CALL TO ORDER
Mayor Jamison: I would like to call the special called meeting of the Milton City
Council for Thursday, November 10`h, 2022, to order. The city
strongly recommends you review today's agenda carefully and if
you wish to speak on any item of the agenda, then please bring
your comment cards to the clerk as soon as possible. While the
Milton rules allow a speaker to turn in their comment card up until
the clerk calls the agenda item, once the agenda item is called, no
more comment cards can be accepted. Will the City Clerk please
call the roll and make general announcements?
ROLL CALL
City Clerk: Good morning, Mayor and Council, I'll be happy to call roll for the
November IOth Special Called City Council meeting. I would like
to remind those in attendance to please silence all cell phones at
this time. Those attending the meeting who would like to make a
comment, you are required to complete a public comment card
prior to speaking on your item.
All speakers must identify themselves with name, address, and
organization before beginning their comment. Please review your
agenda and if you have a comment, please bring your comment
card to me now.
Demonstration of any sort within the chamber is prohibited. Please
refrain from any applause, cheering, booing, outburst or dialogue
with any person speaking. Anyone in violation will be asked to
leave. As I call roll this morning, please confirm your attendance.

APPROVAL OF MEETING AGENDA
Mayor Jamison: Okay. Next is the approval of the meeting agenda. Do I have a
motion to approve the agenda?
CM Mohrig: So moved.
CM Moore: Second.
Mayor Jamison: All right. I have a motion from Councilmember Mohrig and a
second from Councilmember Moore to approve the meeting
agenda. All in favor, please say aye.
Councilmembers: Aye.
Motion and Vote: Councilmember Mohrig moved to approve the Meeting ,
Agenda as read. Councilmember Moore seconded the motion. The motion
passed (5-0). Councilmember Jacobus and Councilmember Cookerly were
absent from the meeting.

PUBLIC COMMENT
Mayor Jamison: Any opposed? Okay. Next is general public comment. Do we have
any public comment?
City Clerk: We do not, Mayor.
NEW BUSINESS
Mayor Jamison: Okay. So, I will waive the public comment and I will ask you to
call the New Business item that we have on the agenda.
City Clerk: Mayor, that New Business item is Consideration of a Resolution
that will Authorize the Mayor to Execute a Certificate of
Distribution for Local Option Sales Tax known as L.O.S.T.
Proceeds for the Next Ten Years. It's Agenda Item No. 22-347.
Mayor? I'm sorry, Mr. Steven Krokoff.
Mr. Krokoff: Good morning, Mayor and Council. Thank you all for arranging
your schedules for this Special Called Meeting. It's a critically
important meeting wherein we'll be seeking the approval of a
resolution to allow the Mayor to sign the Certificate of Distribution
for Local Option Sales Tax or L.O.S.T. for the next ten year
distribution which will be from 2023 through 2032. As you all
know, this has been a lengthy process and involved a significant of
work to come to an agreement with both Fulton County and the
fifteen cities that are within its boundaries.
On November 2"d, the Fulton County Board of Commissioners
approved their percentage of the L.O.S.T. proceeds. And on
November 5`h the 15 cities tentatively approved the remaining
distribution, which brings us to why we are here today. The
resolution before you, if passed, will authorize the Mayor to sign
the Certificate of Distribution containing the distributions
percentages that were agreed upon and are identified in your
attached Exhibit A. Please let me know if you have any questions.
Mayor Jamison: Any questions? Rick.
CM Mohrig: Yes, quick question. Did we end up, the negotiations come down
for the cities where it's pretty much on a population basis based on
the 2020 census?

Mr. Krokoff: It is mostly based on the 2020 census with a leaning towards a hold ,
harmless agreement that we're, it is based on percentages and
while all cities in Fulton Countydid increase in percentage, in
sheer numbers, over the ten-year period, some, like the City of
Milton, increased more than others. And there was a small portion
held aside to hold those cities that didn't grow as much harmless.
And those were, there were several cities that were included in
those, but overall, the amount that was, that we portioned out
towards those cities is somewhat de minimis.
CM Mohrig: Okay, so that was pretty much the methodology with the exception
of maybe cities that didn't grow or actually decreased in
population?
Mr. Krokoff:
Correct. And again, nobody decreased.
CM Mohrig:
Got it. Okay. Thank you.
Mayor Jamison:
Paul.
CM Moore:
I was with you to the very last comment you just made, Steve,
where nobody decreased. If I look at the chart, the way I read that
'
was, everybody takes a little haircut because of the way Fulton
County's percentage grows over time. It's the only way to make
the math work to get to the full 100%. Looks like Milton is in a
great place because we stay basically, for the most part, consistent
throughout. But it looked like a couple, like you suggested, were
the smaller cities that may have experienced a decline, actually
took a little bit larger haircut than some of the others.
Mr. Krokoff: I think what you're seeing is that some of those cities, not just the
smaller cities, they just didn't increase as much. So therefore, if
you look at the mean of the increase across the fifteen cities, if you
fell below that mean, if you went as a straight percentage
population, they would have lost. But everybody did increase.
CM Moore: Okay.
Mr. Krokoff: And if you factor in, what was used was a three percent growth
factor year over year to factor in the increases. And then we all
shared proportionally in the increases to our population, which is
really where Milton fared out well.
CM Moore: Yeah, okay. And then the other question I've got is, Steve, is what '
happens after this duration expires. If there's another L.O.S.T. -

' CM Mohrig: Ten years.
CM Moore: - ten years from now, do we start with this current disbursement or
these percentages as the new ground zero for the next round?
Mr. Krokoff: You do not.
CM Moore: Okay, you start all over again.
Mr. Krokoff: The negotiations start over again and I'm hoping there are some
legislative changes at the State level between now and then and
hope is not a good strategy, so we plan on making that happen
more sooner than later.
CM Moore: Yeah, okay. Thank you.
CM Mohrig: So that's where we could actually go forward to our legislator,
legislative representatives and let them know we'd like to see,
between now and then, some type of change in the law as far as the
way it's written, if we wanted that?
' Mr. Krokoff: There is, yes, and there should be a more balanced approach to the
negotiations than that currently exists.
Mayor Jamison: And to your point, Rick, really having the County have a veto
power is a real, real issue. So if the legislative, if it doesn't get
changed this year, it might not ever get changed. So now is the
time to really put the pressure on your elected officials.
CM Mohrig: And you've got pretty much unanimous support within the cities
for the changes?
Mayor Jamison: Yeah, oh yeah, all fifteen cities. Which is good.
CM Moore: We sure appreciate the cooperation that you got at the end from
everybody to be able to make this happen. I know that you played
a leadership role in that, and we certainly appreciate that as a city
and as elected officials to thank you for the role that you played in
securing this.
Mayor Jamison: I appreciate it. We're in a good, good spot for the next ten years,
but I want to make sure we stay in a good spot for the rest of our
existence to say the least. So, any other discussion? Okay, I will
open up for a motion.

CM Moore: Mr. Mayor, I make a motion that we approve the Resolution as
presented to us, it's Agenda Item No. 22-347,
CM Verhoff: Second.
Mayor Jamison: Okay. I have a motion from Councilmember Moore and a second
from Councilmember Johnson to approve Agenda Item No. 22-
347. Any discussion? All in favor, please say aye.
Councilmembers: Aye.
Motion and Vote: Councilmember Moore moved to approve Agenda Item No.
22-347 as read. Councilmember Verhoff seconded the motion. The motion
passed (5-0). Councilmember Jacobus and Councilmember Cookerly were
absent from the meeting.
ADJOURNMENT
Mayor Jamison: Any opposed? That's unanimous. Anybody have anything to report

adjournment.

Motion and Vote: Councilmember Mohrig moved to adjourn the Special Called
Meeting at 10:08am. Councilmember Moore seconded the motion. The motion
