Meeting Minutes
Tuesday, January 4, 20117:00 PM
In attendance: Gary Arnold, Ann Coggins, Renee Catanzaro, Vincent Catanzaro, Sharon Lockwood,
Kennard Woods
The committee met at the home of Ann Coggins.
Chairperson Ann Coggins opened the meeting with a discussion of an article that appeared in the 12/15
edition of the Milton Herald, voicing opposition to MDAC's stand on the Watercolors proposed
development within the City of Milton. The committee came to the following conclusions:
1) No response/rebuttal was needed to the article
2) MDAC's hope is to successfully help citizens discover the best options for their loved ones,
whether that is in a self-contained community or with a community emersion approach.
Discussions were then led by Ann Coggins regarding her need to step down as Chairperson of MDAC and
whether the committee desired to continuing serving as a board to the City. The committee carne to
the following conclusions:
1) Yes, the MDAC board still desires to serve the city
2) By Laws and all pertinent founding documents need to be produced, reviewed and possibly
amended to properly address board members terms of office, nominations, and
resignations, and the governance of MDAC, etc.
3) Ken offered his assistance to review said documents and members agreed to have him
proceed.
Next topic of discussion was the 1/5/11 scheduled meeting with Watercolors Developer and Architect,
Rick Swanson at Elements Coffee House in Milton. It was noted that the meeting was requested by
them after their zoning was approved with conditions. Bullet points for the meeting were discussed and
agreed to be sent to appropriate members under separate cover. Important points are as follows:
1) MDAC's involvement in this matter is as it relates directly to our mission statement and our
concern is less about the community having access to persons that may reside there, but
more about those persons having access to the whole of our community.
2) Our desire is to create a community partnership with Watercolors and not to have the
perception of an adversarial relationship, but rather one working towards a common goal.
3) Discussed our desire for Citizen Advocates and connecting individuals to community;
"PATH" or Person Centered Planning using PATH MAPS was voiced.
4) The desire to explore a transportation partnership with city officials, with perhaps a tax
incentive.
The group next discussed how MDAC needs to have representation at Planning Commission, Board of
Zoning and Appeals meetings so that we can stay in front of upcoming projects, and changes in direction
of the city. MDAC further desires to form more of an upfront relationship with Milton's contracted
surveyors and civil engineers so that we can provide the city with appropriate future recommendations.

Members were reminded of upcoming events including the Winter Institute and the next Milton
Community Link, scheduled for 1/11 at 7:00 prn where author Tom Kohler will present the Waddie
Welcome, Beloved Community Book.
