Special Called Meeting of the Mayor and Council of the City of Milton was held on August 23, 2007 at 5:30
PM, Mayor Joe Lockwood presiding.
CALL TO ORDER
Mayor Lockwood called the meeting to order.
ROLL CALL
Councilmembers Present: Councilmember Karen Thurman, Councilmember Julie Zahner Bailey, Councilmember
Lusk, and Councilmember Tina D’Aversa
Councilmember Absent: Councilmember Rick Mohrig
PLEDGE OF ALLEGIANCE
Mayor Lockwood led the Pledge of Allegiance.
APPROVAL OF MEETING AGENDA
Motion and Vote: Councilmember Zahner Bailey moved to approve the Meeting Agenda.
Councilmember Thurman seconded the motion. There was no Council discussion. The motion passed
unanimously.
PUBLIC COMMENT
City Clerk Marchiafava stated there was no Public Comment.
UNFINISHED BUSINESS
City Clerk Marchiafava read Agenda Item No. 07-332.
Public Hearing and Reading of the Millage Rate Ordinance
An Ordinance of the Mayor and City Council of the City of Milton, Georgia to fix the Ad Valorem
Tax Rate of the City of Milton for Fiscal Year 2007, and for other purposes.
Finance Manager Stacey Inglis gave a power point presentation detailing the Millage Rate.
City Clerk Marchiafava read the next Agenda Item, No. 07-351.
Approval of an Ordinance Amending Chapter 8, Parks and Recreation of the Code of Ordinance for
the City of Milton, Georgia.

City Attorney Mark Scott made a presentation on an Ordinance Amending Chapter 8, Parks and
Recreation of the Code of Ordinances for the City of Milton, Georgia as follows:
Chapter 8: Recreation and Parks
Section 4: Prohibited Acts in Public Parks.
(b) Firearms. It shall be unlawful for any person to possess any firearm, airgun or explosive substance
(including fireworks) in any of the City parks, unless written permission for such has been authorized by the

Mayor and City Council. It shall further be unlawful for any person to discharge any firearm within City
parks in accordance with the authority vested in the City of Milton by the Genera! Assembly in accordance
with O.C.G.A. 1 6-1 1 -1 73 or to carry a firearm at a public gathering in accordance with O.C.G.A. 16-1 1-1 27.
Signs shall be posted at city parks stating the following: "In accordance with O.C.G.A. 16-1 1-173 and
Chapter 6, Article 1 of the City of Milton Code of Ordinances the discharge of firearms in City parks is
prohibited and "In accordance with O.C.G.A. 16-1 1-1 27, it is a misdemeanor under Georgia law to carry any
deadly weapon at a public gathering."
Motion and Vote: Councilmember Lusk moved to approve an Ordinance Amending Chapter 8, Parks and
Recreation of the Code of Ordinance for the City of Milton, Georgia, Section 4 (b), Firearms, and with a
comction of a typographicaI error on page 2, Section 4, subsection (b) to read "In accordance with
O.C.G.A.1641-173. Councilmember Zahner Bailey seconded the motion. There was no Council
discussion. The motion passed unanimously.
ADJOURNMENT
Motion and Vote: Councilmember Lwk moved to adjourn the Special Called Meeting. CounciImernber
Thurman seconded the motion. There was no Council discussion. The motion passed umimousIy.
After no further business, the Special Called meeting adjourned at 6:20 pm.
