My name is W. C. Lusk. I reside at 1355 Summit Road, Milton, GA 30004. 1 am a Registered Professional
Engineer in the State of Georgia with degrees in Building Construction and Civil Engineering with a minor
in sanitary engineering. I am in support of Agenda Item 18-040 for the following reasons:
® This application is supported by Fulton County regulations which mandate connection to
sanitary sewer if a parcel is within 300 feet of an existing sewer;
® the proposed lots are within the Forsyth County/Manor service area;
® consenting legal opinion;
• and, the effluent would be treated for reuse, an environmental benefit.
After eleven years, it is time to deflate and remove the political football known as "extension of sewer."
This issue has been the subject of misinformation, ignorance, and Lies all for the promotion of certain
community gadflies and campaign fodder for the ill-informed, uninformed and disingenuous. To prove
that this issue is politically taboo is demonstrated by the fact that one sitting Councilman exclusively
votes against any sewer extension in spite of the fact that he owns a company that installs sanitary
sewers in Fulton County. Further to the point, two developments, one across from Cambridge HS was
within the mandated 300 ft. threshold and the other on Hopewell Road at the Alpharetta City limits
where the sanitary sewer runs directly through the site were disingenuously represented in the most
current election campaign. But the electorate got sucked into the swamp. Again, the same City
Councilman who always votes against sanitary sewer, ran for cover and voted against those two
developments. Both of those applications were, however, approved by a 5-2 decision, with the mayor
voting in favor.
The main point that deserves discussion about sanitary sewer is that it conforms to the promotion of
Public Health. Nearly ten years ago, Fulton County conducted biological studies in Chicken Creek in
conjunction with the school property on Freemanville Road. Results indicated dangerously high levels of
e coli bacteria. That is the point that needs discussion whenever "sewer extension" is brought forth.
Poorly installed or maintained septic systems contribute to pollution of our streams and waterways and
jeopardize the health and safety of our residents.
This agenda item, therefore addresses the Forsyth County service agreement, Fulton County regulations,
and public health issue and thus, should be approved. The right to connect to an existing sewer does
not change the housing density on that parcel.
This is an opportunity for the Mayor to show some leadership and common sense on this issue and do
what is right for the community. It is time to quit running for political cover.
