The Work Session of the Mayor and Council of the City of Milton was held on April 18, 2011 at
6:00 PM, Mayor Lockwood presiding.
Council Members Present: Councilmember Karen Thurman, Councilmember Zahner Bailey,
Councilmember Bill Lusk, Councilmember Joe Longoria, and Councilmember Tart.
Councilmember Hewitt was absent/excused from the meeting.
Mayor Lockwood:
• Work Sessions are an informal setting to update Council on business items.
• No votes will be taken during these sessions.
• There are five (5) items on our Agenda tonight.
• Public comment is allowed that is germane to an Agenda Item.
• If you wish to speak you are required to fill out a comment card and turn it into the City Clerk
staff.
• Public comment will be allowed for a total of 10 minutes per agenda item and no more than 2
minutes per person.
• Public comment will be heard at the beginning of each Item.
• Once the item is called, no other comment cards will be accepted.

1. Patriots Day Proclamation Presented to the Sons of the American Revolution.

Councilmember Lusk read and presented a proclamation to the Sons of the American Revolution.

2. Discussion of City of Milton Strategic Planning Staff Overview, Vision and Mission
Strategies.
(Presented by Chris Lagerbloom, City Manager)
City Manager Lagerbloom:
• A quick update as to where we are.
..•. • Since the last update, we have begun to work on getting feedback from the community.
• During your May meeting, there will be a more detailed update.
• We spent time working on core values today.
• The next stop after getting feedback from the community is to present it to Council.

Councilmember Thurman:
• Have you met with any committees about the strategic planning?
• The parks committee and planning commission are feeling a bit left out and feel that they should
be more included.
Councilmember Zahner Bailey:
• To avoid conflict or redundancy we should include some of the other committees just to have
some open dialog.
Councilmember Tart:
• I believe this might be a good time to evaluate the purpose of the committees.
City Manager Lagerbloom:
• We would be interested in hearing what they have to say.
• If we need to stop by the planning commission and parks committee we can.

"Me 3. Discussion of RZ11-03 — To Amend Chapter 64, Article VII, Division 5 (State Route 9
Overlay District).

(Presented by Lynn Tully, Community Development Director)
Lynn Tully:
• This presentation is to update the highway 9 overlay and to add to it.
• These modifications come as a result from the recommendations from the Highway 9 committee.
• The joint work session with the planning commission and approval by the planning commission
was also a part of the modifications.
• The text amendments include changes to access, encouraging internal and rear access service
drives so they are joined together.
• They include building placement as well.
• It addresses parking and paving so that newly developed streets have on street parking as well as
onsite parking.
• It addresses storm water management facilities requiring those to be located in the least
ore natural look
conspicuous areas of the side as well as to try and encourage them to create am

• There are a lot of pictures showing screening and fencing.
• We have included some color variation in the color pallet.
• It will include the addition of the Deerfield Overlay into the Highway 9 district.

• It is needed to give a practical regulation to what is out here now.

Councilmember Zahner Bailey:
• I suggest that we look for consistency on the regulations for both areas such as larger streetscape
trees.
• 1 would suggest a required percentage of green space particularly on the Highway 9 area.
• I believe we should create areas to create opportunity to recycle for businesses in Milton.
• I think we have an opportunity now to have architectural design standards in the overlay district.
• I don't think everything should look the same, but some guidelines would be good for this area.
• I think if we don't have development standards we are leaving it to chance.
• Is it fair to say that there are overlays that have standards for residential and commercial for
architectural purposes?
Lynn Tully:
• Historic districts do it all of the time but it is a policy decision if you want to apply it to a single
family detached home.
Councilmember Longoria:
• Suggestions that we should put guidelines on the highway 9 district would make a large impact.
Mayor Lockwood:
• I believe we need to pull this item from our next agenda and work on it some more.
Councilmember Thurman:
• We had a committee set up for this- did they feel like it wasn't necessary?
Councilmember Tart:
• I believe the overlay didn't address residential, so they didn't look into it.
Councilmember Zahner Bailey:
• I suggest that we address that we want it to apply to residential and I think we need consistency
with our trees.
• For the highway 9 overlay, in mixed use would you want it to be only attached residential or
should it be attached or detached?
• Beyond the mixed use, are there any instances when you would want to consider residential
within the overlay?
• I am only speaking of the frontage areas off of highway 9.
Lynn Tully:
• This is really a policy decision beyond the immediate frontage on Highway 9.
• It is possible to require some design standards for those that face Highway 9.
Councilmember Longoria:
0 Are there any sections in Milton where residential is addressed?

Councilmember Zahner Bailey:
• In crabapple in mixed use it covers residential but I don't know if attached or detached is
handled.
Councilmember Thurman:
• Crabapple covers non single family residential but I do not believe it covers single family.
• Some restrictions were put on these properties initially.
Councilmember Lusk:
• Are we talking about residential with this overlay district?
• Where is the residential left in this overlay?
Councilmember Zahner Bailey:
• Right now it doesn't cover residential.
Lynn Tully:
• The City has not included single family residential detached.
• If we choose to include detached single family residential, we should go back and put it through
the planning commission and the Highway 9 committee for input.
Councilmember Thurman:
• Is it possible to approve what we have before us now and go back and add the other suggestions?
Lynn Tully:
• Yes, we can go ahead with it and add in later.
Councilmember Lusk:
• I would like to see more thought put into storm water quality treatment.
• I think we should encourage shared parking in the highway 9 area.
• We could utilize parking form schools and church locations for shared parking.
• There was a minimum of four bike racks for each non residential development, how do you
calculate that?
• How would we allow for golf carts to park?
Lynn Tully:
• Anything more than the minimum required parking is required to be pervious parking which
would include the outer ring of spaces to be pervious.
• If you want to put in the minimum that is required, you will have to add pervious parking.
• We calculated the bike racks on a per building basis.
• For the golf carts, I believe they would be considered for the Compact car parking spaces.
• We can try to accommodate the golf cart situation also.
Mayor Lockwood:
0 A suggestion on the bike racks, we could also calculate it by square footage.

ftau Councilmember Tart:
• In regards to the storm water detention pond drainage, it says "should" be located in an
inconspicuous area. Should the "should" be a "shall"?
• Could you articulate that in addition, "based on engineering calculations and gravity" and
possibly add it when it comes to the storm water detention pond drainage areas and change
"should" to "shall".
• Is it the intent in section 64-1092 that all chain link fences are not acceptable?
Lynn Tully:
• It should be a "should" and not a "shall" because not always is the best area an inconspicuous
area.
• The only places allowed for chain link fences are around golf courses and playing fields.
City Manager Lagerbloom:
• We do not allow neon signs in Milton and it is written in our ordinances.
• Eventually we will either need to enforce our ordinance or change out ordinance.
• Does council want us to work on language that will create flexibility to allow open signs in the
door or should we enforce the ordinance?

4. Discussion of RZ11-04 —To Amend Chapter 64, Article VIII, Divisions 1 and 2 (Off -
Street Parking and Loading).

(Presented by Lynn Tully, Community Development Director)
Lynn Tully:
• This was brought based on the recommendations of the Highway 9 committee and the Planning
Commission.
• They had asked us to look at the shared parking areas, parking requirements, and some other
requirements of the parking standards and design.
• There aren't many changes in this section.
• We included some new use categories including carry out only restaurants, data centers and
libraries.
• We included some requirements for parking spaces for each of those.
mom • We reduced some of the retail commercial requirements for parking in their minimums.
• We looked at the calculations for shared parking and how it was currently being calculated.
• We compared those calculations with other cities in Georgia and throughout the U.S.
• We are going to remove any references to MARTA and reduce any parking requirements within
walking distance from developments to a bus stop or transit stop.

Councilmember Zahner Bailey:
• At the library meeting last week, they spoke about 5 spaces per 1,000 square feet.

Discussion of RZ11-05 — To Amend Chapter 64, Article XVII, Section 64-2453 (Creation
of a Historic Preservation Commission).
(First Presentation on April H, 2011)

Lynn Tully:
• This changes the terms for the Historic Preservation Commission to coincide with the appointing
councilmembers.
After no further discussion, the Work Session adjourned at 7:30 p.m.
