Ann o Minutes approved. HB 1335 Discussion • Ann ❑ Pursuant to new House Bill 1338, as of July 1, 2010: it is no longer a requirement of the bill to be a person with a disability in order to issue citations for illegally parking in accessible parking spaces. Andrew o We're going to try it and see how it goes. o We will issue ticket books to members of the Council and to members of MDAC. o There are numbers that correspond for tracking to see who is writing the tickets. Q Any time you are acting in a law enforcement capacity you have to understand there are some dangers. ❑ There is a reason that we wear vests and carry guns. ❑ Anytime a certified officer has to show probably cause for the case. ❑ I don't know what will happen if someone tries to fight one of these tickets. ❑ Look at this as more of education for our citizens. o If you take a picture where you can see the sign, tag, and car you have probable cause. ❑ The tickets are self explanatory with the fields that need to be filled in. ❑ The fine is $358 for an illegally parked car in a handicapped spot. o If someone wants to fight this and refuse to pay it, we would actually have to civilly sue them for the balance of their tickets. ❑ We would only have a few books to sign out for MDAC to try them out. a The hash mark parking is also illegal. a These books have not been used as a "warning" ticket. ❑ If you want to sign out the ticket books, you can contact Andrew. ❑ If you have any questions, contact Andrew. o Discussion on possible discount on drivers insurance if citizens take the police citizens academy. a Ann to meet with Nick O'Day to get GIS for map of Milton. MDAC Minutes August 11, 2010 Awareness Monthly Meeting • Ann o Decide frequency of meetings. o contact unsuccessful with Laura about her suggested presenter o meetings to create interest, awareness, and connect citizens o offer opportunities to promote Milton businesses o include Q and A session o vary topics to gain interest 2010 Directory of Community Associations o Offer opportunities to merchants to advertise and support funding the directory. o Obtain costs estimate for printing. ❑ promoting merchants as welcoming and MDAC approval ❑ Consider respite programs families. o Training opportunities for providers. o include adoption support groups 200 Anniversary of ADA Proclamation ■ Ann o Proud that our city choose to participate. ❑ It was a lot of fun to be involved in the 2010 in 2010 project, an effort to gain 2010 proclamations in 2010. NAMI • Ann o CIT Training Transportation Planning • Julie Bell, Career Specialist with Briggs & Associates (Juliebell@windstream.net) o Able to secure employment but transportation is an issue ❑ Marta is cutting back lines. o Can this committee talk to the transportation group? ❑ 12 people live in Milton and are working or involved with Community Access and the biggest obstacle is transportation. ❑ Secured contract for $14 a day instead of $25 one way to work. ❑ To explore the Marta connection. o St. Thomas Acquinos on Rucker Rd. has a transportation ministry. ❑ Marta by law is only required to serve 3/4 of a mile off of the main route. ❑ Cherokee Co. CATS was started through a grant. o Cherokee Co. has a day training center, nursing home, and senior's center which helps with rural transportation. o access to trans. only between l0a.m. and Ip.m. ❑ request an adjustment based on need. o If Marta made themselves more available it would be better. Ann MDAC Minutes August 11, 2010 Need members from this committee to work with them and discuss needs of citizens o Need active members to support this + Sudie ■ Tib ❑ I think Kimley-Horne and Associates would be valuable to touch on North Fulton Transportation. o Contact Carter Lucas to find more information. ❑ Matt Marietta writes the grants for the City of Milton. a Appeal to employers for a Corporate matching grant. o It can be for the fee for the annual fee and work out a smaller amount for the employee. o Two things- 1.) Corporations will do National grants; 2.) employees of the specific branch make donation through paycheck deductions. o Write the corporation to say we need the money for this route. o Target is the largest corporate philanthropy. o company can write it off. New name ideas for the communitv awareness arou ❑ Community Awareness Sessions ❑ Community Connections o Connecting Communities ❑ CAN- Community Awareness Networks ❑ Community Awareness Productivity ❑ "Milton CAN"- to be voted on ❑ need active MDAC members to support this effort Replacing Ann In MDAC Ann o stepping down as chair of MDAC o MDAC should begin search for new committee chair o formally working as community organizer Renee o I think Laura should be the one to take the chair. o I don't see any reason you .can't stay on board with MDAC. Birmingham Park Accessibility + Renee o We are at the point where we still can't do anything. o They are still in the planning process. ❑ We have been told that it will be accessible. o The grant money at the park was supposed to be used for new restrooms. o I don't know if we can find out whatever happened to the grant money. o Contacting Cyndee Bonacci for an update about Bell Memorial and Birmingham. MDAC Minutes August 11 2010 a Will provide written recommendation from MDAC to address parks and rec. programs Safe Routes to School Ann o Milton received funds through Safe Routes to School Grant providing sidewalks.
