FULTON COUNTY
RESOLUTION OF THE CITY OF MILTON, GEORGIA
ESTABLISHING THE DATE FOR MUNICIPAL ELECTIONS FOR THE PURPOSE OF
ELECTING COUNCIL MEMBERS FOR DISTRICT 1/POST 2, DISTRICT 2/POST
AND DISTRICT 3/POS"r 2; TO PROVIDE FOR QUALIFYING DATES AND FEES;
AND TO PROVIDE FOR ABSENTEE BALLOT CLERK, DEPUTY ABSENTEE
BALLOT CLERK, AND DEPUTY MUNICIPAL SUPERINTENDENT
WHEREAS, Art. Il, Sec. 2.11 of the Charter of the City of Milton sets the terms and
election years for each Council District Post, with three Posts set for election in November 2023;
and
WHEREAS, pursuant to the Official Code of Georgia Annotated ("O.C.G.A.") § 21-2-
9(c), all general municipal elections shall be held on the Tuesday next following the first Monday
in November in each odd -numbered year; and
WHEREAS, pursuant to that same Code section, public notice of such elections shall be
published at least 30 days prior to the elections and shall transmit a copy of such notice to the
Secretary of State; and
WHEREAS, pursuant to O.C.G.A. § 21-2-385(d), advanced voting shall commence on the
fourth Monday immediately prior to each election and shall end on the Friday immediately prior
to each election; and
WHEREAS, pursuant to the same Code section, advanced voting shall at least begin at
9:00 A.M. and end at 5:00 P.M. on weekdays and shall be conducted on the second and third
Saturdays during the hours of 9:00 A.M. through 5:00 P.M., but not longer than 7:00 A.M. through
7:00 P.M.; and
WHEREAS, pursuant to O.C.G.A. § 21-2-501(c) and § 21-2-385(d), if needed, a runoff
shall be held on the twenty-eighth day after the general election with the advanced voting for the
runoff to commence as soon as possible prior to the runoff, but no later than the second Monday
immediately prior to such runoff; and
WHEREAS, pursuant to O.C.G.A. § 21-2-131, the governing authority of a municipality,
not later than February 1, shall fix and publish a qualifying fee for each municipal office to be
filled in the upcoming general election, those qualifying fees , were set on January 18, 2023 by
Mayor and City Council in Resolution R23-01-639 and the $390.00 qualifying fee was duly
advertised in the Milton Herald on January 26, 2023.; and
WHEREAS, pursuant to O.C.G.A. § 21-2-70.1, the governing authority of a municipality
shall appoint a municipal superintendent and Steven Krokoff was appointed as the Milton Election
Superintendent on April 10, 2023 by the Mayor and Council via Resolution R23-04-645; and
WHEREAS, pursuant to O.C.G.A. § 21-2-132(c)(3)(A), the municipal superintendent
shall designate the days of the qualifying period for a municipality, which shall be no less than

three days and no more than five days and shall commence on the third Monday in August no
earlier than 8:30 A.M . and shall end no later than 4:30 P .M. on the following Friday; and
WHEREAS , pursuant to O.C.G .A. § 21-2-380.1 , the governing authority of a municipality
shall appoint an absentee ballot clerk ; and
WHEREAS , pursuant to Art. III , Sec. 3 .25 of the Charter of the City of Milton , the City
Manager has the authority to direct and supervise departments and hire or fill other positions
designated by ordinance or resolution.
NOW, THEREFORE BE IT RESOLVED , the Mayor and Council of the City of Milton ,
Georgia, pursuant to their authority do hereby adopt a Resolution as follows :
1.
The general municipal election will be held in the City of Milton, Georgia on November
7, 2023 between the hours of 7:00 A.M . and 7:00 P.M., at which election there shall be submitted
to the qualified voters of said City election for the expired term of the following offices , to wit:
District 1, Post 2
District 2 , Post 2
District 3, Post 2

The municipal election superintendent shall publish a public notice of such election in the
Milton Herald at least 30 days prior to November 7 , 2023 and shall send a copy of the notice to
the Secretary of State's office.

Advanced voting for the general election shall be held on the following dates and times:
October 16, 2023
October 17-18, 2023
October 19-October 31 , 2023 (excluding Sundays)
November 1-3, 2023

9:00 A.M. -5:00 P.M.
7:00 A.M . -5:00 P.M.
9:00 A.M . -5:00 P.M.
7:00 A.M . -6:00 P.M .
A runoff election, if necessary , shall be held December 5, 2023 between the hours of 7: 00
A.M. and 7:00 P.M. with advanced voting commencing on November 27, 2023 through December
1, 2023 between the hours of 9:00 A.M. and 5 :00 P .M .

In accord with O.C .G.A. 21-2-132(c)(3)(A), the municipal election superintendent has
designated the qualifying period for candidates to commence Monday , August 21, 2023 through
August 25, 2023 from 8:30 A.M. until 12:00 P.M. and from I :00 P .M. until 4:30 P.M . at Milton
City Hall (2006 Heritage Walk , Milton , GA 30004).

Tammy Lowit is hereby appointed as Absentee Ballot Clerk.
7 .
The City Manager may hire or appoint existing employees to fill positions of Deputy
Election Superintendent(s) and Deputy Absentee Ballot Clerk(s).
The above Resolution was read and approved by the Mayor and Council of the City of
Milton on the 24th day of July 2023 .
