The Regular Meeting of the Mayor and Council of the City of Milton was held on February 23,
2011, Mayor Joe Lockwood presiding.
INVOCATION

CALL TO ORDER
Mayor Joe Lockwood called the meeting to order.
ROLL CALL
City Clerk Gordon called the roll and made general announcements.
Councilmembers Present: Councilmember Thurman, Councilmember Zahner Bailey, Councilmember
Lusk, and Councilmember Tart.
Councilmembers Hewitt and Longoria were absent from the meeting.
pw. PLEDGE OF ALLEGIANCE
Mayor Lockwood led the Pledge of Allegiance.
Mayor Lockwood:
• I would like to welcome a few special guests that are here tonight.
• I want to introduce Fusao Ushiro.
• He is here from Japan and is a professor at the Nagoya University.
• He is spending time in cities studying our municipalities and our privatization model where we
are outsourcing some of our services.
• We talked about our role and our charter as Mayor and Councilmembers.
• Felicia was very complimentary of our city staff and how our city looks.
City Manager Lagerbloom:
• I would like to introduce Felicia Logan who has been here with our senior team doing some
training.
• She is the director of leadership development with the International City County Management
Association.
• She trains all over the United States in Executive Development and merging leaders and career
developments.
• She is a wealth of information and was one of the first class of women to be admitted into the
University of Virginia in Charlottesville where she received a couple of degrees.

APPROVAL OF MEETING AGENDA
Approval of Meeting Agenda (Agenda Item No. 11-029)
Motion and Vote: Councilmember Lusk moved to approve the Meeting Agenda. Councilmember
Thurman seconded the motion. The motion passed unanimously 5-0. (Councilmembers Hewitt and
Longoria were absent from the meeting.)
PUBLIC COMMENT
Mayor Lockwood read the rules for Public Comment.
• Public comment is a time for citizens to share information with the Mayor and City Council and
to provide input and opinions on any matter that is not scheduled for its own public hearing
during today's meeting.
• There is no discussion on items on the Consent Agenda or First Presentation from the public or
from Council.
• Each citizen who chooses to participate in public comment must complete a comment card and
submit it to the City Clerk.
• Please remember this is not a time to engage the Mayor or members of the City Council in
conversation.
• When your name is called please step forward and speak into the microphone stating your name
and address for the record.
• You will have five minutes for remarks.

NEW BUSINESS
1. Approval of A Resolution to Authorize the Mayor and City Council to Approve the
Submission of a Grant Application to the Department of Homeland Security Fire Prevention and
Safety Grant Program.
RESOLUTION NO. I1-02-171

(Matt Marietta, Fire Marshal)
Matt Marietta:
• This is another grant application for Fire Prevention and Safety.
• This is different from the funding we had last year.
• This one is specifically for public education, investigations, inspections, and Fire Marshall
duties.
• This grant request includes $48,000 for purchasing a fire safety trailer to pull to public events
sown and schools that simulate smoke and fire to teach kids how to escape from houses.
• A smaller portion of this grant would go to fund training additional investigators in the fire
department.
""M 0 This grant carries a $5,500 match for the City.

City Manager Lagerbloom:
• We anticipate that if the match is required it is something that we can fund in the fiscal 2012 ma
budget.
• If that match is required in fiscal year 20111 am confident we can find $5,500.
• Funding shouldn't be problem with this request.
Councilmember Zahner Bailey:
• There had been a fire safety house that we used to utilize from Fulton County.
• It was extremely helpful from an educational perspective and it can save lives.
• I support your efforts in pursuing that grant.
• I know the community had benefited from that in the past.
Councilmember Thurman:
• When will we know that we have been awarded the grant?
Matt Marietta:
• It all depends on how quickly they process through the number of cities and number of
applications.
• Sometimes these grants take 6 months to a year.
• It should be closer to the end of the summer if we do get approved.
Councilmember Lusk:
• We continue to get more pieces of equipment over time, where are we going to store this trailer?
Matt Marietta:
• We have some space that is available.
• I'm sure we can find some space by rearranging some things.
Motion and Vote: Councilmember Zahner Bailey moved to approve Agenda Item No. 11-038.
Councilmember Lusk seconded the motion. The motion passed unanimously 5-0. (Councilmembers
Hewitt and Longoria were absent from the meeting.)
2. Approval of Resolution Allowing the City of Milton to Receive Funding Through the
Fresh Grant Utilizing North Metro Miracle League, Inc. as a Fiscal Agent

(Cyndee Bonacci, Parks and Recreation Director)
Cyndee Bonacci:
• This grant is specifically for supporting our camp Joyful Soles.
• This is one of our newest recreation programs.
• It is a summer camp for children with mild disabilities.
• This is very similar to the Camp Happy Hearts program that Alpharetta has offered for the past
15 years.
• The City of Alpharetta offers the camp for ages 6-12.
• We will offer the camp for ages 12-18.
• We recently became aware of this grant opportunity.

• We did not think that we would be able to get an application in by the deadline this year.
,■,,,. • Alpharetta was kind enough to reach out and include us in the grant application that they
complete each year.
• This will be for the City of Alpharetta and Milton.
• We are still finalizing the grant application.
• It is due on Friday.
• We will be requesting about $10,000 in Grant funds.
Councilmember Thurman:
• Because we are holding camp for a different age group from Alpharetta, will we be charging out
of city fees at either location?
Cyndee Bonacci:
• Yes, we have an agreement with Alpharetta that they will not charge Milton non-resident fees for
Camp Happy Hearts and we will not charge Alpharetta non-resident fees for Camp Joyful Soles.
Councilmember Zahner Bailey:
• This is a great extension for our parks and recreation opportunities.
• As we proceed with these camps, is there a chance for our youth within the community from
High schools that could serve in some of the camps as peer counselors?

Cyndee Bonacci:
•••� • Our staff for the summer will be post high school.
• Either college age, recently graduated high school students, or adult staff for the summer.
• After this first summer we will most likely institute to allow high school students to come help.
Councilmember Lusk:
• Is the $10,000 our portion of the application or is that the total amount?
Cyndee Bonacci:
• That is just for the City of Milton.
Councilmember Tart:
• In the $10,000 that we would receive, are there any matching funds?
Cyndee Bonacci:
• It is 100%.
Motion and Vote: Councilmember Thurman moved to approve Agenda Item No. 11-039.
Councilmember Lusk seconded the motion. The motion passed unanimously 5-0. (Councilmembers

MAYOR AND COUNCIL REPORTS
Councilmember Zahner Bailey:
• Next week as a part of the Safer Routes to School program, I wanted to let you know that some
schools will be reaching out and next Wednesday they will have a collaborative event between
local schools to help encourage kids to walk to school.
STAFF REPORTS
Lynn Tully:
• We applied for an LCI grant earlier in the year and we have received that grant.
• It is $100,000 grant for the Highway 9 Corridor.
• It will do a lot to enhance our city.
• It is another partnership with Alpharetta.
Councilmember Zahner Bailey:
• Does the $100,000 represent the total or just for Milton?
Lynn Tully:
• It is the total grant from ARC.
• We will be very well set for our plans.
City Manager Lagerbloom: .NW
• I would like to announce that we have two staff members that have new daughters this week.
• Jason's daughter was named Tallulah Grey.
• Brooke's daughter is Ansley Elizabeth.
• We worked today on the strategic planning.
• You will get your first update on where we are with respect to the progress on March 14tH
• If you have any interest in going to the ARC Awards Breakfast I have tickets.
• It is Wednesday March 3, 2011 from lam to 9am.
• It is in Atlanta and if you wish to go with me or any of the staff you are welcome to come.
• We have closed the property on Highway 9 south of Bethany Bend.
• We will be coming back in the future to talk about how we want to move forward with the
property.
• Also, our Mock City Council is set and ready to go on March 16th
• Please take the book and hold on to it.
• There will be a student representing you in the Mock Council meeting and they will be
contacting you.
• I would like to Introduce Parker Smith who will be playing the City Manager.
• As you start to hear from your students and please make the necessary time to help them
understand their role.
• We built an agenda around the number of participants we had and items we thought would be
interesting for them to discuss. Now
• 1 invite all of you to attend.
• I would like to thank Sudie for putting this together.

Councilmember Zahner Bailey:
,,,," • Parker, what sort of post meeting analysis do you have to do for your AP government class?
Parker Smith:
• I'm not entirely sure what the assignment will be, but I do know that we will be putting on a
meeting.
• We will be filming the meeting.
City Manager Lagerbloom:
• I would like for you all to hear Felicia explain what we did today.
Felicia Logan:
• I think you all have an amazing staff.
• I appreciate Chris inviting me to come.
• I am with the international city county management association.
• We have 8,000 members around the world that does the type of work that Chris does for you.
• We believe in this democratic process and leadership.
• I have been talking about this team of leadership as "big brains" because you are all detail
oriented, competent, highly committed, practical, and ready to serve.
• That kind of attitude makes me proud to be here tonight and to thank you for what you do.
• I don't know if you are aware that Chris is accepted into a highly competitive leadership program
run by ICMA.
• You will see him graduate in another year.
• We are pleased we have your support.
Professor Ushiro:
• I don't know if you know or not, the structure basis of the Japanese local government was set by
the Americans.
• After over 60 years we are beginning to examine the construction and function of the local
government.
• My city population has two million citizens and we have 75 councilmembers.
• All 75 councilmembers are fulltime employees and all accept a very high salary.
Councilmember Lusk:
• What was the longest meeting you have ever held before?
Professor Ushiro:
I think one of the main reasons of this many councilmembers and the high salary is that they can
determine the salary themselves.
I'm very interested in your outsourcing system.
The system you all have here is very effective.
I could get many suggestions from this area and tomorrow I am going to John's Creek.
