HomeMy WebLinkAboutResolutions 22-09-621 - 09/07/2022 - Pre-Application GA Outdoor Stewardship Program Grant - (GOSP)STATE OFGEORGIA RESOLUTION NO. &°C-U I COUNTY OF FULTON A RESOLUTION TO AUTHORIZE A PRE -APPLICATION FOR A GEORGIA OUTDOOR STEWARDSHIP PROGRAM (GOSP) GRANT WITH THE DEPARTMENT OF NATURAL RESOURCES WHEREAS, O.C.G.A. § 36-35-3 provides that the governing authority of a municipality may adopt clearly reasonable ordinances, resolutions, and regulations; and WHEREAS, during the 2018 legislative session, the Georgia General Assembly passed House Bill 332 and House Resolution 238, and thereby established the "Georgia Outdoor Stewardship Act" effective July 1, 2019, which founded a new grant program (state -funded) to support parks and trails, to protect and acquire lands critical to wildlife, and to support clean water and outdoor recreation in the state of Georgia; and WHEREAS, the City of Milton (the "City") is drafting a "Pre -Application" for a Georgia Outdoor Stewardship Program grant from the Georgia Department of Natural Resources; and WHEREAS, the purpose of the Pre -Application is to qualify for a grant supporting the further development of recreational trails, hydrology work, land management, and habitat restoration on the passive greenspace acres of the Milton City Park and Preserve located in the City (the "Project"); and WHEREAS, the City Council believes it is appropriate and in the best interest of the City to authorize submission of the Pre -Application to the Georgia Department of Natural Resources. BE IT THEREFORE RESOLVED, by the Mayor and City Council of the City as follows: 1. The Mayor, and/or other City officials as appropriate, are authorized and directed to execute the Pre -Application and deliver it to the Georgia 2. Department of Natural Resources. The City hereby declares it has the ability and intention to finance 50 percent of the estimated total Project cost - the estimated total cost is a sum equal to $3,000,000.00 - and in the event the City's Pre -Application is recommended for funding by the Department of Natural Resources, the City will move forward with due diligence to prepare, or have prepared, appropriate documentation as required for a formal Georgia Outdoor Stewardship Program grant application.
