V13-007, 5140 Windward Parkway, Navy Federal Credit Union, Brian Murphy Request(s): To allow an internally illuminated ground sign To allow 4 additional wall signs To allow 4 additional non monument ground signs Comments:  Maintenance of sign is an issue.  The whole sign should be improved.  Looks top heave. Cover those columns with stone instead of brick. (Staff notes that sign materials should match building. Building is brick.)  Consider making the sign externally illuminated. Landscaping could hide floodlights. c. V13-008, 13800 Highway 9 North, Bethany Village, Becky Coppels Request: To allow a 66 square foot ground sign Comments:  Supports external illumination of ground sign.  LED signs over drive through opens us up to more requests.  Ok with LED signs that only say open/close/atm.  The illumination of signs should be per the ordinance.  New signage should be softer but visible.  Traffic and avoiding accidents support the third wall sign. d. V13-009, 14225 Birmingham Highway, Adnan Shaikh Request(s):  To reduce the front setback from 60’ to 40’  To allow a house and courtyard to encroach into the 75 foot impervious setback and the 50 foot city stream buffer  To allow a pool to encroach into the 75 foot impervious setback and the 50 foot city stream buffer  To allow a storage building to encroach into the 70 foot impervious setback and the 50 foot city stream buffer Comments:  Hydrology study needs to be done.  Provide a landscape plan for mediation.  House will have to be elevated if in the flood zone.  A floodplain study needs to be done.  House will be 41’ from street. This is too close to Birmingham Highway.  If 40’ front setback is approved, consider a house with more historic architecture. More of a farmhouse look; clapboard vs brick. Adding a porch would help; instead of just a vertical wall. As would true divided lights.  Applicant asked about buffer averaging. Staff notes that this is not an alternative to a buffer variance or mitigation, but he could always volunteer to provide extra buffer.  If this is approved, what wouldn’t be approved?  Is there a future ROW reduction? This should be considered with the front setback reduction. e. Istanbul Community Center, 591 North Main Street, Paul Girarduea, building/site additions Comments:  Roofing should match existing structure.  Add more of a pitch to the roof.  Bring real architectural drawings.  We want to see hos this is going to be used and hos this will work together.  It is ok to separate awnings from the building; like a large cabana or gazebo.  Pillars should be more appropriately sized.  Add ADA connecting sidewalks. 7) Other business 8) Adjournment
