PLANNING COMMISSION ACTION MINUTES

1. Pledge of Allegiance
2. Call to Order - The meeting was called to order at 6:00 p.m.
Members Present:
Sumeet Shah Jan Jacobus Fred Edwards
Kurt Nolte Ron Gilbert
Members Absent: Zach Middlebrooks
3. Public Comment - A comment was made by Councilperson Laura
Bentley expressing appreciation to the Commission for their work
and especially to Commissioner Gilbert for his service.
4. Approval of Action Minutes
a) October 27, 2021, Planning Commission Meeting - A motion was
made by Kurt Nolte to approve the minutes as presented. The
motion was seconded by Ron Gilbert. The motion passed
unanimously.
5. Preliminary Plat
a) 15260 and 15250 Thompson Road to be named "Thompson
Oaks" Subdivision by Georgia Choice Properties. LLC, zoned
AG-1 (Agricultural) to subdivide 20.52 acres into 16 single family
lots at a density of 0.78 unit per acre. - A motion was made by
Ron Gilbert and seconded by !Curt Nolte to recommend approval
of the preliminary plat; a friendly amendment was made by Fred
Edwards to consider the comments made by the public. A
second was made by Jan Jacobus for the friendly amendment.
The friendly amendment was unanimously approved. The motion
to recommend approval was unanimously approved.
6. Text Amendments
A motion was made by Kurt Nolte and seconded. by Ron Gilbert
to move RZ21-14 from the end of the agenda to after RZ21-11.
a] RZ21-08 -: A text amendment to Chapter 64, Article A.
Division 23 - CUP (Community Unit Plan) to amend or delete the
CUP Zoning District
A motion was made by Fred Edwards and seconded by Ron
Gilbert to approve the recommendation to delete the CUP
(Community Unit Plan) for future developments. The motion
passed 4-1 with Commissioner Jacobus voting in the negative.
b) R721-09 - A text amendment to create anew Use Permit -Form
Wineries (Sec. 64-1845)
A motion was made by Jan Jacobus and seconded by Kurt
Nolte to recommend approval with the. discussed changes of the
new use permit for Farm Wineries. The motion passed
unanimously.
c) RZ21-10 - A text amendment to Sec. 64-1121- Allowed Use Chart
to amend the Use Chart as it relates to Farm Wineries
A motion was made by Ron Gilbert and seconded by bred.
Edwards to recommend approval of Sec. 64-1141- allowed Use
Chart as presented by Staff. The motion passed unanimously,
d) RZ21-11 =.A text amendment to Sec. 64-1 --- Definitions {Related
to Farm Wineries)
A motion was made by Ron Gilbert and seconded by Jan
Jacobus to recommend approval of Sec. 64-1- Definitions
(Related to Farm Wineries) as presented by Staff. The motion
passed unanimously.
e] RZ21-14 - A text amendment to Chapter 64 related to businesses
licehsed to serve and sell alcohol as<required in Chapter 4,
Alcoholic Beverages - A motion was made by Ron Gilbert to
recommend denial of RZ27-14 and recommend that only Full -

Service Restaurants with 50150 requirement will be by right with
all other liquor serving establishments require a Use Permit by
City Council to start operations. Recommend that City Council
consider the elimination of General Retail with Consumption on
Premises and the Limited Food Service Restaurant. The motion
was seconded by Jan Jacobus. The motion passed unanimously.
fj RZ21-12 - A text amendment to Chapter 64, Article VI, Division 2
- AG-1 (Agricultural) to allow certain structures housing animals
to conform to the AG-1 district minimum yards. - A motion was
made by Jan Jacobus and seconded by Kurt Nolte to
recommend approval with the discussed changes to allow
certain structures housing animals to conform to the AG -I district
minimum yards. The motion passed unanimously.
g) R221-13 - A text amendment to delete Sec. 64-1596. -Event;
special indoor/outdoor - A motion was made by Fred Edwards
and seconded by Jan Jacobus to delete Sec. 64-1596. The
motion passed unanimously.
7. 2022 Planning Commission Meeting Schedule -- A motion was made
by Fred Edwards and seconded by Ron Gilbert to approve the 2022
Planning Commission Meeting Schedule as presented by Staff. The
motion passed unanimously.
8. Adjourn - A motion was made by Jan Jacobus and seconded by
Ron Gilbert-to,adjourn the meeting at 12:12 a.m. on November 18,
2021. Th4 moon passed unanimously.
