The Regular Meeting of the Mayor and Council of the City of Milton was held on October
2, 2017 at 6:00 PM, Mayor Joe Lockwood presiding.

CALL TO ORDER
Mayor .Toe Lockwood called the meeting to order.

Approval of an Ordinance of the Mayor and Council of the City of Milton, Georgia, to
Establish the Ad Valorem Tax Rate of the City of Milton for Fiscal Year 2017; and for
Other Purposes.

This is the consideration of an ordinance for the maintenance and operating millage rate of 4.731
mills and the general obligation debt millage rate of .321 mills. The general obligation bond was
approved through the citizens voting for it on the November 2016 ballot. The debt service for the
first year is interest only. The total amount of debt service is approximately $732,000. The .321
mills will cover the debt service payment. Future debt service payments will be larger and so the
debt service millage rate will be higher in the future. The first year will be a lot lower than it will
normally be. The real and personal property tax digest is coming in at a little over $2.3 million
dollars in assessments and that is net of any exemptions that we have. This represents a 2.7%
increase over the 2016 taxes. The motor vehicle assessed values in 2017 are about $38 million
and have decreased by 31 % in 2016 due to the birthday tax being replaced by the title ad valorem
tax that is being collected at the time of purchase.

The Department of Community Affairs as well as the Atlanta Regional Commission reviewed our
Impact Fee CIE. We have completed all of the requirements so we are free to adopt the resolution.
Our Impact Fee consultant is here to answer any questions you may have.
Councilmember Lusk
I have a question on one of the spreadsheets pertaining to roads which is on page six. It appears
that the first seven projects at the top of the list are essentially complete; however, in the Impact
Fees Expended column there is no cost associated with these items.

There is a cost, of course, however, they did not use the impact fees toward paying for those
particular projects so that is why the Impact Fees Expended column is zero. They were funded
from other sources so your impact fees from these items will be carried forward for future projects.

So, should those projects be on this list?

I like to put the completed projects on the list so that the state and the Atlanta Regional Commission
can continuously be able to see the entire program that was adopted and where we are with each
individual project. I continue to put completed projects on this list for reference purposes.

So, should there be a note on the spreadsheet to differentiate those types of projects?

If the projects were delayed or continuing, there would be a note indicating that. Also, as you can
see, these projects do not appear on the Community Work Program because they are completed.
It is not confusing to the state.

One of the columns states "maximum funding from impact fees" and those completed projects are
in that column as part of the $15 million total. I think the way this report is presented is misleading.

Impact fees could have been spent on them to the extent on this report but they were not. They
were completed already in 2014 and Carter can probably speak to this issue better than I can.
Councilmember Thurman
Is it possible under the status remarks column to put "completed without using impact fees" or
something to that extent so you would know that those projects were completed without using
impact fees.

This site is on Freemanville Road at the northernmost boundary of Nix Road. The backside of
three of the lots are on Nix Road which is a gravel road. However, the traffic coming to these lots
will enter through the subdivision, not Nix Road. Subsequent to this plat being submitted, it was
grandfathered in at one lot per acre. The ordinance was changed to require that all lots on gravel
roads be a minimum of three acres. This was grandfathered in before that change was made.
Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 17-256.
Councilmember Lusk seconded the motion. The motion passed unanimously (5-0).

Carter Lucas, Assistant City Manager/Public Works Director
For the month of September, we received $519,506 in TSPLOST funds which is slightly below
the anticipated revenues that we had planned on receiving. To date, we have received
approximately $2.5 million in actual accumulated revenue which is averaging about $380,000 less
than the overall anticipated projection. We are at 86% of anticipated funds to be collected. We
had tier 1, tier 2, and tier 3 projects allocated to fund with TSPLOST revenue. Tier 1 projects were
based on anticipated revenues at 85%, tier 2 at 85% to 100%, and tier 3 were projects that we
would complete if we collected up to 115% of anticipated revenue. We are continuing with tier 1
projects. We are continuing to work on the Mayfield Road sidewalk project. Water line work is
continuing in the Crabapple area. The Batesville Road and Highway 372 project is still underway
with traffic counts and design work.

We are excited that we have implemented a certification program for the community which will
begin on October 11, 2017. Within in the first few hours of advertising the program, we had 13
responses. We will have a total of 16 members which will be trained to respond to an emergency
within their community to help themselves as well as their neighbors before first responders are
able to arrive. The program will last six weeks and there will be a graduation ceremony on
November 20, 2017. We will have a fire safety program at Home Depot on Saturday. The Milton
Fire Department has purchased pink shirts with our fire department logo on it to participate in
Breast Cancer Awareness month during October.

The most recent Georgia Trend magazine features Whitetail Bike Shop and the four tap alcohol
license that we just issued to them. The cool thing about this is that we did not originally offer this
type of license so the owner approached us and we worked together to make this happen. We have
been doing a lot of grand openings and there are more to come.

We have created an online form for businesses that want to have a grand opening. We have also
incorporated this in the new business license check list form. Tuesday Tidbits has been successful
and we have received a lot of positive feedback. We are still planning to launch our citizen survey
in conjunction with our tax mailing. We have created a new design for our newsletter and have
made all of our templates mobile friendly.
