Official Meetings are audio recorded. The Special Called Work Session of the Mayor and Council of the City of Milton was held on March 14, 2011 at 5:00 PM, Mayor Joe Lockwood presiding. Council Members Present: Councilmember Karen Thurman, Councilmember Bill Lusk, Councilmember Burt Hewitt, and Councilmember Joe Longoria. Councilmember Zahner Bailey arrived late. Council Members Absent/Excused: Councilmember Alan Tart. Mayor Lockwood: • Work Sessions are an informal setting to update Council on business items. • No votes will be taken during these sessions. • There is one (1) item on our Agenda tonight. • Public comment is allowed that is germane to an Agenda Item. • If you wish to speak you are required to fill out a comment card and turn it into the City Clerk staff. • Public comment will be allowed for a total of 10 minutes per agenda item and no more than 2 minutes per person. • Public comment will be heard at the beginning of each Item. • Once the item is called, no other comment cards will be accepted. Opening Presentation by Lew Oliver, Inc., Whole Town Solutions to Identify the Long -Term Planning Needs of the Crabapple Crossroads Community and the City of Milton's Future City Center. (Presented by Lew Oliver, Whole Town Solutions) Lew Oliver: • We were contacted by Milton to look at the Crabapple area for assets and problems. mom • Milton has large land area, a population of over 30,000, and you have the opportunity to add 5,000 to 10,000 houses currently. • Due to the demographic, the beautiful area, and school system I expect that to happen. • There are many possibilities that come into play here. • Starting with transportation we normally look at cars as being the main source of transportation. • We could look at pedestrian traffic, then bicycle, golf carts, cars, and then service vehicles. Special Called Work Session of the Milton City Council Monday, March 14, 2011 at 5:00 pm Page 2 of 2 • We are here as facilitators and to present options to the city. • Our stakeholder meetings are going to run this week starting today and going through Wednesday. • Thursday or Friday we will start some design work on three sketches. • The sketches won't be conclusive. • They are going to be presented again to you Monday at 7pm for your comment. • They are sketches and I encourage you not to form consensus on anything until then. • We are waiting to see what council and citizens think would be an appropriate direction to take. • Aside from general quality of life, the next big issue is traffic. • We have traffic problems very similar to what we have in Roswell. • I will not say that the traffic will go away, they will increase. • They are going to worsen as your population expands. • There are two ways of dealing with it. • Road widening is one way to deal with the extra volume which can be slightly problematic due to increasing the viability of that route. • The second way to deal with it is discourage commuter traffic. • If you do nothing, that is considered discouraging commuter traffic. • We are here to help discover some traffic systems that promote community building. • Natural assets need to be protected in the city. • We need to preserve the history in the city with historic buildings. • There is need for aesthetic improvement and traffic calming. • We want to look at reusing existing infrastructure as much as possible. • We want a general consensus from the community as to what is wanted and what isn't. • There will be a City staff update on Friday at 4:OOp.m. Mayor Lockwood: • Crabapple 61yofmiltionga.us is the email address for everyone to submit comments and questions. City Manager Lagerbloom: • The next public meeting will be next Monday March 21St at 7:OOpm. • The final presentation will be April 11th at 7:OOpm.
