HomeMy WebLinkAboutMinutes - PRAB - 02-16-2012MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday,February 16,2012 11:30 a.m. Executive Conference Room CALL TO ORDER Meeting was called to order by Chairman Mark Reed at 11:31 a.m. ROLL CALL Rollcall was taken by Mark Reed. MEMBERS PRESENT Mark Reed David Dulcv Ron Hill David Shannon Wally Brittain OTHERS PRESENT John Rebar,Parks and Recreation Director Quorum was announced by Mark Reed. APPROVAL OF PAST MINUTES Motion to approve minutes of the January 5th meeting was made by Ron Hill and seconded by Davis Duley.The vote was unanimous and motion carried. PUBLIC COMMENT None NEW AND UNFINISHED BUSINESS a) Park Naming- newparkadjacent to Crabapplc Crossing Elementary:John Rebar kicked off meetingbyopening up discussion regarding the naming of the newpark to open this yearon Birmingham Highway adjacent to crabapplc Crossing Elementary. It was discussed that PRAB had opportunity to recommend a name to Citystaff.PRAB members present did not have a particular preference and discussed that the name should not be a 'marquee'name that should be reserved for a larger park that may be developed in Crabapple area in the future (the park in question is only about 2 acres).PRAB agreed that a park name with 'Crabapplc'should be reserved for a larger park.PRAB also discussed that it would be a great idea for City staff to get ideas via a naming competition form the City's 6lh graders. Mark Reed made a motion to recommend to City staff that the park naming for the 2-acre park should not contain the word 'Crabapplc'and that City staff initiate a naming competition for the sixth graders at Northwestern and Hopewell to participate in. Ron Hill seconded the motion and the motion carried by unanimous vote. b) Development of Middle Schools in Milton: Discussions took place by PRAB on the best way for the City to leverage the FCBOE resources at the Hopewell and Northwestern middle schools in order to provide programming to the city residents. Mark Reed noted that the middle school fields and facilities are generally available during school year after 5Pm during the week and on weekends. He also noted that while the City has negotiated facilities use agreements with these middle schools (which will be implemented after field improvements this summer); the City should consider a larger investment in turf, lights and possibh restrooms as a way to expand programming and alleviate the demand for field space. John Rebar noted that while that may be an option, the City must determine its capital project financing alternatives. It was noted that the City has hired a financial consultant to review all of the City's capital requirements and recommend a plan to finance those project over a period of years. Until this plan is complete, discussions regarding potential extensive capital expenditures for parks and recreation will have to be tabled. David Duley continued discussion by bringing up the field/facilities demand issue of area middle school feeder teams associated with Milton and the new Cambridge high schools. COMMITTEE REPORTS a) Finance — No report. b) Partnerships — No report. CITY STAFF REPORTS AND COMMUNICATIONS a) Mr. Rebar gave his parks department update to the Board. The parks master plan project should be completed by late March. The park project adjacent Crabapple Crossing Elementary is expected to go to Council on March 191h. The City has entered into a joint venture agreement with YMCA for soccer and is looking to expand to summer camps. David Shannon pointed out to John Rebar that the City should look into government grants available to find some projects coming out of master plan.
