Special Called Meeting of the Mayor and City Council of the City of Milton was held November 27,
2006 at 6:00 PM, Mayor Lockwood presiding.
CALL TO ORDER
Mayor Lockwood called the meeting to order.
ROLL CALL
City Clerk Marchiafava reminded everyone to silence their cell phones and pagers. Additionally, those
wishing to provide public comment during a public hearing or at the conclusion of the meeting under the
public comment section are required to complete a public comment card.
City Clerk Marchiafava called the roll.
Councilmembers Present: Councilmember Karen Thurman, Councilmember Julie Zahner Bailey,
Councilmember Tina D'Aversa-Williams.
City Clerk Marchiafava asked that the record reflect that Councilmember Rick Morhig was not present
at that time.
Councilmember Mohrig arrived at the meeting prior to New Business.
PLEDGE OF ALLEGIANCE
Mayor Lockwood led the Pledge of Allegiance.
APPROVAL OF THE MEETING AGENDA
City Clerk Marchiafava stated that the first item is Approval of the Meeting Agenda.
Motion and Vote: Councilmember Thurman moved to approve the Meeting Agenda. Councilmember
Zahner Bailey seconded the motion. There was no Council discussion. The motion passed unanimously.
PUBLIC COMMENT
City Clerk Marchiafava asked if there were any Public Comments.
Hatcher Hurd, Managing Editor of Appen Newspapers and Milton Herald, asked what the acreage is
of areas being annexed.
City Manager Bovos answered that combined they are 8.33 acres.
Councilmember Thurman asked if there would be a hearing on the annexation of three properties. She
stated that Mark Scott is brining that ordinance.
Motion and Vote: Councilmember Thurman moved to reconsider the approval of the agenda.
Councilmember Mohrig seconded the motion. There was no Council discussion. The motion passed
unanimously.
City Manager Bovos placed a telephone call to ask City Attorney Scott to clarify if we were annexing
12530 or just 12450 and 12500 Arnold Mill Road. He commented just the latter two.
City Clerk Marchiafava asked that the record reflect that they will not reconsider the meeting agenda
adding a third item. The agenda will be the two items listed below: 12450 and 12500 Arnold Mill Road.
NEW BUSINESS
Approval of an Ordinance Annexing 12450 Arnold Mill Road Property.

City Clerk Marchiafava stated that the next item is an Ordinance Annexing 12450 Arnold Mill Road
property.

City Clerk Marchiafava asked if there was any public comment. There was no public comment.

Mill Road Property. Councilmember Zahner Bailey seconded the motion. There was no Council
discussion. The motion passed unanimously.

City Clerk Marchiafava stated that the next item is 12500 Arnold Mill Road property.
Motion and Vote: Councilmember Mohrig moved to approve an Ordinance Annexing 12500 Arnold
Mill Road Property. Councilmember D'Aversa-Williams seconded the motion. There was no Council
discussion. The motion passed unanimously.
PUBLIC COMMENT
City Clerk Marchiafava asked if there was any public comment.
Hatcher Hurd asked if that was the 500 acre tract.
City Manager Bovos stated that it was not. Both of these properties combined are 8.33 acres.
Hatcher Hurd stated that he thought one of the tracts was 500 acres.
City Manager Bovos informed him that it is the very southern portion of the annexed area and is the two
parcels south of the properties outlined in the red box of the map.
Hatcher Hurd pointed to a piece of property on the map and was informed that we are not ready to annex
that yet.
Councilmember Thurman stated that those residents have requested to annex, but we do not have all the
documents today to annex them.
City Clerk Marchiafava asked if there was any other public comment. There was none.
MAYOR AND COUNCIL REPORTS
There were no reports.
STAFF REPORTS
There were no reports.
ADJOURNMENT
Motion and Vote: Councilmember Thurman moved to adjourn the meeting. Councilmember D'Aversa-
Williams seconded the motion. There was no Council discussion. The motion passed unanimously.
After no further business, the meeting adjourned at 6:16 PM.
