Approval of February meeting minutes Motion to approve: Christopher Bloor 2nd: Nancy Plesnarski Vote: 3-0, Rita Young abstained, Walter Rekuc was not present for vote. 5. Consideration of Primary Variances a. V13-014, 980 Mayfield Road, The Lakes at Mayfield, Planners and Engineers, Kristy Tran, Request(s):  To eliminate the 50 stream/lake buffer  To eliminate the 75 foot impervious setback (Section 20-425,a,i-ii) Motion to withdraw the petition: Rita Young 2nd: Christopher Bloor Vote: 4-0, Walter Rekuc was not present for vote. Motion passed. b. V14-001, SW Corner of Hopewell Road and Cogburn Road, Greg Runner Request(s):  To allow a building to be located more than 20 feet from the edge of the landscape strip or easement, as shown on the submitted site plan (Section 4- 1145,3,a) Motion to withdraw the petition: Nancy Plesnarski 2nd: Christopher Bloor Vote: 5-0, Motion passed. c. V14-002, 14735/14737 Wood Road, Phoebe Loughrey Request(s):  To allow a barn to encroach into the 50’ stream buffer (Section 20-425) [Type text]  To allow a barn to encroach into the 75’ impervious setback (Section 20-425)  To allow a barn to encroach into the rear yard (Section 64-416,i)  To allow a shaving shed to encroach into the side yard (Section 64-416,i)  To allow a building holding animals (a barn) to be closer than 100’ from the side and rear property lines (Section 64-415,a) Motion to approve with conditions: Gary Willis Conditions:  Obtain the required building permits for the existing structures.  Neither the barn nor the small stable can be enlarged from their current footprint.  No further disturbance in the stream buffer.  Obtain the required septic tank permit for the bathroom in the barn.  Provide infiltration trenches around the barn to mitigate runoff in the stream buffer area. 2nd: Christopher Bloor Vote: 3-2, Motion passed. d. V14-003, 1720 Highgrove Club Drive, Joseph Couch Request(s):  To allow a garage to encroach into the side setback (Section 64-416,2,i) Motion to approve with conditions: Walter Rekuc Conditions:  The maximum encroachment into setback shall be 10’  Materials, roof pitch, colors, etc. shall match existing house.  Final design of garage shall be approved by City Staff.  Provide landscape to screen new garage from adjacent lot. Plant materials and type to be approved by City architect. 2nd: Rita Young Vote: 5-0, Motion passed. e. V14-004, 16405 Laconia Lane, Alec Rickenbaker Request(s):  To reduce the front yard setback from 60 feet to 30 feet (Section 64-416,b) Motion to approve with conditions: Walter Rekuc Conditions:  Add plantings in between the 2 driveways in the horseshoe area, to provide screening between the garage doors. Arborist shall approve landscape plan.  Final design of house to be approved by City Architect. [Type text]  Approval per site plan named Hampshires Phase 2 Variance, Dated 1/17/2014, for Peachtree Residential 2nd: Nancy Plesnarski Vote: 5-0, Motion passed. f. V14-005, 16397 Waxmyrtle Road, Blue Valley, Request(s):  To allow neighborhood tennis courts to be located less than 100 feet from a residential property line (Section 64-1602,3)  To allow reduction in parking spaces by one space (Section 64, 1410) Motion to approve with conditions: Walter Rekuc Conditions:  Maintain the 60 foot rural viewshed along the Birmingham Highway frontage. Plantings shall be approved by the City Arborist.  The 50 feet between the edge of the tennis courts, and lot 64, shall be heavily vegetated to provide screening. Plant types and location to be approved by City Arborist.  Provide a 6 foot berm along lot 64 planted with evergreens to shield lot 64 from the tennis courts 2nd: Christopher Bloor Vote: 5-0, Motion passed. 6. Consideration of Appeals a. V13-011, Owens Lake Road, Six Hills, Phase IV, Six Maples LLC, Douglas Dillard Request(s):  To appeal pursuant to Section 64-1889 the Community Development Director’s October 4, 2013 denial of a concept plan for Six Hill Phase IV, dated May 15, 2012, per Director’s conclusion that the site plan contains a new street closer than 50 feet from a property line adjoining residentially zoned property (Section 64- 239) Motion to deny appeal: Gary Willis 2nd: Christopher Bloor Vote: 5-0, Motion passed. 7.
