Joe Lockwood, Mayor CITY COUNCIL Peyton Jamison Paul Moore Laura Bentley Carol Cookerly Joe Longoria Rick Mohrig CITY COUNCIL CHAMBERS City Hall Thursday, April 23, 2020 Action Minutes 6:00 PM On March 20, 2020, the Mayor and City Council approved an Emergency Ordinance which declared and proclaimed a state of local emergency and, per Section 7 of said Ordinance, provided that such declaration shall constitute the finding and declaration of an emergency as contemplated by the Open Meetings Act, O.C.G.A. 50-14-1(g), such that a teleconference meeting may be held. Based upon that Ordinance finding, pertinent State law, and upon the Governor’s declaration of a statewide emergency, this meeting of the City Council will be conducted virtually using Zoom Webinar. This platform will allow for the public and media to observe the online, streaming meeting in real time via a computer or telephone. Councilmember Longoria seconded the motion. The motion passed (7-0). 5) PUBLIC COMMENT 6) NEW BUSINESS 1. Council Consideration of Possible Amendment to the April 15, 2020 Emergency Ordinance, Modifying those Limitations on the Conduct of the City Council as they Pertain to Policy Making Functions and Ordinances. (Agenda Item No. 20-112) (Ken Jarrard, City Attorney) Motion and Vote: Councilmember Longoria moved to approve Agenda Item No. 20- 112. Councilmember Mohrig seconded the motion. The motion passed (7-0). 7) ADJOURNMENT (Agenda Item No. 20-113) Motion and Vote: Councilmember Mohrig moved to adjourn the meeting at 6:25 pm. Councilmember Longoria seconded the motion. The motion passed (7-0).
