Adjournment Minutes Fist Kick -Off Meeting City of Milton Tree Preservation Committee June 26, 2008 Page 2 of 4 Call to Order ➢ Meeting called to order by Mark Law, City Arborist Introductions of those in attendance Roger Festa - Developer Zack Middlebrooks, Metro Groups Diane Palmer, CPA/Bethany Bend Scott Gronholm, Developer Meeting Notes: Roger Festa ➢ Make plan where developers can save the trees ➢ How can the tree ordinance help other ordinances PowerPoint Presentation Shared with Group ➢ Great photos of Milton trees shown ➢ Study in projects in urban area showing how trees affected human behavior ➢ Council priorities/concerns shared with group ➢ Photos of poor tree preservation techniques shown ➢ What is a specimen tree ■ age, health condition, caliper, etc. ■ not just size... aesthetics ➢ Proper pricing and maintenance ➢ Better coordination with tree removal companies Mark Law, City Arborist: ➢ Recommended Committee consider a tree removal permitting process ➢ To be an expedited effort to bring before Council ➢ Problem occurring recently in residential districts ➢ Should tree companies and/or private homeowners be required to pull permits for tree removal? ➢ What would cost of permit b for the effort? ➢ Currently tree plan review looks only at specimen trees on the site plan and review of overall density units per acre Guest Joe Padilla: ➢ Issue of developing a "good conservation subdivision" ordinance in Milton to protect tree areas Minutes Fist Kick -Off Meeting City of Milton Tree Preservation Committee June 26, 2008 Page 3 of 4 Roger Festa: ➢ He and Bob Johnson built the first Conservation Subdivision Ordinance in Connecticut Guest Jahnee Prince (Council for Quality Growth): ➢ Would all the information on trees be in one document and not a cross- referenced approach between overlays and zoning sections? Guest Joe Padilla: ➢ Mentioned City of Woodstock tree plan that gave extra credit for preservation of large canopy trees based on a "unit count" methodology framework Roger Festa: ➢ Discussion a simplified plan for user-friendliness and administration of the program ■ Recommended planting 2 inch trees over 3 inch or greater based on survivability and drought Mark Law, City Arborist: ➢ Mentioned in his experience he has seen difficulty in with 4-6 inch trees thriving. ➢ Stated that a smaller tree will establish itself sooner than a larger tree. ➢ This needs to be taken into consideration during droughts or watering bans.
