Milton Disability Awareness Committee Meeting Minutes
July 1, 2009
The meeting was called to order at 7:15 p.m.
In attendance were Laura York, Tib Holland, Renee Catanzaro, Gary Arnold, Sharon
Lockwood, Marcia O’Shaughnessy, and Ann Coggins.
Also in attendance were Linda Blow, City Staff, and guest Marie Latta, ADA Consultant.
Committee Chair Ann Coggins thanked Sharon Lockwood who thought of the idea for
MDAC to participate in the Milton 4th of July Parade. Linda procured the parade T-shirts
and Ally and Ann have worked long and hard on the banner, overcoming numerous
technical problems. The banner will be ready to be picked up tomorrow. MDAC
members planning to participate in the parade are Ann, Sharon, Renee, and Gary.
The June minutes were not available for approval.
Guest Marie Latta urged MDAC to support the Resolution for Universal Access she has
drafted. Marie has created this resolution to crystallize Milton’s commitment to creating
a fully accessible community. MDAC questioned the verbiage and legal ramifications of
the resolution. Marie is meeting with City Manager Chris Lagerbloom tomorrow, July
2nd and wants MDAC members to accompany her to show support for the resolution.
Marie reported she is working on a housing ordinance with the Milton Fire Chief, that the
Notice of Nondiscrimination should be publicized during ADA month, and that Matt
Marietta was very committed to the Emergency Preparedness Plan.
Old Business:
Bike and Ped Path : As discussed previously the accessibility statement in the Bike and
Ped Path Plan adopted by the City is of concern as it does not provide clear guidance on
this issue, especially to contractors who may be implementing this plan. MDAC drafted
the following to replace the present wording:
“The Committee guarantees persons who have disabilities full and equal accommodation
and enjoyment of the goods and services offered on all public trails in accordance with
the Americans with Disabilities Act.”
Laura York moved to accept this statement for recommendation to replace the present
wording for the Bike and Ped Path Plan that was adopted by City Council. Gary Arnold
seconded the motion. Motion passed unanimously. Laura York will prepare the letter to
present to City Manager Chris Lagerbloom. Marie Latta offered to write a letter in
support of MDAC’s letter but there was no vote to accept her offer by the Committee.
Member Recruitment: Committee discussed ways to recruit additional members; putting
articles in the Access Milton e-newsletter with Tim Enloe and in the PTA newsletters to
spread the word about our committee were agreed to be good ideas.
New Business:
Tib suggested researching the possibility of a tax credit for building to Universal Design
Standards.
Next meeting August 5.
