Official Meetings are audio and video recorded. The Regular Meeting of the Mayor and Council of the City of Milton was held on November 20, 2017 at 6:00 PM, Mayor Joe Lockwood presiding. INVOCATION Pastor Jerry Dockery, Crabapple First Baptist Church, Milton, Georgia CALL TO ORDER Mayor Joe Lockwood called the meeting to order. ROLL CALL Councilmembers Present: Councilmember Thurman, Councilmember Kunz, Councilmember Longoria, and Councilmember Mohrig. Councilmember Absent: Councilmember Lusk and Councilmember Hewitt. REPORTS AND PRESENTATIONS Proclamation Recognizing National Adoption Month. (Mayor Joe Lockwood) FIRST PRESENTATION (None) PUBLIC HEARING (None) ZONING AGENDA (None) UNFINISHED BUSINESS Consideration of an Ordinance Reaffirming and Establishing Chapter 46 of the Milton Code of Ordinances Governing Solid Waste Collection Services within the City of Milton. ORDINANCE NO. 17-11-331 (Agenda Item No. 17-282) (First Presentation at City Council Meeting on November 6, 2017) (Teresa Stickels, Conservation Projects Manager) Teresa Stickels, Conservation Projects Manager There have not been any changes since last year. This is the same ordinance that was approved last year. We are required to reaffirm this ordinance each year. We are asking for your approval of this ordinance tonight. Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 17-282. Councilmember Mohrig seconded the motion. The motion passed unanimously (5-0). Consideration of an Application to the Firehouse Subs Foundation for a Grant to Provide Ballistic Protection to Milton Fire -Rescue's Firefighters. (Agenda Item No. 17-294) (Robert Edgar, Fire Chief Robert Edgar, Fire Chief This is a request for your approval to apply for a grant from Firehouse Subs to purchase ballistic vests and helmets for our firefighters. This grant will provide the protection that is needed for our firefighters. FEMA has recommended that all firefighters have this type of protection. This grant provides 100% funding and is seeking a little more than $19,000. Motion and Vote: Councilmember Thurman moved to approve Agenda Item No. 17-294. Councilmember Kunz seconded the motion. The motion passed unanimously (5-0). Councilmember Lusk and Councilmember Hewitt were absent from the meeting. 2. Consideration of a Resolution Declaring the Results of the November 7, 2017 Election. RESOLUTION NO. 17-11-448 (Agenda Item No. 17-295) (Ken Jarrard, City Attorney) Ken Jarrard, City Attorney This resolution is to declare the results of the November 7, 2017 election which were certified by the Fulton County Registration and Elections Office. Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 17-295. Councilmember Thurman seconded the motion. The motion passed unanimously (5-0). Councilmember Lusk and Councilmember Hewitt were absent from the meeting. 3. Consideration of a Resolution Approving Participation in the 2020 United States Census "Local Update of Census Addresses" Operation, and Execution of a Related Registration Form and Confidentiality Agreement. RESOLUTION NO. 17-I1-449 (Agenda Item No. 17-296) (Michele McIntosh -Ross, Principal Planner) Michele McIntosh -Ross, Principal Planner In preparation of the upcoming census, the United States Census has deployed their strategy to update the local addresses in their data base. This strategy is referred to as the LUCA which stands Regular Meeting of the Milton City Council Monday, November 20, 2017 at 6:00 pm Page 5 of 7 for Local Update of Census Addresses. It involves the U.S. Census reaching out to local governments to obtain assistance in verifying and updating their own batch of local addresses. It is not mandatory for local governments to participate in this operation, however, since the accuracy of the addresses is tied to the potential accuracy of the census count, we believe it would be helpful for Milton to participate and help in increasing the accuracy of the census count. Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 17-296. Councilmember Thurman seconded the motion. The motion passed unanimously (5-0). Councilmember Lusk and Councilmember Hewitt were absent from the meeting. ThefollowingAgenda Item No. 17-297 was moved by Motion and Vote to before Unfinished Business. 4. Consideration of a Resolution Appointing a Member to the City of Milton Board of Zoning Appeals At Large. RESOLUTION NO. 17-11-450 (Agenda Item No. 17-297) (Mayor Joe Lockwood) Motion and Vote: Councilmember Thurman moved to approve Agenda Item No. 17-297 appointing KEN SISSON to the Board of Zoning Appeals At Large. Councilmember Kunz seconded the motion. The motion passed unanimously (5-0). Councilmember Lusk and Councilmember Hewitt were absent from the meeting. MAYOR AND COUNCIL REPORTS STAFF REPORTS Department Updates 1. Community Development 2. Police 3. Parks and Recreation Regular Meeting of the Milton City Council Monday, November 20, 2017 at 6:00 pm Page 6 of 7 Kathleen Field, Community Development Director We are working on the issues that created the moratorium. Specifically, prohibiting residential uses in the T6 transect zone. It will go to the Planning Commission next week and it will come before you next month. The next text amendment we are working on is adjusting the parking requirements in both of our Form Bases Codes; Deerfield and Crabapple. Those proposed changes will come before you next month as well. We are also working on modifying the code as it relates to lodging, specifically, how many hotel rooms are allowed per unit. This request will go to the Planning Commission in December then to you in January. We have one preliminary plat that will go to the Planning Commission next week. It is to create parcels for a mixed use development on approximately 10.9 acres. Lastly, we are still working on the Unified Development Code which we hope will come before you early next year. Rich Austin, Police Chief We put together a comprehensive holiday plan to try to keep our crime down. Crime continues to be down about 10% overall and down 11 % in violent crime. The Highway 9 corridor and the Arnold Mill corridor continue to be a challenge regarding accidents but we are still down 11 % in injury crashes. We have recently been involved in about 15 community events. To highlight a few, our canine officers did a presentation at Hopewell Middle School. We participated in the DEA take back program so individuals could drop off prescription medication for safe disposal. On Halloween, we distributed about 150 treat bags and increased patrols to ensure our citizens were safe. We participated in the monthly breakfast at the Phoenix Senior Living Center. And, last Friday night we graduated 19 individuals from our Citizens Police Academy. Jim Cregge, Parks and Recreation Director We have two master plan processes that we have been working on simultaneously. One is for Providence Park and the other is for the overall five year citywide update. Our first public meeting will be held on December 12th to present to the public the Providence Park master plan. We have not received a fully comprehensive list of feedback regarding the five year update so we are still compiling that data and will present it at a later date. However, based on the citizen survey, we have received a 91% approval rating of excellent or good. Our basketball program has excelled tremendously and we are now at an all-time record high of 330 participants. This past Friday, we had roundtable discussions with several youth lacrosse programs which included coaches, parents, players and citizens. The discussions were very productive and we are confident that information from this open dialogue will be positively implemented in the spring.
