Call to Order
➢ Meeting called to order by Mark Law, City Arborist
Meeting Notes:
Review of Tree Ordinance and Recommendations
Recommendations:
➢ Roger Festa first recommended that "City of Milton" needs to replace all
references to Fulton County throughout the Tree Ordinance.
➢ Regarding Section I.B. of the Tree Ordinance, Roger Festa stated that there were
not enough purposes, and that two other purposes should be included which
consist of 1) re -vegetate stream areas and public roadways to help improve
water quality and 2) re -vegetate areas in heat zones.
➢ Regarding Section II.B. of the Tree Ordinance, Roger Festa recommended that
"or any tree removal" be added to this section.
➢ Regarding Section II C., Roger Festa recommended "all" be added to this section
to ensure that not just developers are responsible for tree removal procedures.
Mr. Festa also wanted to add a clause to this section which stated that no tree
removal should be granted unless it meets requirements of the City of Milton
Tree Ordinance.

➢ Diane Palmer raised the question of how the city can educate the public of new
rules, and requirements. Public input meetings and the Milton Herald were
discussed as possibilities.
➢ Regarding Section III (Definitions), Alice Wakefield made a recommendation
that the committee come back to definitions after the rest of the ordinance has
been reviewed. However, a cursory review of definitions still happened at the
meeting.
➢ Regarding Section III 3.C, Roger Festa recommended that "Or re -vegetated
stream buffer" should be added to the definition.
➢ Mr. Festa further commented about definition 17, land disturbing activity, and
noted that land disturbance is done a lot by equipment, and recommended that
equipment be added to the definition.
➢ Regarding definition 29 of Section III, state waters, Roger Festa made the
recommendation to delete "drainage systems" from the definition.
➢ Regarding 32 B of Section III, Roger Festa recommended that "or species" be
added to this definition.
➢ City Arborist, Mark Law, then described Japanese maples and stated how they
are uncommon to this area.
➢ Regarding 32 D, Roger Festa said that part D of this definition is open to too
much interpretation.
➢ Mr. Festa recommended that another definition (33 A) should be added to the
ordinance, which would discuss the Tree Fund.
➢ Regarding Section IV. A, City Arborist, Mark Law, made the recommendation
that "certified by Landscape Architect" be added to this definition.
➢ Regarding Section IV. D, a recommendation was made to add "issuance of pool
and fence permit" to the section.

➢ Roger Festa made the suggestion that under Section V. A, "Or resident" should
be added to the section, not just owner and developer.
Discussion of Plan Goals
➢ The tree committee came to a consensus that tree permit research needs to be
done for a future tree permit application in the City of Milton. The tree permit
removal application would then be based on the size/type of tree, as prescribed
by the tree committee at a later date.

Meeting Minutes
➢ The approval of the June 26, 2008 meeting minutes of the Milton Tree
Preservation Committee were deferred until the July 23, 2008 meeting, pending
approval of the Committee Members.

➢ The Milton Tree Preservation Committee meeting adjourned at 5:30 p.m.
