I understand that the rules of the City of Milton place emphasis on a speaker being physically in
attendance at city hall, and that the accommodation of allowing my email to be read into the
record is unusual and not the norm and I certify that but for the condition identified above, I
would otherwise attend the meeting in person.

My comment is as follows:
The committee recommended two polling locations. Cities with a similar population used only
one. We discussed three but felt this was excessive and unnecessary given the average voter
turnout and 19 days of early voting.
There are 3 locations on election day where ballots get counted. The first location is City Hall.
Early voting and absentee ballots are transported to City Hall on the Friday before election day.
Counting may begin at 7 am. The two polling locations close at 7 pm. Once everyone has
completed voting, the poll managers and workers hand -count ballots.
Three city council seats are up for election. The committee recommended manual counting. An
estimated six paper ballots can process per minute—an estimated 360 per hour. The average
municipal election turnout is 3500. An estimated 1575 vote early (45%). An estimated 1925
(55%) vote on election day, leaving 963 votes at each polling location. It will take about 3 hours
to complete. Hand count is the most efficient, accurate method. The results are definitive.
Chain of Custody:
Fulton County removes the SD cards from the scanners. Then they are placed in a bag, sealed,
and transported to another location. SD cards are then transported to the English Street
warehouse in Atlanta and uploaded into the computers. We find out the results late night. The
scanned ballots are removed from the scanners, secured, and sent to FC for storage.
Milton transports early voting paper ballots to City Hall the Friday before the election. Ballots
are removed from the sealed storage bins and counted on Tuesday morning. On election day,
poll managers secure the ballots at City Hall. After the election, all ballots cast are transported to
the Milton Safety Complex. The City will have every ballot cast. Milton maintains local control
of chain of custody and storage.
