City. Sue Rekuc seconded the motion. The vote was unanimous and the motion was approved. II. Committee Reports - HYA Update: Scott Stachowski told PRAB that concession stand had been broken into recently. III. City Staff Reports & Communications a. Providence Park Update: Cregge reminded PRAB that GA House Bill 990 (2012) states that park will be sold to City for $100/acre. b. FCBoE IGA —New Field Project Update: Cregge explained that bid to build turf field (diamond/rectangle combo) at Northwestern Middle School came in and was too expensive. Efforts to get more bids underway. c. Bell Memorial Park Status Update: Cregge said tree removal has begun in preparation for grading. d. Hopewell Middle School Field Improvements: Cregge said a contract is out to bid for building batting cages, scoreboard, bleachers and dugout in addition to the field improvements. e. Crabapple Community Center Project Update: Cregge said the demolition of the building is scheduled, contractor is selected and completion of the project could be in time for the City's Christmas in Crabapple festivities. f. Wall of Fame Meeting: Cregge reported that it is not clear on providers for football and that we are not able to move forward at the time. The recommendation of the PRAB was to table this subject for six months. g. New PRAB Member: Cregge reported that City Councilman Rick Mohrig has PRAB August 2014 Minutes someone who has accepted the position on PRAB. Next month, this individual may be sworn in. h. Freedom Park Issue: Cregge reported the water pump was vandalized. i. Summer Camp Report: Tom Gilliam reported that this summer was first time Milton ran a summer camp at Cambridge High School. The basketball camp had very good participation (a few hundred participants). Camp Joyful Souls had nearly same participation as last year and that we had a very strong staff. Birmingham Park Maps: Lizzy Daniel is working on posting trail maps at the park as part of her Girl Scout project. Reed asked about the map including land that the City of Milton does not own. Cregge pointed out that the 60 acres owned by Fulton County is under an operating lease with the City until 2019 when the revenue bond expires. IV. Adjournment a. This caused him to be off of the PRAB as he cannot represent a district he doesn't live in. Coincidentally, Wally Brittain has stepped down, creating an opening in District 1, Post 2. Councilman Burt Hewitt appointed Ron Hill to the opening created by Wally's departure. This results in the board being down one member, the appointee from Councilman Rick Mohrig. c. PRAB Board Member Training: Jim Cregge presented the agenda for training session scheduled for May 17th. d. Review of Broadwell Pavilion: Jim Cregge reviewed the details behind the planned Broadwell Pavilion. This project was identified by City Council 9-10 months ago as one they would like to accomplish as part of improving general atmosphere in downtown Crabapple while providing a venue for City events (Holiday Christmas Tree Lighting) and a place for community gatherings. Each year, the city Council sets aside $1,000,000 each year for unnamed capital projects. Construction bids are going out with the completion targeted for October 1, 2014. e. Wall of Fame Selection Process (for Bell Memorial): Jim Cregge suggested this item be pushed to June meeting to get feedback from teams after season is over. f. House Bill 6o and the Impact on parks: Jim Cregge reviewed the impact House Bill 6o will have on Milton parks when it goes into effect on July 1. This legislation will allow citizens with a gun carry permit to carry weapons into public parks. This ruling is in conflict with the City of Milton Parks Rules and Regulations. Jim will work with the City Attorney on how this relates to the City ordinances. II. Committee Reports - HYA Update: Scott Stachowski reported the spring season was ending on May 171n III. City Staff Reports & Communications a. Fee Schedule Report: Fee Schedule has been approved and in compliance with city ordinances. b. FCBoE IGA — New Field Project Update: The baseball/lacrosse field at Northwestern MS will commence construction in July 2014. c. Bell Memorial Park Update: The bids received for construction came in higher than was expected. The Public Works Department is currently working with the low cost bidder to see if there is value engineering that can be done to reduce the cost of the project. d. Hopewell Middle School Field Improvements: The City, as part of the IGA with FCBoE, will be improving fields with a scoreboard, bleachers, foul poles and storage. PRAB May 2014 Minutes IV. Next Meeting Date: June 19, 2014, 11:30 a.m. Milton Veterans Project- MVP The Milton Love Project, took a new spin on Veteran's Day 2013. Debbie Daviadoff headed the 'Hearts for Veterans Project', in an effort to give Thanks and Recognition to Veterans living in the city of Milton. The Veterans Project will now be a New Group named, Milton Veterans Project, MVP for short, and will deal with Veterans living in Milton only. In 5 short days, through Facebook, friends were able to share the names and addresses of Veterans, they knew, that lived in Milton. We were able to assemble, paint, deliver and install a grand total of 98,`Hearts for Veterans'. These hearts were assembled with help from Veteran Terry Allen, then painted by local children, and delivered and installed in the yards of our Veterans' homes, by a group volunteers. It took a village, but we got it done. Our signs now have a new look and have been changed from Hearts to Stars, so that the Milton Veterans Project can have an identity of it's own. Last year we had a craft table set up at 'Christmas in Crabapple', for the children to paint 'Star Signs', for the Veterans. The response was overwhelming. We will be having `Star Sign', painting events throughout the coming year to help us reach our goal of doubling the total number of, 'Stars for Veterans', by Memorial Day 2014. On Valentine's Day 2014, we paid tribute to our Veterans, by delivering hand made Valentine's Day cards, balloons and roses to the Veteran's homes. We had the opportunity to meet some of the veterans in person and have received thank you cards, emails and phone calls. Our project is working. Our vision is to continue to distribute the `Star Signs', and have them displayed on Memorial Day, Independence Day and Veterans Day for years to come. In the future, we'd like to have our own website, registration sheets at City Hall, an Annual Picnic at Freedom Park, Discount Cards for local businesses and restaurants, sponsor families at Christmas and help the families of deployed Veterans as necessary. Right now we need help to gather more names and information of Veterans living in Milton. We know there are more than 100 Veterans in the City of Milton and we want to thank them. It shall be unlawful for any person to possess and consume any alcoholic beverage, or be under the influence of alcoholic, malt and vinous beverage, within any public park and within any building or facility under the supervision of the city recreation and parks department unless such usage is expressly permitted by signage or published rules of the particular park or recreation building. Firearms. It shall be unlawful for any person to possess any explosive substance (including fireworks) in any of the city parks, unless written permission for such has been authorized by the mayor and city council. It shall further be unlawful for any person to discharge any firearm within the city parks in accordance with the authority vested in the city by the general assembly in accordance with O.C.G.A. § 16-11-173, or to carry a firearm at a public gathering in accordance with O.C.G.A. § 16-11-127. Signs shall be posted at city parks stating the following: "In accordance with O.C.G.A. § 16-11-173 and this section the discharge of firearms in the city parks is prohibited. In accordance with O.C.G.A. § 16-11-127, it is a misdemeanor under state law to carry any deadly weapon at a public gathering." Injuring public property. It shall be unlawful for any person to cut, break, mutilate, deface, or in any other manner destroy or injure any public property, real or personal, belonging to, owned by, or leased or used by the city. Killing wildlife. It shall be unlawful for any person to hunt, trap, shoot, maim or kill any animal or wildlife, or attempt to do any of the acts mentioned in this subsection to any animal or wildlife within any of the city parks without the city manager's written permission. Motor vehicles. It shall be unlawful for any person to drive, operate and park any motor vehicle, mini - bike, or motorcycle within any city park, except in areas designated for such use. This section does not apply to city employees or agents when municipal duties require them to drive over said park or to park their vehicles or equipment at such locations in order to perform city business. It shall be unlawful for any person to make any unnecessary, loud noises, engage in noisy disputes or conversation, engage in any indecent or loud acts of behavior, or in any other manner disturb the public peace, quiet, and order in any of the city parks, according to the city's noise regulations. Park hours. All city parks shall be closed, and no person shall be authorized to be on the premises or property of any city park, between the hours of 12:00 midnight and 6:00 a.m., except authorized city employees or persons engaged in activities authorized by the recreation and parks director, or the city manager. Pets. All pets must be on a leash and the owner is responsible for the disposal of pet waste. All pets are prohibited on athletic fields, unless written permission for such has been authorized by the city manager or the recreation and parks director. Permit required. It shall be unlawful for any person to engage in any activity in the city parks which requires a permit or ticket without first obtaining such permit or ticket. Polluting water in parks. It shall be unlawful for any person to pollute or disturb any spring, branch, pond, fountain, or other water owned by or leased to the city. Posting signs. It shall be unlawful for any person to affix any bill, sign, or notice on any tree, building, or fixture in any of the parks. It shall be unlawful for any person to place any paper, books, refuse, or trash of any kind in any of the public parks, except in containers provided for such. Skateboards. It shall be unlawful for any person to operate a skateboard on any street, lane, way, road, and/or any parking lot in any park in the city unless otherwise designated by signage or published rules. Smoking. It shall be unlawful for anyone to smoke in the park. Speed limit. It shall be unlawful for any person to operate a motorized vehicle upon any road within a park in the city at a greater speed than 15 miles per hour. Swimming in lakes. It shall be unlawful for any person to swim in or enter any lake at any park in the city for the purpose of swimming or wading unless a permit for such has been issued by the city recreation and parks department or an authorized representative, or such person are conducting recreation department business. Urban camping. It shall be unlawful to reside or to store personal property in any park owned by the city. Furthermore, it shall be unlawful to use any public place, including city parks, for permanent living accommodations purposes or camping, except in areas specifically designated for such use or specifically authorized by permit. To advise in the initiation, planning, organization. implementation, and coordination ofpublic recreation programs and activities for the county, , I f. To advise in the initiation, planning and design and to recommend a system of 2:1 parks, facilities, etc,, that will accoinniodate the public's need for parks and recreation activities, 9- To, assist City Staff with the prcparation and dcvelopinent of rules and regulations by which parks and recreation programs may operate, h. To assist in evaluating the effectiveness of park and recreation programs, i. To advise and recommend ways and means by which parks and recreation programs may be improved and strengthened, j. To support new programs and activities as public need may dictate, k. To reconiniend a system of fees and charges for use of park-, and recreation facilities or for participation in parks and recreation programs, and alternate sources of funding to parks and recreation such as grants, gifts, endowments, etc.. 1. To adopt bylaws and other rules of procedure to achieve its purposes and functions, In. To recommend rules governing participation in parks and recreation programs, IA. To recommend rules governing the hours of operation and tise of county Parks and facilities, 0. To assist with. the adjudication of complaints, disputes, or other grievances from the public arising out of parks and recreation activities, P. To evaluate programs and activities which are offered from year to year, q. To file art annual report with the City Council relative to program accomplishments for the preceding fiscal year, and r. To perform other duties and responsibilities as may be conferred by the Miltor City Council from time to time. 3. Membership The Parks and Recreation Advisory Board shall consist of seven (7) persons appointed by majority vote of the Milton. City Council. ("Council",) who shall be citizens of the City and who shall serve without compensation. One member shall be nominated by each of the council members from within the councilmember's district and one member shall be nominated by the Mayor without regard to the district in which the member resides. All mcn-ibers shall be selected without regard to race, sex, religion or national origin. There shall be no nepotism in the selection of members of the Board. 4. Terms Membership on the Board shall coincide with the term of the Council member that nominated him/her for placement. 5. Removal and Vacancies Members of the Board may be removed at any tirne by the in.ajority vote of the Council without cause. Members whose terms have expired due to Council member turnover shall continue to serve zIS rn.Crribers until their succeswrs huvc been appointed by an iricOlDiTlg COU1161 member. The Council shall move as expeditiously as possible to fill any vacancies or expired terms. Resignations from the Board shall be tendered in writing to the Council, with a copy thereof to the Chairman of the Board. The absence from three consecutive regular meetings by any member of the Board shall constitute a vacancy of the member's position. on the Commission. 6. Budget The Board shall, each year, assist City Staff in the preparation and Justification of an annual budget for the administration, operation, and maintenance of parks and recreation, facilities and programs, showing expected revenues and expenditure-, in eac-li area- 7. Fees and Charges The Board shalt recommend a fees, charges, and rentals schedule for the use of parks and recreation areas to the City Council. Anticipated fees shall be accounted for in the annual budget. The Board may solicit gifts of bequests or money, real or personal. property, or donations on behalf of the City Council, but may not accept such donations without the approval of the City Council. 8. Reports to the Council The Board and City Staff shall prepare an Annual Report,, outlining the state of the City's Parks and Recreation, program, and shall submit this report to the Council in December of each year. 9. Organization The Board shall elect a chairperson, vice -chairperson. secretary. and such other officers as are necessary, from among its appointed members. Offlicers shall be elected for a single calendar year term, or until their successors are duly elected and qualified, and may be elected to succeeding terms. Officers shall be elected by majority vote of the Board after proper nomination and second. Elections shall take place during the first meeting of the calendar year. The Chairperson shall preside at all meetings of the Board and shall perform all duties generally pertaining to the office of Chairperson. The Vice -Chairperson shall preside at any meetings from which the chairperson must be absent; shall assist the chairpet-son in, any of the chairperson's duties, where necessary; and shall becorne the Chairperson, should the office of Chairperson become vacant by resignation or otherwise. The Secretary shall be responsible for taking the minutes of each Board meeting; shall assist the chairperson and City Stnff in compiling the armunt report (,,i copy of which shall be attached to that year's minutes as a permanent reference), have custody of a copy of the Board's books and records, insure that the master copy of all Board official business is kept at City f lall- shall notify the members of meetings; and shall attend to such duties as generally pertaining to the office of Secretary. The Board may establish sub -committees when deemed necessary. Such sub -committees shall be fon-ned and composed by majority vote of the Board. 10. Meetings The Board shall hold regular monthly meetings at a time and place to be designated by ZZ) the Board. Special meetings of the Board may be called by the Chairperson or at the request of three members of the Board. A quorurn of the Board shall consist of four (4) members for any meeting of the Board. The Board shall make its own rules of procedure, consistent with state law and the authority granted it by the Council. In the absence of specific contrary rules or procedures, the latest edition of Robert's Rules of Order, Newly Revised, shall govern the procedure at meetings of the Board. I L Severabillitv if any part of this Ordinance is for any reason held to be void or invalid, the validity of the remaining parts of this Ordinance or its application to other persons or set of circumstances shall not be affected thereby.
