The Special Called Work Session of the Mayor and Council of the City of Milton was held on Monday, April 21, 2008 at 1:45 PM, Mayor Joe Lockwood presiding. Council Members Present: Councilmember Thurman, Councilmember Zahner Bailey, Councilmember Bill Lusk Council Members Absent: Councilmember Alan Tart, Councilmember Tina D'Aversa, Councilmember Hewitt Mayor Lockwood • Work Sessions are informal meetings to update Council on business items. • No actions will be taken. • Public comment is allowed that is germane to an agenda item. • Anyone wishing to speak is required to fill out a Public Comment Card and turn it in to the City Clerk staff. • Public comment will be allowed for ten minutes per agenda item and no more than two minutes per person. • Public comment will be heard at the beginning of each item. • Once the item is called no other cards will be accepted. Mayor Lockwood called agenda item. DISCUSSION ON CURRENT FULTON COUNTY SEWER POLICY/PRACTICES. Community Development Director Tom Wilson • The reason for this meeting is because he wanted to have a mechanical engineering discussion about where the lines are. • On whose property these lines are. • Which way they flow. • Where the basin line and the ridge line is. • For reasons he is not sure of things shown on the map as being basins in some cases are more than basins. • The only thing to do at this point is a lot by lot bases and ask Fulton County a number of questions. • Which basin is this in? • Does it have a sewer line on it? • Can it get access to a sewer line? • Is it affected by the Inner Basin Transfer Policy? • A lot of questions, lot by lot and let Fulton County give us an official answer. • In some cases they may not even know the answer to these questions in that detail. • In the future, he will print out lot by lot everywhere in the vicinity of the ridge line and ask those nom. questions that are meaningful to the City Council. • Then maybe we can assemble all of that information back into some sort of map that will be easier to read than so many parcel maps. • Fulton County wants the County Attorney to be the official responder to these questions. Special Called Work Session of the Milton City Council Monday, April 21, 2008, 1:30 PM 2 of 2 Councilmember Zahner Bailey • Some of the confusion in the past is that sometimes the perception that it was in a different basin that the Little River. • Is that going to be a part of the discussion? pumping station gave people the Mayor Lockwood said that Ray Wooten would not be at this meeting to discuss that. Fulton County would prefer to have the attorney present. Councilmember Zahner Bailey stated that for the record she was teaching today and got a reprieve to leave early and that is why she could not be here at 1:30. Mayor Lockwood apologized to everyone for coming out and there being no discussion as planned due to the fact that Mr. Wooten was not there.
