DESIGN REVIEW BOARD MEETING
APRIL 13, 2010

1) Call to order and Pledge

3) Approval of March action minutes
Deferred to next meeting—Not enough members present from March
meeting
4) Building permit review: 18500 Birmingham Highway, Old Blind Dog
Patio/Awning, Rick Watson
Comments:
On the horizontal beam, shown with sign on it—should include trim
to tie win with aesthetic of the rest of building
Address fire rating issues

5) Courtesy review: RZ10-01- 3105 Bethany Bend (Revised Site Plan) D Squared
Development, LLC to rezone from AG-1 (Agricultural) and C-1 (Community
Business) to C-1 (Community Business) to develop a 2,100 square foot gas
station with4 pump islands at a density of 2,755.45 square feet per acre. The
previous concurrent variance was withdrawn by the applicant.
Comments: 2nd review by the DRB
Board appreciates the applicant listening to previous comments, and
making modifications. Flow has significantly improved.
The three northern parking spaces, as shown on latest site plan, do not
work, especially #1.
The 5 foot sidewalk shown perpendicular to Highway 9 would be of
more use if it extended along the drive aisle. (Sidewalk connections
from row to pump area are per the Fire Marshall).
The dumpster enclosure should become a wall with the full height of
the building wall. The building could even be extended to include a
totally enclosed space for the dumpster with possible garage/roll up
door.
Could the dumpster be moved to the other side (Bethany Bend) of
the building? (No room/depth to move parking over there due to
required access clearance).
The canopy design and building design look different. Board member
prefers the hip roof design of the fueling canopy. The design of the
building should be matched to the design of the canopy.
The Highway 9 Overlay requires the installation of a bike rack.
Try and relocate air/vac unit—possible closer to space 3 or next to
building. (Unit cannot be in the landscape strip. Applicant is trying to
place it so that it can be accessed on both sides.)
Per Highway 9 Overlay, 25% of wall shall have fenestration; The rear
wall of the building does not meet this requirement.
The yellow, as shown on rendering, is not an approved Highway 9
color; No neon lighting is allowed.

Blassingil, To obtain a use permit for a 145 foot tall monopole cell tower with
an additional 4 foot lightning rod for a total of 149 feet (Revised Site Plan)
Comments—
Landscape strip shall be planted to buffer standards per 64-1156,
12H310
Antennas shall be dark, matte, non-reflective color (Will use
galvanized steel).
Antennas, etc shall be as far away from the row as possible
No lights other than those required by FAA? (No lights required). No
night lighting—dark at night? (Yes.)
Plantings shall obscure any accessory structure within one year.

Camouflaging options less than desirable
Applicant seems to meet aesthetic requirement, other than
landscape strip.
Possible to remove 3 strands of barbed wire? (Applicant has
discussed using black vinyl with no barbed wire).
Power underground? (Yes).

Comments:
Follow the above comments, re: landscape.
Maintain any of the existing trees as close as possible to the site.

Comments:
Is it possible to reduce the size of the compound? The minimal size
is 50x50. Prefer larger size in case of future co-locaters.
Landscaping will have to be removed; fence will have to be
bumped out.
Make footprint as small as possible—reduce the amount of clear
cutting.
We really should take a look at the language requiring towers to be
located as far from the row as possible or in the tree line; pushes
towers towards existing homes.
Next to power lines? (Yes, existing Oglethorpe power lines).
Push tower as far away from power line easement as possible.
