The Regular Meeting of the Mayor and Council of the City of Milton was held on April 11, 2011,
Mayor Joe Lockwood presiding.
INVOCATION

CALL TO ORDER
Mayor Joe Lockwood called the meeting to order.
ROLL CALL
City Clerk Gordon called the roll and made general announcements.
Councilmembers Present: Councilmember Thurman, Councilmember Zahner Bailey, Councilmember
Lusk, Councilmember Longoria, and Councilmember Tart.
Councilmember Hewitt was absent/excused from the meeting.

Mayor Lockwood led the Pledge of Allegiance.
APPROVAL OF MEETING AGENDA

Motion and Vote: Councilmember Tart moved to approve the meeting agenda as read.
Councilmember Thurman seconded the motion. The motion passed unanimously (6 — 0).
Councilmember Hewitt was absent from the meeting.
PUBLIC COMMENT
Mayor Lockwood read the rules for Public Comment.
• Public comment is a time for citizens to share information with the Mayor and City Council and
to provide input and opinions on any matter that is not scheduled for its own public hearing
during today's meeting.
• There is no discussion on items on the Consent Agenda or First Presentation from the public or
from Council.
• Each citizen who chooses to participate in public comment must complete a comment card and
submit it to the City Clerk.
• Please remember this is not a time to engage the Mayor or members of the City Council in

NEW BUSINESS
1. Approval of a Contract between the Georgia Council on Developmental Disabilities and
the City of Milton for the Award of Grant Monies.

City Manger Lagerbloom:
• In front of you is a proposal for a receipt of a Grant from Georgia Council on Developmental
Disabilities.
• This is one we had anticipated and one we funded prior to October.
• This grant allows for the City to have at its disposal what is termed as a citizen advocate who
will be delivering a mini grant program and a way to connect to people in Milton.
• We are one of five cities in the state that has received this grant.
• The match is budgeted.
• The total amount of this Grant is $24,248.75.
• The contract has been through Ken's comments with some modest comments although none
were deal killers.
• This was a state contract that we don't have the ability to modify.
• We recognize the contract, although not perfect, does not have any deficiencies that would cause
us not to bring it forward for your consideration and adoption.
• If this is approved, Ann Coggins will serve as our citizen advocate.
Councilmember Zahner Bailey:
• This is for a one year period initially, correct?
• Can we apply for another grant or is it a onetime thing?
City Manager Lagerbloom:
• I believe our relationship gets stronger.
• We didn't actually apply for this but we received a call about this grant.
Motion and Vote: Councilmember Tart moved to approve Agenda Item 11-073. Councilmember
Thurman seconded the motion. The motion passed unanimously (6-0). Councilmember Hewitt was
absent from the meeting.

MAYOR AND COUNCIL REPORTS
Councilmember Zahner Bailey:
• I wanted to encourage everyone to attend the Earth Day festival on Saturday and I wanted to
thank Milton grows Green and all of their efforts.
Councilmember Longoria:
• I have been using the Zoom that the City of Milton provided for a test in an effort to see if it
could be used as a substitute for all of the papers we receive weekly.
• I wanted to report that it has been a blessing and I have enjoyed using it.
• It has cut down on the amount of time I spend reviewing the documents and helps me keep in
touch with the folks that email council on a regular basis.
• It has been a pleasure to use and made it much easier.
City Manager Lagerbloom:
• We will refresh your laptops with a Zoom.
• It will be 1/3rd of the cost of a laptop.
STAFF REPORTS
Cindy Eade:
I am proud to be part of the team here in Milton.
• We have a great Earth Day event planned for the community coming up on Saturday.
• Jason has been sending out updates on the event.
• We have a ton of activities for the family.
• Almost all of it is free.
• We have sponsors such as Waste Management, Republic Services, Whole Foods, Wellness
Center of America, Home Depot, Children's Healthcare of Forsyth, Verizon, Exide, Community
Waste Services, Games To You, Doctors Express of Alpharetta and we still have some people
wanting to sponsor.
• We have had a great response from Vendors this year.
• If anyone would like to pick up a flyer to take home or pass out we would appreciate you all
getting the word out to all of the people that you represent.
• If anyone would like to volunteer we would love to have anyone come out.
• We could still use some volunteers for the day.
We hope to see you all there!

.. • Sometime in the next 18 days or 2 '/2 weeks, I would like for all of you to come see me for an
hour.
• There are some items that I want to bring everyone up to speed on.
• Please look at the calendars and I will be available.

• Redistricting is something we are looking at for the Council districts.
• The population based on the census data in these districts is not distributed evenly across the
city.
• We are working on it now and the report will be provided to me.
• We have a map that shows what the population is now after the Census.
• You are welcome to take a look at the map.
• The census data that we have right now are all preliminary numbers.
• We cannot rely upon these numbers until they are certified in 2012.
• We won't be dealing with revenue numbers based on the new numbers this next year.
• We talked about the grant earlier and how we were one of five cities in Georgia to have it.
• We applied for the Calea grant to bring out police agency to be accredited and we are one of five
agencies that were awarded the Calea grant.
• The Calea process from the time that we sign the contract to the time that it has to be completed
is three years.
• We will be together a week from tonight for the Work Session, the next council meeting will be
long.
• It has five to six items on it for the work session.
Mayor Lockwood:
• What do we expect to get out of the Library meeting tomorrow?
City Manager Lagerbloom:
• We pretty much expect to get comments out of it.
• We were approached by the library board to be able to use our facility.
• We were not asked to help plan the meeting other than provide the space.
Councilmember Zahner Bailey:
• Do you believe that it would be helpful for Lew Oliver to be present for the library meeting from
an architectural standpoint?
• I would like to see if Lew's schedule would allow that.
• With regards to the design review board, I would think it would be helpful to have some DRB
members present at that meeting.
City Manger Lagerbloom:
• We can contact the DRB Members to see if they are available to attend.
• I will also reach out to Lew as well.
