On March 20, 2020, the Mayor and City Council approved an Emergency Ordinance
which declared and proclaimed a state of local emergency and, per Section 7 of said
Ordinance, provided that such declaration shall constitute the finding and declaration
of an emergency as contemplated by the Open Meetings Act, O.C.G.A. 50-14-1(g),
such that a teleconference meeting may be held. Based upon that Ordinance finding,
pertinent State law, and upon the Governor’s declaration of a statewide emergency,
this meeting of the City Council will be conducted virtually using Zoom Webinar. This
platform will allow for the public and media to observe the online, streaming meeting in
real time via a computer or telephone.

2. Council consideration and ratification of 2020 Mayoral Emergency Orders
authorizing (1) event facilities and caterers that hold a valid use permit to
sell prepared meals for pick-up and delivery; (2) restaurants with on-premise
consumption licenses to allow “to go” alcohol sales for wine and malt
beverages; (3) retail and restaurant establishments to utilize unpermitted
temporary signage to provide operational guidance to the public in light
of COVID-19; (4) deferral of Occupational Tax Certificate Renewal to April
30, 2020; and (5) restaurants to defer payment of alcohol excise taxes to
April 30, 2020.
