Oficial Meetings are audio recorded. The Special Called Meeting of the Mayor and Council of the City of Milton was held on May 14, 2010 at 4:30 PM, Mayor Pro Tem Burt Hewitt presiding. CALL TO ORDER Mayor Pro Tem Hewitt called the meeting to order. ROLL CALL Interim City Clerk Gordon called the roll and made general announcements. Council Members Present: Councilmember Julie Zahner Bailey, Councilmember Burt Hewitt, Councilmember Joe Longoria, Councilmember Alan Tart. Council Members Absent: Mayor Joe Lockwood, Councilmember Karen Thurman and Councilmember Bill Lusk. PLEDGE OF ALLEGIANCE Mayor Pro Tem Burt Hewitt led the Pledge of Allegiance. APPROVAL OF MEETING AGENDA 00W Motion and Vote: Councilmember Zahner Bailey moved to approve Agenda Item 10-1132, Approval of the Meeting Agenda. Councilmember Tart seconded the motion. The motion passed unanimously 4-0. (Mayor Joe Lockwood and Coucilmembers Thurman and Lusk were absent/excused). PUBLIC COMMENT Mayor Pro Tem Burt Hewitt read the rules for Public Comment. • Public comment is a time for citizens to share information with the Mayor and City Council and to provide input and opinions on any matter that is not scheduled for its own public hearing during today's meeting. • There is no discussion on items on the Consent Agenda or First Presentation from the public or from Council. • Each citizen who chooses to participate in public comment must complete a comment card and submit it to the City Clerk. • Please remember this is not a time to engage the Mayor or members of the City Council in conversation. • When your name is called please step forward and speak into the microphone stating your name and address for the record. • You will have five minutes for remarks. There was no Public Comment. PUBLIC HEARING Interim City Clerk Gordon read Agenda Item No. 10-1133. 1. Approval of a Resolution Extending for an additional 60 days Resolution No. 10-03-144, a Moratorium Barring the Acceptance of Applications for Permits for Telecommunications Facilities In all Zoning Classifications. City Attorney, Ken Jarrard: 0 I would like Council to consider the resolution to extend the moratorium for 60 days. Special Called Meeting of the Milton City Council Friday, May 14, 2010 at 4:30 pm Page 2 of 2 Owl- • On March 15, 2010 we adopted an emergency moratorium for 60 days to bar applications while we .. worked on modifying our ordinance. • We do not want to have a lapse of the moratorium so that we can be sure we have the best code we can have. Councilmember Zahner Bailey: • With the extension, if we needed more time beyond this, can we extend it again? Ken Jarrard: • As long as we are working towards the completion of the resolution, yes. • As long as we have another public hearing and do it in accordance with the zoning procedures act. Councilmember Zahner Bailey: • Was there adequate time for the staff and public to be notified about this hearing tonight? Ken Jarrard: • The ad was run on April 23, 2010. Motion and Vote: Councilmember Zahner Bailey moved to approve Agenda Item No. 10-1133, Approval of a Resolution Extending for an additional 60 days Resolution No. 10-03-144, a Moratorium Barring the Acceptance of Applications for Permits for Telecommunications Facilities In all Zoning Classifications.
