January 3, 2023 - Action Report Motion to approve the agenda: Reid Casey 2nd: Doug Hene Vote: 6-0 (Approved) 5. DEMOLITION OF STRUCTURES None 6. COURTESY REVIEWS A. U23-01/VC23-01, 14725 Wood Road – Deferred to 3/7/2023 DRB Meeting Applicant:  Carolyn Bell/Fortitude Farm, LLC Request(s):  • Use Permit for “Barns or riding areas” (Sec.64-1840) to construct a 210’ x 140’ covered riding arena and a five-part Concurrent Variance: 1) To allow parking within 75’ of the east property line (Sec.64-1840 (b)(1)); 2) To reduce the 50’ City undisturbed stream buffer and 25’ impervious setback (Sec.20-426(1) and (2)); 3) To allow a riding ring/area that is covered to be located less than 100’ from property line (Sec.64-415(a)(8)); 4) To allow an existing stable to be located closer than 100’ to any property line (Sec.64-415(a)(2)); 5) To allow an existing accessory building to be closer than 25’ to a side property line and closer than 50’ to a rear property line (Sec.64-416(c)(1) and (d)). B. V23-01, 2935 Manorview Lane Applicant:  Bruno Monoue Request(s):  • To allow an existing cabana to encroach the 25-foot side setback requirement by 6.6 feet. (Sec. 64-416(c)(1)). Comments: DRB noted the changes in the size of the built cabana, and inconsistencies in application to HOA and the City. DRB did not find the hardship due to the shape and size of the property causing the need for the cabana encroachment into the setback. Sighting the HOA’s and the neighbor’s concerns, DRB concluded that the relief would cause detriment to the public good. Therefore, DRB recommended denial of the variance. C. V23-02, 315 Blackberry Ridge Trail Applicant:  Scott D. Reece/Brumbelow-Reese & Associates, Inc. Request(s):  • To allow a proposed single-family home to encroach the 60-foot front setback requirement by 9 feet. (Sec. 64-614(b)). Comments: DRB recommends approval of the variance because the encroachment aligns with the placement of the house next door, and the applicant has multiple support letters. DRB recommends obtaining a support letter from the property owner across the street. 7. FINAL REVIEWS None 8. NEW BUSINESS None 9. OLD BUSINESS None 10.
