Normally I would be reading this to you in person but I'm feeling under the weather and did not want
to pass it on to all of vou. Please excuse the run on sentences. I write like I talk.
Hello Mayor and Council,
I know most of you live in a subdivision, so please try to understand where Open Road Landowners
are coming from during the meeting.
I have lived in Milton for over 25 years. I live on approximately 4 1/2 acres, on a street where my
neighbors live on similar size parcels.
My parcel is 215 feet across the front and 1000 feet deep. Most land is never square. Therefore,
there are always issues with an Open Road Landowner who wants to do anything on their property
without having to get a variance.
Some of the laws that already exist regarding parcels of land and where an owner can place a
building, should be modified to make it easier, especially for smaller parcels. 64-415 4(a) I know we
are here to talk about exemptions but I wanted to point out some of the issues we already have.
An example of that on my own property would be;
If I wanted to build a greenhouse, stable or workshop for my own personal use it could only be 15 feet
wide and really long because it is 215 feet wide. Which is not very useful, due to the 100 foot setback.
And if I wanted to have any kind of four -legged animal other than a dog or cat and my neighbor is not
at least 35 feet off our combined property line I cannot even build a 15 foot wide anything without a
variance. That is according to the laws on the books today, which is the building then has to be 150
feet from their home.
Most Open Road Neighbors understand that. So when my neighbor down the street wanted to put a
stable in their front yard all the neighbors were fine with it. Though the city did make them jump
through hoops that ended up costing them more than it should have. We just want to build a barn,
stable, greenhouse etc. we don't need to have architectural controls so strong that we're spending
money like we're building a million dollar home. It seems to me the Open Road Neighbors are fine
with what their neighbors want to do. It's the subdivision people who drive by and when it's not what
they think it should be, they complain. The City of Milton should not be an HOA.
My land is mostly wooded. If I want to put in a garden, there would be trees in the way of the land
best used for a garden. Does that mean I need to have the arborist come out and tell me which trees
can be taken down to get more sun on my garden? Why should I have to pay the sometimes
ridiculous amount a developer has to pay to take down a number of trees? I just want a garden or to
make a pasture for my new goats. These are items the City needs to think about when you group us
in with a developers subdivision. They may be paying for the privilege of tree removal by paying into
the tree preservation fund but they are still taking down hundreds of trees. In most cases a single
Open Road Landowner is not.

Architectural review process on an open Road parcel.
So, if I wanted to tear down my house on my own land and build a new one or add on, the city
architect and design review board can tell me it does not conform with the area? Therefore, it is a NO.
You do realize beauty is in the eye of the beholder. If the house is built to code within all setbacks and
other regulations they should be able to build whatever they want. Home design changes about every
10 years. From mid century modern, to contemporary, to Georgian and now urban farmhouse. What if
I don't want an urban farmhouse. I understand in a subdivision where everyone wants the same thing,
but for future Open Road Landowners with no HOA I hope the City will be open minded.
People move to Milton because they like the look and feel of it. That means open land, horses, trees
as well as subdivisions. If the city keeps going down the road with these unrealistic laws already on
the books and then adds more, the Open Road Landowners will move. As you know prices are at an
all-time high and they could easily sell, move 5 miles west of here and spend less money per acre
where taxes would be a savings as well.
The City should be doing more for the Open Road Landowners to keep them here. We all want to
keep the rural look and feel of Milton for as long as we can. We need our Open Road Landowners.
We don't want to become just another overdeveloped city.
