The Regular Meeting of the Mayor and Council of the City of Milton was held on
November 6, 2017 at 6:00 PM, Mayor .Joe Lockwood presiding.

Mayor Joe Lockwood called the meeting to order.

1. Consideration of a Resolution Adopting the 2018 City of Milton City Council Regular
Meeting and Work Session Schedule.

Tonight, we are asking for the Mayor and Council's consideration of a resolution which will
approve the 2018 council Regular Meetings and Work Sessions. You have before you an oversized
calendar showing the 36 upcoming council meetings for 2018. Blue highlighting indicates a
regular council meeting and red highlighting a work session. In 2018, there is one Regular City
Council meeting and two Work Session dates which will fall on a Wednesday due to observed
holidays being on a Monday (Martin Luther King Day, President's Day and Veteran's Day). In
preparing the 2018 calendar, the following dates were taken into consideration; the city's eleven
observed holidays which are highlighted in green, the Mayor's Day conference in January and the
GMA Conference in June. Our first regularly scheduled meeting in 2018 will be on Monday
January 8th. If approved by council, the 2018 Council Meeting Calendar will be available to our
citizens on our website. Additionally, there will be copies of the calendar available on the table
by the council doors. We respectfully ask for council's approval of the 2018 city council meeting
dates.

Our community para -medicine program will begin on December 1, 2017. This program brings
healthcare to the patients to improve patient outcomes. We can provide patient education in the
patient's home with family present as part of an education process. Conducting patient centered
home visits using mobile healthcare resources, we can have an impact on 911 responses,
emergency room visits and re -admittances. Many individuals call 911 because they don't know if
they should go to the hospital or not. Community para -medicine will connect patients with an
entire spectrum of healthcare and social services. These services include: para -medicine care,
chronic disease management, preventative care, post discharge follow-up visits, and referrals to
appropriate care; not just the emergency room. This program will utilize current staff paramedics
who are nurses. Our goal is to improve patient care by helping patients connect with resources
they need to maintain good health and manage their medical conditions. The result is a reduction
in preventable re -admittance and unnecessary emergency room visits. This is a voluntary program
that the community will be able to sign up for. Since Friday, several individuals have already
signed up for the program as well as citizens who are interested in helping with the program.

On Friday, we received a temporary tax collection order from the judge. So, today we received
our tax digest and are uploading it into the system tomorrow and hope to have the tax bills out by
either late this week or early next week. I wanted to review some options with you regarding our
FY 17 and FY 18. As you know, in the past we have always collected our largest source of revenue
at the end of our fiscal year which always puts us on pins and needles whenever we receive the tax
digest from Fulton County. We really cannot do anything about changing the expenditures to
offset any shortages of revenue which is exactly what we have experienced this year. I have talked
to both our auditors and our financial advisor about how we can help mitigate future risk. One of
the best options we have, other than changing the fiscal year, is to change how we account for
property tax revenue. We can actually start accounting for property tax revenues at the beginning
of our fiscal year instead of the end of our fiscal year. Therefore, if there are any significant
shortages of revenue, we can help fluctuate the expenditures and do some budget amendments
throughout the year, to offset any shortages in revenue. Since FY17 is over, and we have
experienced this situation due to the significant delay in receiving the property tax digest from
Fulton County, we are going to begin in 2018 accounting for property taxes at the beginning of
our fiscal year. This means we will have to do a budget amendment to FYI 7 to take all the property
taxes off of the appropriations and dip into our fund balance. Our fiscal policies and fund balance
policies have allowed us to build up a significant fund balance so we are not really going into the
red. We had $6.7 million set aside in our fund balance and we are going to go down to about $2
million by making this change. We can build all that revenue back up within one year. We will
have to tighten up our Capital Improvement priorities and see how we can fund projects going
forward. We might have to delay some projects, however, I think this is the best option for the
city going forward.

potential land acquisition at 8:02 p.m. Councilmember Hewitt seconded the motion. The motion
passed unanimously (6-0). Councilmember Mohrig was absent from the meeting.

Councilmember Thurman seconded the motion. The motion passed unanimously (6-0).
