APPROVAL / AMENDMENT OF AGENDA Motion to Approve the October 3, 2023 Agenda as published: Mary Cronk Second: Casey Robinson Vote: 5-0 (Approved) 4. APPROVAL OF MEETING MINUTES Motion to Approve the September 12, 2023 Action Report with the correction on Agenda Item # 5c: 13325 Arnold Mill Road (demolition)by rewording the enumerated conditions; and Agenda Item # 6b: V23-14, 13790 Birmingham Highway (variance) to include additional comments: Mary Cronk Second: Rachel Greathouse Vote: 5-0 (Approved) *A copy of the amended September 12, 2023 Action Report is attached. Corrections are highlighted in red font. 5. DEMOLITION OF STRUCTURES A. 15745 Hamby Road Applicant: Scott D. Reece / Brumbelow-Reese & Associates, Inc.  Request(s):  • Demolition of existing houses, pool, garage, building, and a portion of the driveway. Motion to Approve the demolition plan as presented including staff comments: Ken Warlick Second: Doug Hene Vote: 5-0 (Approved) 6. COURTESY REVIEWS A. V23-16, 14745 Wood Road Applicant: Joe Cua Request(s):  • Part 1: To allow an existing barn to encroach into the 100-foot building setback for housing animals by 98.9 feet adjacent to the north (side setback) property line, and 77.6 feet to the east (rear setback) property line. (Sec. 64-415 (a) (4) a)) • Part 2: To allow an existing barn to encroach into the 150-foot building setback for housing animals from an occupied structure on an adjacent property by 82 feet, adjacent to the north property line. (Sec. 64-415 (a) (4) a)) Comments: The DRB recommends approval of the variance request, and echoed similar but less in-depth comments from the September 12th DRB meeting where the variances for Shed A and Shed B were discussed. The DRB acknowledged that if the barn was to be rebuilt, it was important to have the materials and finishes to be cohesive with the other structures on the property. DRB recommended the condition that if the barn is rebuilt, the barn shall be rebuilt with similar materials to the other structures on the property. B. V23-17, 3144 Watsons Bend Applicant: Kostantinos Skouras Request(s):  • To allow the lot coverage for an AG-1 zoned property that fronts a private street to increase from a maximum allowed of 25 percent to 27.77 percent. (Sec. 64-1141(d)(1)(a)) Comments: The DRB recommends approval of the variance request with a maximum of 26.3% total lot coverage. The Board acknowledged that this lot is more squeezed than a typical Milton lot, as around one-third of the lot is a golf course easement. The Board inquired if the applicant was comfortable moving forward with the staff recommendation of 26.3% total lot coverage. The applicant replied yes if the pool decking and pool layout could be modified to accommodate the 26.3% total lot coverage. One board member recommended looking into synthetic turf, as this surface does not count toward lot coverage totals. 7. FINAL REVIEWS A. Five Below, 13069 GA-9, Suite 2520 (Building Review) Applicant: Robert Day / MCG Architecture Request(s):  • Remodel the façade of an existing commercial building for a new tenant. Motion to recommend Approval of the building plan to the Community Development Director as presented including staff comments with the provision that the royal blue awnings included in two places on the West Exterior Elevation plan and one place on the South Exterior Elevation plan are corrected to black as the applicant had agreed to: Ken Warlick Second: Doug Hene Vote: 5-0 (Approved) B. 123 Total Fitness, 12874 Highway 9 N - Site Review Applicant: Scott D. Reliant Building, 860 Mayfield Road (Site/Landscape Review) Applicant: Tim Sliger / Hendrick Inc. Request(s):  • Review of site/landscape plan of a proposed site for a new building. Motion to recommend Deferral of the proposed site/landscape plan for 30 days to modify the plan to provide a better visual representation of the landscape features: Reid Casey Second: Doug Hene Vote: 5-0 (Approved) E. Reliant Building, 860 Mayfield Road (Building/Architecture Review) Applicant: Tim Sliger / Hendrick Inc. Request(s):  • Review of building/architecture plan of a proposed new building. Motion to recommend Deferral of the proposed building/architecture plan for 30 days to modify the plan to accommodate the Board’s recommendations regarding color (more limestone and nebulous white), building placement, and a graphic representation of the overall building and landscaping to provide better visualization: Ken Warlick Second: Reid Casey Vote: 5-0 (Approved) 8.
