The Special Called Meeting of the Mayor and Council of the City of Milton was held on September 21,
2009 at 5:45 PM, Mayor Joe Lockwood presiding.
CALL TO ORDER
Mayor Lockwood called the meeting to order.
ROLL CALL
City Clerk Marchiafava called the roll and made general announcements.
Council Members Present: Councilmember Karen Thurman, Councilmember Julie Zahner Bailey,
Councilmember Bill Lusk, Councilmember Burt Hewitt, Councilmember Tina D’Aversa, Councilmember Alan
Tart
PLEDGE OF ALLEGIANCE
Mayor Lockwood led the Pledge of Allegiance
APPROVAL OF MEETING AGENDA
City Clerk Marchiafava read agenda item 09-933.
Approval of the Meeting Agenda.
Motion and Vote: Councilmember Tart moved to approve the meeting agenda. Councilmember Lusk seconded
the motion. There was no Council discussion. The motion passed unanimously.
PUBLIC COMMENT
There was no public comment.
PUBIC HEARING
City Clerk Marchiafava read the item.
Approval of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to fix the Ad Valorem
Tax Rate of the City of Milton for Fiscal Year 2009; and for other purposes.
Finance Director Inglis
• According to the official code of Georgia 48-5-32, we are required to hold 3 public hearings and this is
the first of the three.
• The second will be held during tonight’s regularly scheduled meeting at 6:00.
• The third will be held Monday September 228, 2009 at 5:00 during a Special Called Meeting.
• The adoption of the millage rate will take place after the public hearing on September 28, 2009.
• According to the Charter we are required to use the same billing and due date that Fulton County uses.
• They are projecting they will be able to send out bills by October 15, 2009 with a due date of December
14 or 15th.
• She heard last week that Fulton County was hoping to have the tax digest by the end of that week but she
has not received it yet.
• The total tax digest is $2,131,102,674.
• The total taxes levied will be $10,082, 247 and of that property taxes are a little over $9.5 million and
motor vehicles taxes are $547,000.
• There is a property tax decrease from last year of 2.29% and we are requesting a millage rate of 4.731
mills which has not changed from the last two years.

FIRST PRESENTATION
City Clerk Marchiafava read agenda item 09-933.
Approval of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to fix the Ad Valorem
Tax Rate of the City of Milton for Fiscal year 2009; and for other purposes.
Motion and Vote: Councilmember Lusk moved to approve the First Presentation of agenda item 09-934,
Approval of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to fix the Ad Valorem Tax
Rate of the City of Milton for Fiscal year 2009; and for other purposes. Councilmember Thurman seconded the
motion. There was no Council discussion. The motion passed unanimously 7-0.
ADJOURNMENT
After no further business, the meeting adjourned at 6:00 PM.
Motion and Vote: Councilmember D'Aversa moved to adjourn the Special Called Meeting. Councilmember
Hewitt seconded the motion. There was no Council discussion. The motion passed unanimously 7-0.
