This document includes limited presentation by Council and invited speakers in summary form. This is an official record of the Milton City Council Meeting proceedings. Official Meetings are audio recorded. The Special Called Work Session of the Mayor and Council of the City of Milton was held on November 1, 2010 at 5:30 PM, Mayor Joe Lockwood presiding. Council Members Present: Councilmember Karen Thurman, Councilmember Bill Lusk, Councilmember Burt Hewitt, and Councilmember Joe Longoria. Council Members Absent/Excused: Councilmember Julie Zahner Bailey and Councilmember Alan Tart. Mayor Lockwood: • Work Sessions are an informal setting to update Council on business items. • No votes will be taken during these sessions. • There are four (4) items on our Agenda tonight. • Public comment is allowed that is germane to an Agenda Item. • If you wish to speak you are required to fill out a comment card and turn it into the City Clerk staff. • Public comment will be allowed for a total of 10 minutes per agenda item and no more than 2 minutes per person. • Public comment will be heard at the beginning of each Item. • Once the item is called, no other comment cards will be accepted. Public Comment No Public Comment. City Clerk Gordon read Agenda Item #1. Presentation of State Certification Award to the City of Milton Police Department. (Presented by Michael Caldwell, Georgia Association of Chiefs of Police) Michael Caldwell presented a State Certification Award to the City of Milton Police Department. City Clerk Gordon read Agenda Item #2. 2. Proclamation Recognizing Homeless Awareness Month. Proclamation Honoring JC French and His Heroic, Lifesaving Effort. (Presented by Councilmember Lusk and the Sons of the American Revolution) City Clerk Gordon read Agenda Item #4. 4. Presentation of the City of Milton's Draft Comprehensive Plan. (Presented by Michele McIntosh -Ross - City Planner & George Ragsdale — Chair, CPA C) Lynn Tully: • This is our first final draft and we hope to see comments on it. • George Ragsdale has been working hard on this and we will present the contents. George Ragsdale: • What you have is a draft of the agenda which is the final piece of the comprehensive plan. • I would like to walk through the contents to give you a sense of what is here. • The most critical piece is the schedule so we can get this done by the end of the year. • We need to get your comments back as soon as possible. • This document was distributed to you for the first time earlier last week. • The contents of the plan are dictated by the State, but we have tried to organize it for the city. .. • This will talk about the overall planning goals and objectives for the city. • The real meat of the plan brings up the real issues and opportunities that we see for the city in eight areas. • They are not listed in any particular order or priority. • We talk about the future development map which is intended to illustrate the policies for the city. • It defines the areas of the city that require special attention. • It identifies the facilities for community and equestrian. • We have a character area map that defines what each of the 8 character areas are for the boundaries. • We have a future land use map that defines the land use patterns for the city. • The distinction is important to know that this is not a zoning map but it is a land use map. • Implementation measures are identified for each character area, short term and long term. • We tried to look out five years for things that really need to be done. • There are a lot of things that we would like to accomplish in the next five years. • We have a report of accomplishments by direction of the state. • When we submitted the partial plan earlier this year, it established a benchmark and all accomplishments talked about are accomplishments since the introduction of that partial plan. • When this plan is updated 5 years from now, the reference point will be this document. • The one piece that is not in front of you tonight is the financial model. Pm" • The direction we received from the council was to complete the comprehensive plan and construct a financial model based on that plan. Mae • We have not finished the financial model. 0 We will be finishing the financial model and expect to be in a position to present that on the 15th Special Called Work Session of the Milton City Council Monday, November 1, 2010 at 5:30 pm Page 3 of 3 • Only three key dates are the public hearing scheduled for November 15 when we would present r the financial model and present this draft plan to the public. • November 20 is the date by which we would like to have comments back by any of you. • On December 20th we will ask for approval to forward it on to the state. Councilmember Zahner Bailey: • Given we don't have any information about the financial model, will there be an opportunity to discuss that as it relates to this on what is being proposed? Are we having this at a work session? Lynn Tully: • The schedule did not anticipate an additional work session but you will have until the 24`x' to make comments. George Ragsdale: • This plan is the recommendation of CPAC. Councilmember Thurman: Will this plan be altered at all depending on what the financial model says? ... George Ragsdale: • Based on our understanding, whatever is needed to close the gaps for funding is something the Council will take on with staff. Mayor Lockwood: • I believe the intent here is to take what the committee recommends and come up with an ultimate plan that collectively would feel as the future plan for Milton. • The financial model is second, and this gives us a plan to work towards. • Thank you George and the CPAC committee for taking your time and all the hard work you all have put into this.
