APPROVAL OF MEETING AGENDA A motion to approve the Meeting Agenda was made by Dave Duley and seconded by Ron Hill. The vote was unanimous and motion carried. COMMITTEE REPORTS 1. Hopewell Baseball: Mr. Stachowski reported that the Fall League was cancelled due to the low registration numbers. For Spring, arrangements have been made to have programming with the Coach Pitch divisions (ages 4 — 8) at Midway Park in Forsyth County, the 9 — 10 division would play at Hopewell Middle School, the 11 — 12 division would play at Fowler Park in Forsyth and the 13 — 15 division would play at AYBA in Alpharetta. In the case of the fields at Forsyth County, we would be using the fields at times after the Forsyth county program was completed for the day. This is not the most desirable situation but it is a way to get a baseball program functioning for the spring. 2. Veteran's Memorialization: Mr. Hill reported that representatives of The Home Depot, Roswell store and the Milton store did a clean-up of Freedom Park on November 8. They donated over 60 pallets of material towards this effort and spread the materials as well. Also, Debbie Daviadoff filled the park with her display of hearts for the living veterans in Milton. The Park looked great for Veteran's Day. 3. Football Partnership: Mr. Duley reported that the committee has completed its work evaluating the AYFA and thee NFL football programs. A chart that attempts to objectively evaluate each program was prepared and distributed. The recommendation of the sub -committee was to partner with AYFA. UNFINISHED BUSINESS 1. None NEW BUSINESS Discussion on Tackle Football Provider: A spirited discussion on the tackle football provider was held. Nearly every member of the PRAB asked questions and/or spoke on the issue. Public comment was provide by both Tim Lester of NFL and Bill Weaver of AYFA. Ultimately a motion was made by Mr. Duley that the PRAB recommend to the full City Council to engage in contract with Alpharetta Youth Football Association — to be later renamed the North Atlanta Youth Football Association — as our primary provider for all football related activities at Bell Memorial Park for the 2015/16 seasons. The motion was seconded by Mrs. Rekuc and the motion passed 7 — 0. Following the discussion, both representatives from AYFA and both from NFL came forward and indicated that they would try once again to see if there was a way to work together. November 2014 PRAB Minutes CITY STAFF REPORTS AND COMMUNICATIONS 1. Bell Memorial Park Status Update: Jim Cregge reports that the project is on schedule and moving along. He is working with a group of Boy Scouts who want to clean up debris that is now visible along the trail. 2. Hopewell Middle School Field Improvements: Jim Cregge reported that the two batting cages are nearly complete and the scoreboard, foul poles and concrete pads are completed. 3. Crabapple Community Center Project Update: Jim Cregge reported that the old building has been demolished and construction has started on the new pavilion. Completion is targeted for January 2015. 4. Ordinance Change Update: Jim Cregge reported that the council has approved the new ordinances and that new signs have been ordered and installed at the parks. OTHER BUSINESS 1. None ADJOURNMENT 1. The motion to adjourn was made by Mr. Reed. The motion was seconded by Mr. Stachowski. The vote was 7 — 0 and the meeting was declared adjourned @ 1:24 PM. Secretary Selection Process: Jim Cregge pointed out that the resolution that caused the PRAB to be created called for a position of a Secretary. In times past, that role has been filled by Chairman Mark Reed or in his absence, Vice Chairman Scott Stachowski. The effort to keep minutes and conduct the meeting has been difficult and it is time that a Secretary be formally appointed. Ron Hill made a motion that the Secretary position be rotated on a monthly basis. The motion was seconded by Dave Duley and the vote was unanimous in support of the motion. Ron Hill then volunteered to be the Secretary for this month. b. Discussion on the role of Parks and Recreation Department regarding programming: Following up on a request from last month, Tom Gilliam handed out a summary of all non -athletic based recreation programming that is currently offered by the City of Milton. There was no formal vote on the topic, however the discussion lead to the conclusion that any new programming should be brought before the PRAB for review before it is brought to council. Possible Date Change for November and December meetings: Jim Cregge pointed out that in years past, the City has had an activity in the council chambers on the third Thursday at 11:30 AM in November and December. He suggested that the PRAB consider switching the next two months to the second Thursday at 11:30 AM. Scott Stachowski made a motion to move the next two meetings to November 13 and December 11. Dave Duley seconded the motion and the vote was unanimous in support of the motion. II. Committee Reports a. Veteran's Memorialization: Mr. Hill reported that he held a meeting with representatives of The Home Depot, Mr. Tim Trask from the Roswell store and Mr. Leigh Martin from the Milton store. They are volunteering to do a clean-up of Freedom Park on November 8. They will donate material towards this effort. Other possible projects will be discussed with Debbie Daviadoff. b. Football Partnership: Dave Duley gave a status report on the football subcommittee. They are collecting additional data from each vendor and they expect to be ready to make a recommendation to the full PRAB at the next meeting on November 13. III. City Staff Reports & Communications a. Bell Memorial Park Status Update: Construction is continuing. Currently the Contractor is a little bit ahead of schedule. The demolition is complete, there is still some debris to remove and they are moving dirt now to level the park. October 2014 PRAB Minutes b. Hopewell Middle School Field Improvements: Batting cage construction and scoreboard installation is currently underway. We have found a concrete contractor and the contract is set for a council vote at the next meeting. c. Crabapple Community Center Project Update: The old Crabapple Community Center has been demolished and removed. d. Ordinance Change Update: The ordinance changes are set for a final vote at the next council meeting. e. Past Practice of Parks and Recreation Department: Jim Cregge discussed that there is a past practice of the Department where the City collects late registration fees from the Hopewell Youth Association, Inc., but not from any other program partner. This practice was started by the first P&R Director and is assumed to be a carryover from when her previous agency ran baseball. This practice doesn't make sense in the Milton business model as late registration puts additional work on the program provider, but not the city. Therefore it makes no sense for the City to collect those fees. The consensus of the PRAB is that this is an unfair practice that should be discontinued going forward. Website Issue: Joey Costanzo brought up a topic regarding difficulty he was having using the website and links that come in via email. Jason Wright, Director of Innovation and Engagement was brought in and the problem was reviewed with him. Jason identified the issue and corrected it. IV. Adjournment a. Motion to adjourn made by Ron Hill, Joey Costanzo seconded motion; vote to adjourn was unanimous. Scott Stachowski adjourned meeting at 1:15pm. V.
