Adoption/Amendment of Agenda Motion to approve w/ addition of item 3a—Walter Rekuc 2nd—Jim Hilley Vote—7-0, Motion passed. 4. Approval of August meeting minutes Motion to approve –Christopher Bloor 2nd—Walter Rekuc Vote—5-0, Nancy Plesnarski and Jim Hilley abstained. Motion passed. 5. Consideration of Primary Variances a. V14-013, 100 Hopewell Grove Drive, Cary Quatrocchi Requests(s):  To allow an accessory structure (a garage) to be located in the front yard  To allow an accessory structure (a garage) to encroach into the side corner setback (Section 64-416,i)  To allow an accessory structure (a garage) to encroach into the 60’ rural viewshed (Section 64-1141,a) Motion to approve with conditions—Walter Rekuc Conditions:  To allow an accessory structure (a garage) to encroach 20 feet into the front yard along Francis Road  To allow an accessory structure (a garage) to encroach 20 feet into the setback of Francis Road  To allow an accessory structure (a garage) to encroach a maximum of 20 feet into the rural viewshed  The plans for the garage shall be reviewed and approved by the City architect prior to the issuance of a building permit. This building shall be designed with 360 degree architecture.  The landscape plan for the project shall be reviewed and approved by the City arborist prior to the issuance of a building permit.  No building permit for the garage shall be issued until the current issues with the house and site are fixed, per comments 1-8, by Jimmy Sanders on page 4 of 14 of the variance staff report. 2nd—Christopher Bloor Vote—4-3, Todd Chernik, Christopher Bloor, Summet Shaw in opposition. Motion passed. b. V14-014, 13460 Providence Road, Viktor Kroon Requests(s):  To allow an accessory structure (a garage) to encroach into the side yard setback (Section 64-416,i) Motion to approve with conditions—Walter Rekuc Conditions:  Approval of the existing accessory structure (garage) to encroach into side yard  No other buildings shall be allowed in the setback 2nd—Nancy Plesnarski Vote—7-0, Motion passed. c. V14-016, Highway 9, Brickmont assisted living facility, David Vickers Requests(s):  To allow a fence to be located closer than three feet from the right of way (Section 64,4.7,1,b) Motion to approve—Jim Hilley 2nd—Christopher Bloor Vote—7-0, Motion passed. d. V14-017, 3273 Baily Forrest Drive, Sherwin Loudermilk Requests(s):  To allow a lot to exceed the 20% maximum impervious coverage (Section 64-1141, 6C) Motion to defer until next month—Christopher Bloor 2nd—Todd Chernik Vote—7-0, Motion passed. 6.
