The city strongly recommends that you review tonight 's agenda carefully and if you wish to speak on any item on the agenda then please bring your comment cards to the clerk as soon as possible. By the Milton rules allow a speaker to turn in their comment card up until the clerk calls the agenda item. Once the agenda item is called no more comment cards can be accepted. I would like to remind those in attendance to please silence all cell phones at this time. I'm here tonight to thank you for taking a few minutes to recognize Ms. Katie Reeves for her significant and important service to our community. She 's very much worthy of a resolution. Just a few words of appreciation for her tireless public service to the Fulton Regular Meetin g of t he Milton City Council January 18, 20 23 4 Page 4 of 17 Mayor Jamison : City Clerk: County community , and especially North Fulton . 15 years I had the pleasure to work with Ms. Reeves and I can honestly say that she taught me so many things about engaging , especially as a parent. Not just sitting in meetings but speaking up and engaging to the point of taking us down to the state capital to discuss a new math curriculum that came in that we successfully eradicated. Katie also was great at never ever, ever shying away from conflict, especially during the battles of redistricting, human resources issues. I think I saw her police escorted out of almost every high school. I know most middle schools and a couple of elementary schools. Katie never shied away from being in front of the community. On good days and also bad days she is a bold leader. Her intelligence on the issues that really mattered was striking . To be able to site Word docs, explain the millage rate to me year after year. I finally got it, Katie. And she knew the past five years . And again , her dedication. I don 't know of one phone call or email that didn 't go unanswered. Even when it was tense Katie always called back , she addressed issues, and it was just an honor to work with you and I appreciate your service. You are a great leader and I hope you find your next leadership position. And in the meantime , may you and Cliff shop in peace at Publix. [La u ghin g]. Thank you . Okay . B is approval of the January 9, 2023 , work session meeting minutes . Agenda item number 23010 . C is approval of a professional services agreement with Stevens Gymnasium Inc . to provide basketball court refinishing at Mill Springs Academ y, Northwestern Midd le School , and Hopewell Middle School. Agenda item number 23011. Item D is approval of a serv ices agreement of the city of Mi lton and Professional Probation Services for probation supervision and rehabilitation services for the municipal court. Agenda item number 23012. Next is approval of a professional services agreement between the city of Milton and Bristol Contracting LLC to provide epoxy floor coating at the Broadwell pavilion. Agenda item number 23013. The y have lived there since 1985 . Billy is a nati ve Georgian , which we don 't often see. He 's a terrific fit for this position on the Board of Zoning and Appeals for a number of reasons. Billy started his own residential construction remodeling company about 50 years ago , so he really understands the building industry . There is a couple of other things where he has worked with the city and county government. I was instructed that Billy and a number of others saved Crooked Creek from being a landfill some 25 years ago. And also , a number of years ago Billy worked on the Milton Highway 9 overlay project. I believe Billy Carman is a great fit for the BZA and I'm asking City Council to approved him for the district 3, post 1 position. Thank you. Now I will open it for a motion then. Will the city cle rk please sound the first item . Mayor, th at first item is proclamation honoring longtime Fulton County Board Member Ms . Katie Reeves. Agenda item number 23016 .Mayor. Thank you. So tonight , is a bittersweet night. I think any person who has been in Fult on County Sc hools over the last 20 years knows the name Katie Reeves. She has fought tirelessly for all the children in academ ics and success and has been there for every parent t hat has call ed her. Kind of like Council member Bentley has said . She always pi cks up the phone . Always does community m eetings. She 's always engagi ng . And she has worked tirelessly over the last 20 years , and I know a lot of us that sit here have Regular Meeting of the Milton City Council January 18, 2023 8 Page 8 of 17 Katie Ree ves : talked to her over the years with the children in school. So , I am very proud to read this proclamation to Katie and congratulate her tonight on her "retirement". So, this is the proclamation that's honoring longtime Fulton County School Board Member Katie Reeves. Whereas Katie Reeves has been a tremendous hands-on champion of students , teachers, and families for more than two decades, and whereas she ran for a seat of the Fulton County Board of Education in 1999 touting the slogan , I will listen to parents. A promise that she's kept continuously since. And whereas Reeves won that race , and five reelection contests represent Milton, Alpharetta, and parts of Roswell. Becoming the board 's longest serving member until stepping down late last year. And whereas she worked with 9 Fulton County School Superintendents, served as Board President from 2003 to 2005 , and has been an earnest advocate for Milton residents since our city 's founding . And whereas on the Board Reeves helped oversee the East Block construction program that led to the opening of 45 schools such as Alpharetta High in 2004 , Milton High in 2005, Cambridge High in 2012 , and the Innovation Stem School in 2021. And whereas she successfully advocated for lowering school related property tax rates and emerged as a trusted, go -to curriculum expert . And whereas Reeves has contributed outside Fulton County Schools as well, including as part of the governor's task force on a state school superintendent transition committee , and with the North Fulton Chamber of Commerce . And whereas , in her endeavors Reeves has resolutely put the interests of area families first and helped our local public school system becoming among the best anywhere in the world. And now therefore we, the Mayor and the City Council of the ci ty of Milton, recognize , honor, and thank Katie Reeves for her dedicated service to our schools and the greater community. Mayor , item B is proclamation honoring the Milton Tennis Center girls 15U AL TA division and city champions. Agenda item number 23017 . Mayor. Thank you. Seems like we do this every year now since we have added the tennis team to our parks and rec. I know Terry O 'Brian has done a fantastic job and he keeps on creating winners here. And it is my honor to give this proclamation to you all. So , this is a proclamation honoring the girls 15U ALT A division and city champions . And this is whereas the Milton Tennis Center program under Coach Terry O 'Brian has provided invaluable instruction and competitive opportunities to hundreds of adults and children since its conception in 1996. And whereas the players with this city affiliated program based at Milton City Park and Preserve have learned about the sport of tennis and excelled in countless matches capturing a total of 112 AL TA division championships and 35 AL TA city championships. And whereas this past fall , the Milton Tennis Center 's girls 15 U team won their division with a 5 and 1 record and ad vanced to the playoffs as a number one seed. And whereas this team battled Highland Point before a packed crowd at Dekalb Tennis Center for the city championship , coming back to capture this prestigious title by a 35 to 28 score. And whereas this is among several successful Milton Tennis Center teams this past season with others including the men 's B team that reached the city finals , the women 's Thursday A4 division champions , and the boy 's 12U division champions . No w therefore we , the Mayor and the City Council of the City of Milton , recognize and celebrate the success of all these Milton Tennis Center teams and particularly the 2022 city championship winning girls 15U squad . Mayor, item A is consideration of an ordinance amendment to chapter 48 , article 4 , for modifications to traffic calling. Agenda item number 23018. And item B is consideration of an ordinance to amend appendix A related to chapter 34 , article 2, section 34 through 24 of the Milton City code to allow for collection of registration fees for the newly created Milton summer da y camp. It is agenda item number 23021. Mayor and council that's my item tonight and as you all obviously are aware of, this year will be a year that we will be holding elections for county council seats for district 1, post 2, district 2 , post 2, and district 3, post 3 -2, I'm sorry. A lot of numbers in there. As a reminder the Georgia code requires that we provide a fixing of the qualifying fees that are to be done no later than February the l5 1. Those qualifying fees shall be set as a 3% rate of the total gross salary of the office that is paid. It 's 13 ,000 thus equals the 3% at 390 and that would be the qualifying fee that would be also advertised in our legal organ to notify our citizens of the upcoming seat center available and the fee that will be associated . Mayor , that next item is consideration of a land acqms1t10n agreement for purchase of realty totaling 4.86 acres between the city of Milton and John W . N . Hudson and Rita B. Hudson for Regular Meeting of the Milton City Council January 18, 2023 12 Page 12 of 17 Tom McKlveen: CM Jacobus: Tom McKlveen : parcel with situs , I believe, address of 13580 Hope well Road in Milton with assigned tax parcel number 22477009090485. Agenda item number 23022. Our parks and rec director Mr. Tom McKlveen . Evening , Mayor and Council. What I ha ve for y our consideration this evening is the approval of a land acquisition contract to acquire 4.86 acres of land off Hopewell Road. This particular property would be earmarked for future active and passive park expansion. The acquisition of these three properties is supported by multiple Milton planning documents. The 2027 comprehensi ve parks and recreation master plan called for an additional 40 to 60 acres of active space be developed to accommodate Milton 's population and level of service demands . Additionall y, land acquisition is supported by the cities strategic plan under priori ty number 3, goal 1 to develop and maintain active park spaces and facilities where all Milton residents can enjoy recreational opportunities . Finally the comprehensive plans short term work program called to begin the process to acquire land for active park space in accordance with the parks and recreation master plan. In tonight's presentation I'll go over an overview of the property , where it 's located , and the details of the land acquisition contract itself. Here I'd like to orient you where this property sits within the city limits . On this map it's the small red outlined property circled in blue. You 'll be able to see on the next slide what a great feature is the location of this property and its proximity to Providence Park and the three parcels directly located to the south. I'd also like to show what this acquisition would do for the geographic locations of all of our active recreation parks within the city. The addition of this property would distribute the parks throughout the city rather nicely. You have Memorial Park here. You have the Milton City Park and Preserve here. The Legacy Park down here. And then the property that we 're discussing this evening is right here. That 's great. So that gives us a nice spacing of our parks . The phy sical address of this property is 13580 Hopewell Road . Here is a zoomed in map with the property outlined in red. The addition of these 4 .86 acres will create additional flexibility when master planning this entire Regular Meeting of the Milton City Council January 18, 2023 13 Page 13 of 17 Mayor Jamison : CM Moore: CM Jacobus : Mayor Jamison: City Clerk : Mayor Jamison: CM Mohrig: CM Verhoff: Mayor Jamison: Councilmembers: assemblage of properties that are expected to be a park, which would be both the blue and the red. Excuse me. And then that connectivity to Providence Park, grey here , would give us a really robust trail system that could be implemented throughout all the properties. Here are the contract details for this contract. The purchase price wou ld be $1.4 million with a 60-day due diligence period . Closing would be 30 days from the conclusion of that due diligence and post close the seller would have 60 days to access the property and remove personal belon gings . There are a lot of personal belongings on this property, so they are welcome to take their things. But with that I'll entertain any questions. All right. Questions for Tom? Great work, Tom. Mayor, that next item is approval of a construction se rv ices agreement between the city of Milton and Investment Protection Services LLC doing business as the gate doctor for a fence at the public safety comp lex. Agenda item number 23023 . Our police chief, Mr. Chief Austin. Greetings Mayor , members of Council. Tonight , before you is consideration of a construction services agreement. This would be for a security fence around our public safety complex, around the back area with unsecured parking . A bit about this project. This was submitted to the DRB for re v iew per city ordinance with recommended approval. It 's a black , galvanized steel , six-foot-tall fence . It 's very aesthetically pleasing , and it aligns well with our existing building construction. And this is phase one of a proposed two phase project which will include the gate and the fence . Here is an example of a department that has such a gate . As you can see the secured back lot is separating the public area is on the left side. It works well. The building is actually very much like ours in many ways. You can see it just sort of blends in without causing a big old obstruction . Our proposed fence would be along school road here. This is 9 over here and the entrance to the fire department. We 'll get back to this photo in just a moment as we discuss some of the other considerations for the need for the fencing . The visitor parking area, it 's just not very intuitive . We set the building to where the back of the fire department meets the back of the police department. This maximized our parking , it was a great design , but without the fence it's just not very intuitive as to where y ou 're going. This causes a stream of pedestrian and vehicular traffic in our res tricted parking area. And this happens dail y . Since we didn 't reall y ex pect a lot of visitors to the po lice department , an occasional picking up of a report and fingerprinting and that. And perhaps some heavy days. But what we 've found since we 've been under the IGA with the court is we 're reall y getting a lot of use out of the building , which is great , but we have this pedestrian and foot traffic dail y . Regular Meeting of the Milton City Council January 18, 2023 15 Page 15 of 17 Mayor Jamison: CM Jacobus: Mayor Jamison : City Clerk: Mayor Jamison: There's confusion and frustration for visitors as they try to enter from the restricted area. So, if we can just go back to that photo for a moment. So, what happens is folks are already a little flustered having to come to court perhaps and they go down school dri ve here and they see , the first thing they see are a group of police cars. So , they just associate that with court it seems and they drive in. They try to get into this back employee entrance, which is a secured entrance. Sometimes they ' 11 wander over to the fire department admin. They'll try to find court in that. We 've tried signage. We have a sign right here on this island that says restricted parking. So, we've tried everything but a fence at this point. But sort of getting back to the need . This would pro vide security for employees as they go back and forth to work. And we have a lot of civilian employees in the building as well as police officers and also the employees personal vehicles. We've seen unfortunate incidents across metro Atlanta where police officers cars have been vandalized as well as police vehicles. So it would provide that security for our police vehicles and we also keep other mobile equipment back there as well; the speed trailers that we all know and love. We have to charge them back there. We have police cars that are charging that are spare. And it also provides security for police officers and detectives with arrestees in custody. So , you can imagine if they 're transporting someone from a car inside the building and then someone's trying to come up and ask for directions for court , they get di stracted, that causes a three-prong safety problem for the officer, for the arrestee, and for the member.
