CALL TO ORDER
Meeting was called to order by Chairman Mark Reed at 11:30 a.m.

APPROVAL OF PAST MINUTES
Motion to approve minutes of the January l'1h, 2013 meeting was made by Sue Rekuc and seconded by
David Shannon. The vote was unanimous and motion carried.

NEW AND UNFINISHED BUSINESS
aJ Poster and Banner Policy: Agenda item deferred until April 18 th PRAB meeting.
bJ Mandatory Reporter of Suspected Child Abuse: Law (state or fed??) went into effect July 1,
2012 requiring Parks & Recreation individuals who observe suspected child abuse to report
the observation to the appropriate authorities or to their supervisor. For workers under 18,
the presumption is that they have a supervisor and then must report any suspected child
abuse to the supervisor who then would contact the proper authorities. All city employees
must go through child abuse training which is conducted available through Fulton county fo
ProSolutions contractor. If there is a suspected incident at a city event or park, the city
employee or supervisor must complete and incident form.
c) Adaptive Recreation Programming: Cregge explained that the cities of Johns Creek,
Alpharetta, and Sandy Springs are developing a unified approach to their special
needs/adaptive recreation programming. The cities are following an approach developed by
the City of Udina, Minnesota. This model includes a unified approach whereby the same
application will be used across the different cities and each city will offer their unique
recreation programs to avoid duplication across the cities. Additionally, all out-of-city fees
will be waived for non-resident applicants from participating cities. To comply with HIPAA
rules, there will be one central data base to store sensitive medical information form the
applicants/participants. There is potential that each city would have to contribute toward a
Spevcial Needs Programming Coordinator when the need arises. Jim Cregge asked for the
support of PRAB for the City of Milton to participate with the other cities in this program
and further support for the waiving of non-resident fees. Mark Reed made a motion that
PRAB approve the City of Milton's efforts to be part of this area-wide coordinated effort
between the various cities' Park & Recreation departments and to approve of the waiving od
non-resident fees related to special needs programming. Dave Shannon seconded the
motion. A vote was held and the motion passed unanimously.
COMMITTEE REPORTS
a) Partnerships
a. HYA Update: Scott Stachowski was absent but Cregge gave brief update: march 9
was opening day for the Hopewell Youth Baseball Association spring season. Optech
had recently cleaned up Bell Memorial Park, planted trees, and installed bioswales to
assist in proper drainage. The fencing backstop for one of the fileds was fixed for a
cost of $2700. Auto off faucets in the park's bathrooms will be installed to save water
and to avoid septic tank backup and resulting flooding.
CITY STAFF REPORTS AND COMMUNICATIONS
a) IGA Discussion at Northwestern Middle School: AN IGA has been submitted to Fulton
County for approval for a 5yr term for a multipurpose field; City is also pursuing and IGA
for a turf baseball/softball diamond with ability to convert into a rectangle. Eaglestixx
Lacrosse has expressed interest in providing funding for rectangle. This effort can proceed
once Northwestern MS converts to a charter school; otherwise , this will not be possible
since NWMS would not be same specifications as rest of middle schools in the count. City of
Milton is pursuing a 15 deal for this turf filed (300'x60') with Fulton County Schools (FCS).
FCS would prefer to deal with City of Milton rather than Eaglestixx.
b) Bell Memorial Park
a. Park Bid Update: Forsythe-Gray (FG) won the bidding process to begin designing the
overall plan for Bell Memorial inclusive of the land acquired in 2012. FG is budgeted
to present the overall plan to PRAB once completed.
b. Stakeholder discussion: stakeholder discussion will be coordinated by Shapiro
Consultants. It has been recommended that no more than 12 people should be
identified as stakeholders to begin discussions/input regarding the design for Bell
Memorial.
c) Providence Park Update -Anthony Spencer, the Fulton County environmental
engineer/contractor says the Park is clean and waiting for EPD approval and signoff. The
activity building, however, is in disrepair and discussion will need to occur with Fulton
County on this issue.
d) Teenaged Programming: Parks & Rec planning to start teenage programming to include
coed dodgeball, ultimate frisbee, coed softball and kickball. Will market to local jigh scjools.
e) Deerfield Park: Jim Cregge reminded everyone about 7pm community meeting next
Tuesday.

h) Budget Review
i) Facilities Checklists; Tom Gilliam presented facilities checklist he developed to be used as a
tool between city and Optech (contractor doing maintenance for City) to inmprove
communication
j) Bicycle Lane Discussion: Mark Reed introduced this topic that will be researched by City
Staff. Per Georgia State Law, 3 feet of roadway to the shoulder of road is considered
reserved for bike lanes. The city can designate certain road as bike trails by simply
emblazoning the right side of road with bike lane logos.

Motion and Vote: A motion was made to adjourn the meeting by Wally Brittain and seconded by
David Shannon. The vote was unanimous and motion carried. The City of Milton Parks and Recreation
Advisory Board meeting adjourned at 1:30 p.m.
