In regards to the C/O, the request was put in on 8/6/10 by the builder but once the C/O was approved by the Builder Official the C/O could NOT be issued until the balance of $250 was paid due to re -inspection fees. Mr. Louis White (the contractor) was contacted on 8/10/10 and informed that fees where due and the C/O could be issued upon receipt of payment, but fees where never collected. So basically there is "NOT" a C/O issued for this home and no one "should" be living in the home, but it's just a matter of paying the fees.
