Having been a resident for 22 years, our neighborhood has thrived as a quiet residential subdivision, and we are determined to preserve its peaceful ambiance. Granting this license would result in a significant surge of traffic, with up to 350 additional cars entering and leaving the neighborhood each week. The departure of these vehicles, potentially operated by individuals who have consumed alcohol, poses a safety concern for our community. As the first home in the neighborhood, we already encounter difficulties pulling out of our driveway due to the topography and speeding vehicles on the hill. Providence Plantation , a hilly neighborhood without sidewalks, and frequented by children, pets, and pedestrians, is ill-suited for the influx of traffic associated with commercial alcohol consumption. The existing infrastructure is not equipped to accommodate the proposed increase in vehicular activity, jeopardizing the safety and well- being of our res idents. In light of these considerations, we respectfully urge the City Council to reconsider the approval of an alcohol license in our peaceful residential enclave. Our community's un ique characteristics and the potential safety risks make it an inappropriate location for the business of alcohol consumption and distribution. Development should occur in this area that is compatible with the adopted Master Plan and the supporting Form-Based Code. The existing patterns of a mixed-use development within the Character Area should be encouraged and expanded in accordance with the Form-Based Code. There are a limited number of undeveloped parcels . but there are opportunities for redevelopment along the Highway 9 corridor and within the Deerfield Character Area which provides the opportunity to convert outdated and inconsistent developments into the desired design aesthetic that the Form- Based Code prescribes . New development and redeve lopment provide the opportunity for innovative design elements such as locating parking to the rear , limiting signage, and incorporating street trees and pedestrian amenities. To mitigate the overdeve lopment of parking areas. new parking should only be developed in areas wl1ere shared parking or existing parking is not an option . If necessary, new surf ace parking options shou ld uti lize permeable paving alternatives and landscaping to mitigate the deleterious effects of stormwater run-off. heat is lands. and other environmental considerations . To further the demand for employment opportunities in proximity to residential development in the City of Milton. redeve lopment of the Deerfield Character Area should encourage professional uses and expanding existing commercial and service sectors . higher density residential developm Character Area and new develo ment in this Character Area should continue to reflect traditional neighborhood desi n rinciples such as smal ler lots. a mix of housing types, access to pocket parks , and pedestrian access to commercial services and community amenities. Tree Canopy Cover Requirements 27.1. Tree canopy cover shall be required on all properties in connection with development activity as a condition of development. 27.2. The amount of tree canopy cover required on a lot as a condition of development shall be the amount currently existing or the minimum amount set forth in Table 1, whichever is less. Canopy coverage shall be met with existing trees to remain on site or a combination of existing trees and newly planted trees .
