16" Special Called Meeting of the Mayor and Council of the City of Milton was held on Wednesday, September 24,
2008 at 5:00 PM, Mayor Joe Lockwood presiding.
CALL TO ORDER
Mayor Lockwood called the Special Called Meeting to order.
ROLL CALL
City Clerk Jeanette Marchiafava called roll and made general announcements.
Councilmembers Present: Councilmember Karen Thurman, Councilmember Bill Lusk, Councilmember Tina
D'Aversa, Councilmember Burt Hewitt, Councilmember Alan Tart, and Councilmember Julie Zahner Bailey
PLEDGE OF ALLEGIANCE
Mayor Lockwood led the Pledge of Allegiance.
APPROVAL OF MEETING AGENDA
City Clerk Marchiafava read agenda item 08-541.
Staff recommended adding a Staff Report.
Motion and Vote: Councilmember Zahner Bailey moved to approve the Special Called Meeting Agenda, as
Fm amended. Councilmember D'Aversa seconded the motion. There was no Council discussion. The motion passed
unanimously.
PUBLIC COMMENT
There was no Public Comment.
NEW BUSINESS
City Clerk Marchiafava read agenda item 08-674.
Approval of a Resolution Appointing Christopher J. Lagerbloom as Acting City Manager
Resolution No. 08-09-44
Motion and Vote: Councilmember Lusk moved to approve a Resolution Appointing Christopher J. Lagerbloom as
Acting City Manager. Councilmember D'Aversa seconded the motion. There was no Council discussion. The motion
passed unanimously.
STAFF REPORT
Public Safety Director Lagerbloom
• October 1, 2008 is our cut over date with the City of Alpharetta as relates to our dispatch and 911 agreement.
• We are still on track.
• We anticipate the cut over will occur between 2 and 3 o'clock the afternoon of the 30'h
• We had to move it up because AT&T has some sophisticated but quick programming that has to occur in the
911 system and they do not have technicians there at midnight to do the programming.
pow • Dealing with the Police and Fire respectively; the police with transition over to be on the same dispatch
channel as the Alpharetta Police are on so we will hear the radio traffic that occurs adjacent to us.
• It will be nice to actually hear some things that are going on even if it is as close as the other side of Windward
Parkway.

OWN • We were successful in getting the contract signed for the appropriate software technology so a multi
jurisdictional license can be issued and we can start to draw case numbers from day one with the City of
rr.r Alpharetta.
• We do not anticipate any problem with the service there.
• Our firefighters have been jointly training with the City of Alpharetta Fire Fighters for the last three days.
• We hosted them at our station 41 for breakfast.
• They hosted us for dinner at their station 1.
• They spent the afternoons at Northpark familiarizing themselves with each others apparatuses to what is in
what compartment.
• The radios in the fire station will be picked up and reprogrammed.
• Everything has fallen into place at this point.
• We have one potential loop hole and it deals with people that have voice over internet protocol phones and it is
different than AT&T.
• It is a new technology.
• There is no national data base of people who have them, so we do not know if we are dealing with two people
in Milton or two thousand.
• The message we need to send to them is that it is the duty of the subscriber to notify the BOIP provider where
their calls that are routed go to a different place.
• Some of the larger BOIP companies probably have things in place that allow for that to occur without the
subscriber doing anything, but some of the smaller ones may not.
• We have elected to take more of a multi faceted approach to try and notify people in many different avenues
and hope that we attack it with enough different angles that we notify the ones that we want.
PM • We have a message created and it will be ready tomorrow morning.
• It details what a subscriber needs to do and how the need to do it and what center they need to notify.
• We will reach out to our apartment complexes with that information.
boo• We will reach out to the elementary and middle schools with hopes we can send notes home to the parents.
• We will take an add in the Herald which will cost $151.00 and that is money well spent in this circumstance.
• We will post on the web site and through our e -blast.
• He wants to flood the information and hope we have sent it in enough directions that those that need to know
about it will grasp it.
• It is incumbent on us to do nothing but he does not think that is a good answer.
• We are not at any risk or assume any liability if we do absolutely nothing but he is just not comfortable with
that so we elected to take these steps.
• At this point everything looks good.
Mayor Lockwood:
• Asked if it would affect residential or if it was mainly business.
Public Safety Director Lagerbloom:
• Both are subscribers.
ADJOURNMENT
Motion and Vote: Councilmember Tart moved to adjourn the Special Called Meeting. Councilmember Hewitt
seconded the motion. There was no Council discussion. The motion passed unanimously.
