CITY OF MILTON PARKS AND RECREATION
ADVISORY BOARD

CALL TO ORDER
Meeting was called to order by Chairman Mark Reed at 11:31 a.m.

Quorum was announced by Mark Reed.
APPROVAL OF PAST MINUTES
Motion to approve minutes of the June 16th meeting was made by Scott Stachowski and seconded by Kathi
Wally Brittian. The vote was unanimous and motion carried.
PUBLIC COMMENT
None
NEW AND UNFINISHED BUSINESS
a) Mark Reed introduced the new Parks & Recreation Director, John Rebar. John, who started
on August 15th, gave a brief overview of his background and experience, with primary parks
and recreation experience coming from multiple cities in southern Florida.
b) Status of three motions approved at June 2011 PRAB meeting. Chris Lagerbloom, working
in the transition period between Parks & Recreation Directors recapped the status of IGA
agreement between Fulton County Dept of Education and the City at three area schools.
Davis Knox of Fulton Co. and Fulton C. attorneys are reviewing modified language proposed
by Milton regarding insurance/liability. The IGA covers Milton's use of the fields/facilities
at Hopewell Middle School, Cogburn Woods and Birmingham Falls Elementary Schools.
Improvements to be made by City at all of the above schools have been delayed until the end
of the school year.
c) Northpark negotiations following proposal made by City to City of Alpharetta to offset out of
resident fees that Milton resident pay by making City of Alpharetta whole and eliminating
out of resident fees paid by Milton residents for Northpark programs. Chris Lagerbloom and
Mr. rebar are reviewing in-house review and scoring of proposals and will make a vendor
selection anticipate in time for recommendation at Sept 7 Council Meeting.
COMMITTEE REPORTS
a) Finance — Chris Lagerbloom discussed the various ways the City is looking at financing
future capital projects with the City. For Parks & recreation, projects could possibly be
financed through revenue bonds requiring voter approval or under a separate Parks &
recreation Authority.
b) Partnerships — Jack Flowers stated the Horse Council will be scheduling a meeting soon;
update to follow. For HYA, Scott Stachowski stated Fall Baseball starts next week.
c) Communications — Kathi Cook. No update.
CITY STAFF REPORTS AND COMMUNICATIONS
a) Mr. Lagerbloom gave update on Providence Park. Fulton C. Commissioner Edwards is
pushing to have City of Milton purchase Providence Park at FMV when its remediation
efforts are finalized in 2012. Mayor Lockwood and Mr. Lagerbloom met with Commissioner
Houseman for developing strategy to counter this new development as it was the City's long
term understanding with the County that the Providence Park ownership would be
transferred to the City of Milton at the end of remediation at no cost to the City.
b) Wall -to Wall Soccer, leasing George Baker Park for soccer programs, has expressed desire to
City to run the City youth soccer programs in much the same way as HYA runs baseball at
Bell Memorial Park. Discussions are ongoing.
c) Mr. Lagerbloom gave PRAB an update on capital items related to Parks& Recreation that are
part of the fiscal year 2012 budget which the City is working on. He mentioned that City is
looking at hiring a part-time special events coordinator and will include cost in the budget.

Motion and Vote: A motion was made to adjourn the meeting by Scott Stachowski and seconded by
Jack Flowers. The vote was unanimous and motion carried. The City of Milton Parks and Recreation
Advisory Board meeting adjourned at 1:20p.m.
